HomeMy WebLinkAbout04/18/2023 Business Meetingx MINUTES YAKIMA CITY COUNCIL April 18, 2023 City Hall — Council Chambers -129 N 2nd Street, Yakima, WA 5:30 p.m. Regular meeting - conducted in person and virtually via Zoom 1, Roll Call Present: Mayor Janice Deccio, presiding, Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Danny Herrera, and Holly Cousens Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee Absent and Excused: Councilmember Eliana Macias 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Jorge Vllasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A. Proclamations is Earth Day proclamation Mayor Deccio proclaimed April 22, 2023 as "Yakima Earth Day" and Mick Nelson Janke accepted the proclamation and invited the community to attend the event. Assistant Mayor Lund and Councilmember Byers stated they plan to attend. B. Presentations / Recognitions / Introductions i. Recognition of Susan Knotts for 20 years of service to the City of Yakima Director of Finance and Budget Jennifer Ferrer -Santa Ines recognized Susan Knotts for 20 years of service to the City of Yakima. 5. Council Reports None. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there Page 1 of 5 011 were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.(Items on the Consent Agenda are handled under one motion without further discussion —see motion directly below.) MOTION: Lund moved and Cousens seconded to approve the consent agenda. The motion carried by unanimous vote, Macias absent. A. Approval of minutes from the April 4, 2023 City Council regular meeting and April 11, 2023 City Council study session B. Approve payment of disbursements for the period March 1-31, 2023 C. 2023 1st Quarter Treasury Report D. Set date of June 6, 2023 for a Closed Record Public Hearing to consider an appeal of the Hearing Examiner's Decision for a 4-lot Preliminary Short Plat E. Project Completion and Contract Acceptance for Hancock Sandblast & Paint LLC for the Naches River Water Treatment Plant Effluent Flume Concrete Repair Project AC2601 F Resolution accepting and approving 1st Quarter 2023 Claim Report RESOLUTION O.R-2023-053, A RESOLUTION accepting and approving the 1st Quarter 2023 Claim Report for the City of Yakima. G. Resolution authorizing an interlocal agreement with Yakima Training Center (YTC) to provide 911 call answering and dispatching services RESOLUTION O.R-2023-054, RESOLUTION authorizing an Interlocal Agreement (ILA) with Yakima Training Center (YTC) to provide 911 call -taking and dispatching services. H. Resolution awarding RFP 12240P and authorizing an agreement with Hall and Gilliland PLLC to provide Public Defense Services for Indigent Defendants RESOLUTION NO. J, Resolution authorizing a contract with Prospect Construction, Inc. for Project WP2631 Rehabilitation of Primary Clarifiers at the Wastewater Treatment Plant RESOLUTION O. R-2023-057, A RESOLUTION authorizing a Contract with Prospect Construction, Inc. for Project WP2631 Rehabilitation of Primary Clarifiers at the Wastewater Treatment Plant. H K. Resolution authorizing an agreement with H.W. Lochner, Inc for the design of Bravo Company Boulevard Project 2337 RESOLUTION NO. R-2023-058, A RESOLUTION authorizing a Professional Services Agreement with H.W. Lochner, Inc. to prepare civil engineering plans and specifications for the Bravo Company Boulevard Project (PROJECT) 2337. L. Resolution authorizing Supplement 5 to the Professional Services Agreement with Landau Associates, Inc. for construction oversight of the Bravo Co. Blvd Utilities Project AF2337 RESOLUTION NO. R-2023-059, A RESOLUTION authorizing Supplement 5 to the Professional Services Agreement with Landau Associates, Inc. (LAI) to conduct additional tasks in the construction oversight of the Bravo Company Blvd Underground Utilities Project AF2337. M. Resolution authorizing an agreement with Gray and Osborne to provide Professional Services for the City's Engineering Division RESOLUTION NO. R-2023-060, A RESOLUTION authorizing a Professional Services Agreement with Gray and Osborne, Inc. (G&O) to provide professional services, general civil engineering and staff support services to the City of Yakima on various projects and related work. N. Resolution authorizing an agreement with HLA Engineering and Land Surveying, Inc to provide Professional Construction Management, Observation and Administration Services for the Nob Hill Boulevard Resurfacing and Pacific Avenue Sidewalk Improvements Projects 2619 and 2612 RESOLUTION NO. R-2023-061, A RESOLUTION authorizing an Agreement with HLA Engineering and Land Surveying, Inc. to provide Professional Construction Management, Observation and Administration Services for the Nob Hill Boulevard Resurfacing and Pacific Avenue Sidewalk Improvements Projects 2619 and 2612. O. Resolution placing the Shopping Cart Collection Fee in the Master Fee Schedule RESOLUTION NO. R-2023-062, A RESOLUTION of the City of Yakima, updating a Master Fee Schedule. P. Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2023-014, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective May 21,2023 and repealing all preceding pay ordinances in the City of Yakima Municipal Code. Q. Ordinance amending the 2023 Budget for the City of Yakima and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2023 for various purposes (Second Reading) ORDINANCE NO.2023-015, AN ORDINANCE amending the 2023 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditure during 2023 for various purposes including 2022 encumbrances as described in the attached Schedule. Page 3 of 5 Is Ben Hittle, Steve Mercy, and Joe Mann, residents and business owners, stated they are working to identify ideas and concept plans for parking in the downtown area and will report back to Council in the near future with their suggestions. PUBLIC HEARINGS 8, Public hearing to consider: A) Resolution adopting the amended Six -Year Transportation Improvement Program for the period of 2023 through 2028, and to amend the Transportation Systems Plan 2040; and B) Resolution amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element City Engineer Bill Preston briefed Council on the public hearing. Mayor Deccio opened the public hearing. Tony Courcy, resident, addressed the Council regarding lack of handicap ramps in the vicinity of Fruitvale and 16th Avenue. Mayor Deccio closed the public hearing. The City Clerk read the resolutions by title only. MOTION: Lund moved and Cousens seconded to adopt the resolutions. The motion carried by unanimous vote, Macias absent. RESOLUTION NO. R-2023-063, A RESOLUTION amending the adopted Six -Year Transportation Improvement Program (TIP) for the period of 2023 through 2028 and amending the Transportation Systems Plan 2040. RESOLUTION NO. R-2023-064, A RESOLUTION to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to incorporate the amended Six -year Transportation Improvement Program (TIP) for the period of 2023 through 2028. MOTION: Lund moved and Byers seconded to bring back to a future meeting a discussion about having the Bicycle and Pedestrian Advisory Committee review traffic calming measures related to speeding.
