For Meeting of: May 16, 2023 ITEM TITLE: Resolution authorizing $125,000 of ARPA Funds for air service fund SUBMITTED BY: Rosylen Oglesby,Assistant City Manager SUMMARY EXPLANATION: A resolution for City Council consideration authorizing $125,000 ARPA Funds to establish an air service fund. ITEM BUDGETED: STRATEGIC PRIORITY: APPROVED FOR SUBMITTAL BY THE CITY MANAGER RECOMMENDATION: Adopt resolution. R-2023- A RESOLUTION authorizing the use of$125,000 of ARPA Funds to support the development of additional air service at Yakima Air Terminal McAllister Field. WHEREAS, Yakima Air Terminal McAllister Field experienced a reduction in flights due to the negative economic impacts of COVID-19, thus impacting the residents, business community, tourism, and economic growth of the City of Yakima; and WHEREAS, the City has been working to restore additional flights to its airport, and, WHEREAS, Yakima Air Terminal McAllister Field has the opportunity to restore the early morning departure and late night arrival air service; and, WHEREAS, the City is partnering with the Yakima County Development Association to raise the additional necessary funds to support restoring the early morning and late night arrival air service; and WHEREAS, the City received funding through the American Rescue Plan Act (ARPA) that allows for aid to impacted industries such as travel, tourism, and hospitality experiencing negative economic impacts of COVID-19; and WHEREAS, the City Council believes that obtaining additional flights operating out of its airport is very important to the future of the City, residents, and business community, and this offers an opportunity for economic expansion growth within the entire local area; and WHEREAS, the City Council agrees that an investment in the development of air service for commercial flights is a worthy objective that is in the best interest of the residents, business community, and the City of Yakima, and authorizes a one-time expenditure of One Hundred Twenty-Five Thousand Dollars ($125,000) payable to YCDA for the City's share in the efforts to establish an "Air Service Development" Fund, said amount to be paid from the City of Yakima's ARPA Grant now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to provide a one-time expenditure of One Hundred Twenty-Five Thousand Dollars ($125,000) payable to YCDA for the City's share in the efforts to establish an "Air Service Development" Fund, said amount from the City of Yakima's ARPA Grant for support in the development of additional air service at the Yakima Air Terminal McAllister Field Airport.
