ITEM BUDGETED: NA STRATEGIC PRIORITY: Public Safety APPROVED FOR SUBMITTAL BY THE CITY MANAGER RECOMMENDATION: ATTACHMENTS: Description Upload Date Type ID Memo from refuse on moving carts from alleys 5/12/2023 Cover Memo "� 1 Sys, DEPARTMENT OF PUBLIC WORKS 1' /'1 2301 Fruitvale Blvd., Yakima, Washington 98902 s \ s Phone (509) 575-6005 -yamNiumor .s Memorandum Date: May 11, 2023 To: Honorable Mayor, Members of City Council, and Bob Harrison, City Manager From: Scott Schafer, Public Works Director Trace Bradburn, Solid Waste Division Manager Subject: Refuse Service -Alleyway to Street Curb Update • Recently the City Refuse Division began moving service from alleys to the street curb to improve safety to the public and property and to reduce insurance claims • An automated side load (ASL) refuse truck requires 20 ft of space to operate safely and 18 ft in overhead clearance • In order to make a 90 degree turn, 28 ft of space is required to safely execute the turn • Alleys provide limited visibility due to set back requirements creating unsafe operating environments • Parked cars in alleyways can reduce or eliminate access to alleys forcing operators to back onto often busy streets • Entering alleys off busy streets create a challenge forcing trucks to nearly stop at times due to tight turn and poor turning radius • Once in an alley, the operator has to navigate trees, wires, eaves and fences as well as any other fixed object left in the alley • If the alley is a dead-end or blocked, the driver is forced to back out the truck; further increasing hazards • Refuse Division started with approximately 4,500 customers in the alleyways.
