Call to Order
Chair Liddicoatcalled the meeting to order at 3:01p.m.

Staff Announcements–Planning Manager Calhoun announced the following:
Comp Plan Amendment submittal period is currently open, one application has been
submitted so far.
ADUapproved plansupdate for next meeting.
An offer has been made to a candidate for the Assistant Planner position.
March 22, 2023,Meeting Minutes–It was motioned by Commissioner Placeand seconded by
Commissioner Hughes-Mickelto approve the meeting minutes of March 22,2023,as presented.
The motion carried unanimously.
Airport Safety Overlay Track Changes–Calhoun summarized the track changes made to
prohibited uses in zone 5. He let the Commission know the Airport Director and City Attorney had
reviewed the changesand approved them.
Home Occupation Discussion–Calhoun informed the Commissionthe term Home Occupation
is the standard and provided the Commission with various other cities’ definitions.The
Commission discussed the different definitions of other jurisdictions.

Other Business–
Adjourn–A motion to adjourn toApril 26, 2023,was passed with aunanimous vote. The meeting
adjourned at approximately 3:20p.m.

1.Background
In July 2017, the City adopted its 2040 Comprehensive Plan. Based up on population
projections developed by Yakima County, the plan anticipates 17,167 additional peopleby the
year 2040. Using Yakima’s average household size of 2.68 people, this equates to about 295
dwelling units per yearand a total of 6,406dwellings during the planning period.
2.Permits Issued
A total of 2,433 dwellingunitshave been permitted since 2018(Data available through April
2023). This accounts for 38%of our 2040 goalin a 6-year period.

3.Completed Development
The Codes division began trackingcompleted permits by number of bedrooms in August 2021.
Anew report is generated monthly that trackscompleted permitswhich have received a
Certificate of Occupancy. The data includes remodels that add additional bedrooms, studio and
1-bedroom units, 2-bedroom units, and 3+-bedroom units. In total, 432 units were completed
betweenAugust 2021and April 2023.During thissame timeframe, 960 units have been
permitted.
