Proclamations Earth Day proclamation Mayor Deccio proclaimed April 22, 2023 as "Yakima Earth Day"and Mick Nelson Janke accepted the proclamation and invited the community to attend the event. Assistant Mayor Lund and Councilmember Byers stated they plan to attend. B. Presentations/ Recognitions/ Introductions Recognition of Susan Knotts for 20 years of service to the City of Yakima Director of Finance and Budget Jennifer Ferrer-Santa Ines recognized Susan Knotts for 20 years of service to the City of Yakima. 5. Council Reports None. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there Page 1 of 5 3 were any additions or deletions from Council members present. There were no changes. Public Comment Page 3 of 5 5 Ben Hittle, Steve Mercy, and Joe Mann, residents and business owners, stated they are working to identify ideas and concept plans for parking in the downtown area and will report back to Council in the near future with their suggestions. PUBLIC HEARINGS 8. Public hearing to consider: A) Resolution adopting the amended Six-Year Transportation Improvement Program for the period of 2023 through 2028, and to amend the Transportation Systems Plan 2040; and B) Resolution amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element City Engineer Bill Preston briefed Council on the public hearing. Mayor Deccio opened the public hearing. Tony Courcy, resident, addressed the Council regarding lack of handicap ramps in the vicinity of Fruitvale and 16th Avenue. Mayor Deccio closed the public hearing. The City Clerk read the resolutions by title only. MOTION: Lund moved and Cousens seconded to adopt the resolutions. Other Business MOTION: Lund moved and Byers seconded to bring back to a future meeting a discussion about having the Bicycle and Pedestrian Advisory Committee review traffic calming measures related to speeding. The motion carried by unanimous vote, Macias absent. MOTION: Herrera moved and Brown seconded to bring back to a future meeting a discussion to present options for refuse pickup other than alleys. The motion carried by unanimous vote, Macias absent. 10. Financial Policy ReillIw and Alternate Revenue Optiol City Manager Bob Harrison provided the foundational information regarding budget status and challenges forecasted for future budget cycles, and the expectations for how the upcoming budget discussions will be presented for Council's consideration. Mr. Harrison provided an overview of what healthy and resilient cities look like regarding budget matters. Jennifer Ferrer-Santa Ines, Director of Finance & Budget, reviewed existing financial policies, which were last presented to Council in 2013, and noted some recommended modifications will be presented at a future meeting. Director Ferrer-Santa Ines reported at the close of 2022, the City did not meet Council's fund balance policy to maintain 16.7% (reflects two months of operational expenditures) in the City's General Fund reserves, which provides for general government services, including public safety, parks, streets, and organizational support of internal service departments. Ms. Ferrer-Santa Ines added that the City has been operating with the 1% property tax increase year after year since voters approved Initiative 747 in 2001. Meanwhile, inflation remains high and labor contracts have negotiated cost of living increases as high as 5.5%. She stated this is no match for a 1% increase in property tax and the volatility of sales tax collections.After questions from Council members, Ms. Ferrer-Santa Ines stated the Yakima County Assessor offered to present to the City Council information on how property taxes are calculated and distributed, which will be scheduled in the future. Page 1 of 2 8 Ms. Ferrer-Santa Ines also reported on revenue options she provided to the Council in July 2022, but there has been no action and without additional revenue generation, the only option remaining is to reduce service levels.An overview of potential revenue options was presented for Council discussion and future consideration. 4. Adjournment MOTION: Cousens moved and Byers seconded to adjourn to a City Council special meeting on April 27, 2023, at 11:30 a.m. at the Valley Mall - Food Court, Union Gap, WA.
