ITEM TITLE: Discussion on the Bicycle and Pedestrian Advisory Committee
membership rules

SUMMARY EXPLANATION:
At the April 4, 2023 Council meeting, staff was directed to bring this item back for Council review.
Additionally, an email is attached from Bicycle/Pedestrian Committee Chair Jennifer Gindt
requesting the rules be amended to allow one (1) Member to reside in Yakima County as long as
that Member has a Property or Business within City limits. The only other Committee to allow this
is the Planning Commission. As background information, on October 18, 2022 the Committee
requested several changes to the membership rules including opening membership to non-City
residents. The City Council determined the resident rule should remain in order to be consistent
with most other boards and committees. The Council upheld this decision again on January 17,
2023 when an ordinance related to the Committee was passed removing term limits.

Soneya,
As the Chair of the Bicycle Pedestrian Advisory Committee, I have a request about Member
Status.
Proposed Motion:
Currently the Bicycle Pedestrian Advisory Committee states that all Members other than
liaisons reside within the city limits. I move to amend that to allow one (1) Member to reside in
Yakima County as long as that Member has a Property or Business within City limits.
This is in line with several other advisory committees and still represents the BPAC and it's
projects that span the City and the County jointly.
