SUBMITTED ! =Y: Charter Civil Service Commission Carol Maples, Chief Examiner Dave Brown, Water /Irrigation Manager Nancy Fortier, Refuse and Recycling Manager CONTACT PERSON/TELEPHONE: Carol Maples, x6619 SUMMARY EXPLANATION: The classification and compensation ordinance incorporates the recommendations of the Charter Civil Service Commission approved at their meeting on February 2, 2009. The new classifications are part of a reorganization for the Water Division which Council approved as a policy issue in December of 2008. This classification and compensation ordinance reflects three new classifications and one title change as follows: Water Treatment Plant Operator -In- Training, allocated to Pay Range 14.5 ($17.63 - $21.06 per hour); Water Treatment Plant Operator 1I, allocated to Pay Range 20.0 ($22.55 $27.11 per hour); Water Treatment Plant Operator Ill, allocated to Pay Range 20.5 (23.15 - $27.77 per hour); and a title change for the Solid Waste Crew Leader to Solid Waste Collector /Driver. The Budgetary impact of implementing the classifications and salaries has been included in each Division /Department Operating Budgets. All recommendations are subject to the City Council review and approval. Attached for Council's information are the reports presented and approved by the Civil Service Commission outlining the proposed changes and the new classifications. BE IT ORDAINED BY THE CITY OF YAKIMA Section 1 Subsection 2.20.1OOA of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective March 29, 2009, which plan shall consist of the various following subsections of this section." Section 2 . Subsection 2.20.110A of the City of Yakima Municipal Code is hereby •nded to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of March 29, 2009. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule:" • iil _ _ ___ _ _ _ _ Legisative Ordinance 03 /29/2009 2/9/2009 -- 9'- Section 4 . The purpose of the reorganization is to improve recruitment, increase the knowledge base of the operators and to improve employee retention. This reorganization 0 establishes a new position, Water Treatment Plant Operator -In- Training, and splits the current Water Treatment Plant Chief Operator position into two new positions -Water Treatment Plant Operator II and Water Treatment Plant Operator III. The establishment of a new classification for Water Treatment Plant Operator II requires some changes to the current classification for Water Treatment Plant Operator Grade I and II. NEW WATER TREATMENT PLANT OPERATOR -IN- TRAINING Over the last ten years or more it has been increasingly difficult to recruit new operators for the Water Treatment Plant (WTP). The state law requires that an operator at the City's WTP have a level II WTP Operator certificate and this certificate has specific education and experience requirements. Finding operators with the required education and experience has been difficult. Council authorized the establishment of an in training operator position so there would be an opportunity to recruit from a larger pool of applicants. We would train the employee to become a high level operator, provide education and experience opportunities. This should provide replacement operators. Attached is the proposed Water Treatment Plant Operator -In- Training Class Specification. This specification is similar to the current Water Treatment Plant Operator I position's duties and minimum class 110 requirements. However the new classification does not provide automatic advancement to high level positions. Should a vacancy occur, normal Yakima ?o- Ammkecm 1994 410 position competition for the higher level position will be required. Recommended allocation is to pay range 14.5 ($17.63 - $21.06 per hour) same as the current Water Treatment Plant Operator I. NEW WATER TREATMENT PLANT OPERATOR 11 AND 111 In an effort to reduce some confusion when recruiting replacement operators as well as to provide an incentive to operators to increase their knowledge base and to improve retention Council authorized the establishment of two new positions that replace the current Water Treatment Plant Chief Operator Classification. The classification title of WTP "Chief Operator" has caused some confusion with potential applicants when recruiting. Most Water Plants around the country call the supervisor of the treatment facility the Chief Operator. This causes some confusion when an operator is not looking for a supervisor position or when a supervisor in not looking for an operator position. In both cases we have lost some potential applicants. By splitting the current Water Treatment Plant Chief Operator 411 classification into two new classifications Water Treatment Plant Operator 11 and III we will be providing an incentive to operators to get more education and increase their knowledge about water treatment. This also improves employee retention, while other communities are actively recruiting operators. We accomplish this by non competitive promotion from Water Treatment Plant Operator II to a Water Treatment Plant Operator 111 when the employee has passed a practical examination determining proficiency of operations of the Water Treatment Plant, wells and pump stations; and possess a valid Washington State Water Treatment Plant Operator III Certification. Attached is the proposed Water Treatment Plant Operator 11 Class specification. This class specification is similar to the current Water Treatment Plant Chief Operator position. However, the new classification provides for a non competitive promotion to the Water Treatment Plant Operator III position when certain requirements have been met. Recommended allocation is to pay range 20.0 ($22.55 $27.11 per hour). Attached is the proposed Water Treatment Plant Operator 111 Class specification. This class specification is similar to the current Water Treatment Plant Chief Operator position. However, the new classification requires additional education, experience and a Certification as a 410 Washington State Water Treatment:. Plant Operator II L. Recommended allocation is to pay range 20.5 ($23.15 - $27.77 per hour). Water Treatment Plant Chief Operators Richard Martin, Shane Counts and Daniel Countryman have been working as Chief Operators for more than six (6) months and have a Washington State Water Treatment Plant Operator 111 Certificate.
