Director Hodgman provided background on his career and experience related to the airport.
A. Proclamations
Welcome Home Vietnam Veterans Day proclamation
Mayor Deccio proclaimed March 30, 2023, as Welcome Home Vietnam Veterans Day.Andy
Thompson and Robb Repp accepted the proclamation.

MOTION: Lund moved and Cousens seconded to approve the proclamation. The
motion carried by unanimous vote.
iii. Draft Earth Day proclamation
MOTION: Lund moved and Cousens seconded to approve the proclamation. The
motion carried by unanimous vote.
iv. Draft American Red Cross Home Fire Safety Week proclamation
MOTION: Byers moved and Brown seconded to approve the proclamation. The
motion carried by unanimous vote.

Presentation by Executive Director Chris Wickenhagen of YVCOG 2022
Members Annual Report
Executive Director Chris Wickenhagen presented a PowerPoint on Yakima Valley Conference
of Government's 2022 activities.

6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion—see
motion directly below.)
MOTION: Lund moved and Brown seconded to approve the consent agenda. The
motion carried by unanimous vote.

G. Resolution authorizing the Sole Source purchase of Flygt wastewater pumps, repair
services, and replacement parts from Whitney Equipment Company, Inc.
RESOLUTION NO. R-2023-039,A RESOLUTION authorizing the sole source purchase of
Flygt wastewater pumps, repair services, and replacement parts from Whitney Equipment
Company, Inc. for the City of Yakima Wastewater Division.
H. Resolution authorizing an agreement with the Lions Club of Yakima for the Design,
Installation and Use of a Picnic Shelter at Lions Park
RESOLUTION NO. R-2023-040,A RESOLUTION authorizing an agreement with the

Yakima Lions Club for the purchase and installation of a picnic shelter at Lions Park.

8. Update on 2023 Session of the Washington State Legislature
Communications & Public Affairs Director Randy Beehler introduced the City's Olympia
lobbyists, Luke Esser and Nick Federeci, who briefed Council on the City's 2023 State
Legislative Priorities and other legislative issues of interest to the City.
9. Resolution amending the Master Fee Schedule for Plumbing, Mechanical, Building and
Construction Related Permits to be effective May 1, 2023
Supervising Code Inspector Tony Doan briefed Council on the resolution.
The City Clerk read the resolution by title only.
MOTION: Lund moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION NO. R-2023-041,A RESOLUTION amending the City of Yakima Master Fee

MOTION: Lund moved and Herrera seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION NO. R-2023-042,A RESOLUTION approving the Opioid Pharmacy and
Manufacturer settlements with Teva,Allergan, CVS, Walgreens and Walmart, and approving
Allocation Agreement II for the allocation and use of settlement funds.
11. Other Business
City Manager Harrison provided information regarding the expense to hold study sessions at
off-site locations.
Councilmember Brown reported he will hold a town hall meeting Thursday, March 23, 2023 at
the Harman Senior Center at 6:00 p.m. and encouraged citizens to attend.
12. Adjournment
MOTION: Lund moved and Byers seconded to adjourn to the next City Council
regular meeting on April 4, 2023, at 5:30 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote. The meeting adjourned at 6:24 p.m.
