Roll Call Present: Mayor Janice Deccio, presiding, Assistant Mayor Soneya Lund and Counclimembers Matt Brown, Patricia Byers and Holly Cousens Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Clear Tee Absent and excused: Counciirnerribers Danny Herrera and Eliana Macias 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Jorge Villasertor who announced interpreter sennces are available in Spanish. 4. Open Discussion for the Good of the Order A. Presentations Recognitions / Introductions i. Introduction of Solid Waste and Recycling Manager Trace Bradburn Public Works Director Scott Schafer introduced Trace Bradburn as the new Solid Waste and Recycling Manager. 5. Council Reports A. Association of Washington Cities report by Councilmernber Cousens Counclirrember Cousens reported on the recent Association of Washington Cities (AWC) board meeting and the results of the AWC Public Opinion Survey. B. National League of Cities Congressional City Conference attendance Communication & Public Affairs Manager Beehler asked about attendance at the Congressional City Conference in Washington, D.C. on March 24-28, 2023. Mayor Deccio and Councilmembers Cousens and Byers would like to attend. Staff will follow-up with Council members not in attendance before a final decision is made. Paget of 4 116 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion —see motion directly below.) MOTION: Lund moved and Brown seconded to approve the consent agenda. The motion carried by unanimous vote, Herrera and Macias absent. Approval of minutes from the February 7, 2023 City Council regular meeting and February 14, 2023 City Council study session B. January 2023 Investment Transaction Report C. Approve payment of disbursements for the period January 1-31, 2023 D. Set March 7, 2023, as the date for a public hearing on the Prickly Pear Annexation in the vicinity of Sorenson Road and S 38th Avenue E. Project Completion and Contract Acceptance for Basketball Court Lighting at Miller Park, Quote 22204S with Knobel's Electric, Inc. F. Resolution authorizing an Equitable Sharing Agreement and Certification with the United States Department of Justice RESOLUTION NO. R-2023-026, A RESOLUTION authorizing an Equitable Sharing Agreement and Certification with the United States Department of Justice. G. Resolution authorizing an Interlocal School Resource Officer Agreement with Yakima School District No. 7 for the continuation of the school resource officer program during the 2022-2023 school year RESOLUTION NO. R-2023-027, A RESOLUTION authorizing an Interlocal School Resource Officer Agreement with Yakima School District No, 7 for the continuation of the school resource officer program during the 2022-2023 school year. H. Resolution awarding RFQ 12247Q and authorizing execution of agreement with J- U-B Engineers, Inc., for Architectural, Engineering and Consultant Services at the Yakima Air Terminal/McAllister Field RESOLUTION NO. R-2023-028, A RESOLUTION awarding of RFQ 12247Q and authorizing an agreement with J-U-B Engineers, Inc., for Architectural, Engineering and Consultant Services. Resolution ratifying the declaration of an emergency for the Capitol Theatre HVAC with Bruce Mechanical EPO 2216E Project 2686 RESOLUTION NO. R-2023-029, A RESOLUTION ratifying the declaration of an emergency and authorizing the City Manager to execute all applicable contracts for the Capitol Theatre HVAC Control System EPO 2216E Project 2686, J. Resolution authorizing acceptance of a Supporting Investments in Economic Page 2 of 4 117 Development (SIED) grant and loan funding for the Russell Lane Realignment Project 2650 RESOLUTION NO. R-2023-030, A RESOLUTION accepting and authorizing the execution of the "Supporting Investments in Economic Development" (SIED) Grant and Loan funding from Yakima County for contract 2650 — Russell Lane Realignment. K. Resolution authorizing acceptance of a Washington State Department of Transportation Award for $750,000 for the Cowiche Canyon Trail Project 2430 RESOLUTION NO. R-2023-031, A RESOLUTION authorizing acceptance and execution of a grant program agreement with the State of Washington Department of Transportation for the Cowiche Canyon Trail Project 2430. L. Resolution ratifying the declaration of an emergency and authorizing the City Manager to execute all applicable contracts for the 2023 police vehicle order RESOLUTION NO. R-2023-032, A RESOLUTION ratifying the declaration of an emergency and authoring the City Manager to execute all applicable contracts for the 2023 police vehicle order 7. Public Comment None. PUBLIC HEARINGS 8. Public Hearing to receive comments regarding the City of Yakima HOME -ARP Allocation Plan Community Development Director Davenport briefed Council on the hearing. Mayor Deccio opened the public hearing. Isabel Garcia, Senior Housing Developer with Office of Rural and Farmworker Housing, spoke in support of the Allocation Plan opportunity, provided some suggestions for the process and looks forward to applying for funding to assist the community they serve. David Helseth, Executive Director of Justice Housing, spoke in support of the Allocation Plan and the immediate assistance the funding will provide to the at -need community. With no additional public comment Mayor Deccio closed the hearing. DEPARTMENT ITEMS 9. 2022 Vacant Building Safety Project 4th Quarter Report and Neighborhood Preservation Efforts Glenn Denman, Code Administration Manager, reported on implementation efforts of the Vacant Building Safety Project. 10. 2022 Update on Capital Improvement Projects Report Bill Preston, City Engineer, reported on the 3rd and 4th Quarter 2022 Capital Improvement Projects and the traffic calming process. 11. Ordinance amending Chapter 9.56, Wheeled All -Terrain vehicles Page 3 of 4 118 Senior Assistant City Attorney Brooke Hargreaves and Lieutenant Cavin briefed Council on the ordinance. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Byers seconded to pass the ordinance. The motion carried by unanimous vote, Herrera and Macias absent. ORDINANCE NO. 2023-009, AN ORDINANCE amending City ofYakima Municipal Code Chapter 9.56, Wheeled All -Terrain Vehicles, 12, Other Business After discussion and amendment, the following motion passed by unanimous vote, Herrera and Macias absent: Byers moved and Cousens seconded to add to a future City Council business meeting a discussion of possible City ordinances prohibiting drug use in public. 13. Adjournment MOTION: Lund moved and Cousens seconded to adjourn to a City Council retreat on February 28, 2023, at 4 p.m. at the Harman Senior Center. The motion carried by unanimous vote, Herrera and Macias absent.
