For Meeting of: March 21, 2023 ITEM TITLE: Project Completion and Acceptance for Rectangular Rapid Flashing Beacons (RRFB) Project 2563 SUBMITTED BY: Scott Schafer, Director of Public Works * Bill Preston, PE, City Engineer(509) 576-6674 SUMMARY EXPLANATION: The City of Yakima Engineering and Streets divisions completed the Rectangular Rapid Flashing Beacons (RRFB) Signage Safety Improvement Project 2563 at Roosevelt Elementary, McKinley Elementary,Apple Valley Elementary, and Eisenhower High Schools. Final inspection for this project was made and the recommendation is that the project be accepted. A final payment of$0 is due. Project Manager: Robert Washabaugh Cost: $38,817.61 Total Due: $0 The total contract cost is for construction only and does not include engineering and other costs. City Council action is required to accept the project and approve the final construction costs. Dr/13th Ave were collected September Compare to counts 26 through October 3, 2022. After prior to installation. installation counts for 40th Ave/Webster Ave were done December 15, 2022. 2. Please provide end of project data addressing the Project Performance Measures specified in the Interagency Agreement. The goal of this RRFB installation project was to increase the pedestrian counts at these crosswalk locations. A post-installation PM pedestrian count was re-done at Tieton Drive/13th Avenue intersection. The usage was much higher than last reported as the elementary school utilizes a walking school bus to a church parking lot and kids must utilize the RRFB to get there. The count was re-done December 14, 2022, and there were 52 pedestrians using the crossing. For the last RRFB installed at the intersection of 40th Avenue/Webster Avenue, before installation counts were collected on October 25, 2022. AM usage was 3 pedestrians and PM usage was 12 pedestrians. Post- installation counts were taken December 13 and 14, 2022. AM usage was 2 pedestrians and PM usage was 5 pedestrians. One thing to note, high temperatures on December 13 and 14 were in the mid 30's with low temperatures in the teens and there was snow on the ground. These conditions likely contributed to the lower usage than before the installation. 3. What were successes of this project? The Tieton Drive/13th Avenue RRFB is getting really good usage to provide additional safety for the school crossing guards and kids utilizing a walking school bus. 4. What were the challenges of this project? With the supply chain issues delaying the delivery of the final RRFB until November 2022,the weather then also became a factor on the installation date as Yakima had snow on the ground and below freezing temperatures.
