Council Member Rick Ensey acted as Chair and opened the meeting. The item of appointing a
new Committee Chair was deferred to a near - future meeting date. There was discussion
concerning how DYFI, CDY, North Front Street PBIA, and the nascent North First Street PBIA . ,
would be coordinated through Council committees.
2009 Federal Priorities. Michael Morales discussed federal priorities. These currently are going
through the Council committee structure. Many of these priorities involve project and program
funding. Council will adopt the 2009 Federal Priorities March 4, 2009.
Parking Commission. Chris Waarvick opened the discussion and quickly turned it over to Mike
_ McMurray from the Council- appointed Parking Commission. Mike presented the plan of action
for downtown core parking operational adjustments. These included updated technologies at the
parking lots and on- street parking time changes. Cindy Epperson disc ussed the available
funding for this effort. The Council Committee approved a two -phase approach to bring to the full
Council on March 24. The first phase deals with informational improvements, parking time
amendments and the purchase of parking lot revenue collection technology. The second phase
involves enforcement strategies and revenue handling associated with the new technologies in
the parking lots. Kathy Coffey advised that enforcement procedures would be an important issue
to clarify for City Council at the appropriate time. Nick Hughes from the Parking Commission
briefly talked about enforcement and educational concepts.
Michael Morales discussed DYFI Phase 4 funding. This issue was dealt with the previous night
at City Council. Council approved and endorsed a North First Street project that the Legislature
may participate in during 2009. Michael Morales also talked about the smaller State capital
budget. The City's request may be highly reduced, if any, for the 2009 budget year at the state
level.
