Open Discussion for the Good of the Order A. Presentations/ Recognitions/ Introductions i. Introduction of Solid Waste and Recycling Manager Trace Bradburn Public Works Director Scott Schafer introduced Trace Bradburn as the new Solid Waste and Recycling Manager. 5. Council Reports A. Association of Washington Cities report by Councilmember Cousens Councilmember Cousens reported on the recent Association of Washington Cities (AWC) board meeting and the results of the AWC Public Opinion Survey. B. National League of Cities Congressional City Conference attendance Communication & Public Affairs Manager Beehler asked about attendance at the Congressional City Conference in Washington, D.C. on March 24-28, 2023. Mayor Deccio and Councilmembers Cousens and Byers would like to attend. Staff will follow-up with Council members not in attendance before a final decision is made. Page 1 of 4 3 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Lund moved and Brown seconded to approve the consent agenda. Isabel Garcia, Senior Housing Developer with Office of Rural and Farmworker Housing, spoke in support of the Allocation Plan opportunity, provided some suggestions for the process and looks forward to applying for funding to assist the community they serve. David Helseth, Executive Director of Justice Housing, spoke in support of the Allocation Plan and the immediate assistance the funding will provide to the at-need community. With no additional public comment Mayor Deccio closed the hearing. DEPARTMENT ITEMS 9. 2022 Vacant Building Safety Project 4th Quarter Report and Neighborhood Preservation Efforts Glenn Denman, Code Administration Manager, reported on implementation efforts of the Vacant Building Safety Project. 10. 2022 Update on Capital Improvement Projects Report Bill Preston, City Engineer, reported on the 3rd and 4th Quarter 2022 Capital Improvement Projects and the traffic calming process. 11. Ordinance amending Chapter 9.56, Wheeled All-Terrain vehicles Page 3 of 4 5 Senior Assistant City Attorney Brooke Hargreaves and Lieutenant Cavin briefed Council on the ordinance. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Byers seconded to pass the ordinance. The motion carried by unanimous vote, Herrera and Macias absent. ORDINANCE NO. 2023-009,AN ORDINANCE amending City of Yakima Municipal Code Chapter 9.56, Wheeled All-Terrain Vehicles. 12. Other Business After discussion and amendment, the following motion passed by unanimous vote, Herrera and Macias absent: Byers moved and Cousens seconded to add to a future City Council business meeting a discussion of possible City ordinances prohibiting drug use in public. 13. Adjournment MOTION: Lund moved and Cousens seconded to adjourn to a City Council retreat on February 28, 2023, at 4 p.m. at the Harman Senior Center. The motion carried by unanimous vote, Herrera and Macias absent. Roll Call Present: Mayor Janice Deccio, presiding, and Councilmembers Matt Brown, Patricia Byers, Holly Cousens and Danny Herrera Staff: City Manager Robert Harrison, Communication and Public Affairs Manager Randy Beehler and City Clerk Sonya Claar Tee Absent and excused:Assistant Mayor Soneya Lund and Councilmember Eliana Macias 2. Discuss City Space Needs a► Rustin Hall, Kim Phelps and Jodi Kittel with ALSC Architects, discussed City space needs, and asked Council what their specific needs would be. Council members agreed a larger dais and chambers would be preferred, with dual language, audio/video and safety needs met and a larger conference room. 4. Discussion of Equity Issues City Attorney Sara Watkins briefed Council on the City's 2017 equity analysis, including information on how it came about, how it was applied, and possible next steps. Ms. Watkins suggested having a mission statement with a unified vision for what the City believes equity looks like, succinct but emphasising the intention. Council members agreed a study session into equity issues is needed, including samples of mission statements from other municipalities. Council members discussed utilizing the Community Integration Committee as a resource, possibly partnering with the Yakima School District for equity training, engaging the community, and reviewing what other cities our size are doing regarding equity issues. 5. General Fund and Citywide Forecast Jennifer Ferrer-Santa Ines, Director of Finance & Budget, briefed Council on the general fund and citywide forecast. Council members discussed reviewing service levels, comparing reserves with other cities, reviewing revenue options and impact/user fees. 6. Strategic Priorities Page 1 of 2 7 Randy Beehler, Communication and Public Affairs Manager, reviewed the Council's strategic priorities. Police Chief Murray provided and reviewed a downtown safety analysis. Fire Chief Markham presented and reviewed a handout on Fire Department callouts. 7. Vacant Building Registry and Standards City Attorney Watkins reviewed previously distributed information on vacant building registries and standards. Councilmembers discussed bringing stakeholders to a meeting to discuss this issue. 8. Adjournment MOTION: Brown moved and Byers seconded to adjourn to the next City Council regular meeting on March 7,2023, at 5:30 p.m. in the Council Chambers. The motion carried by unanimous vote, Lund and Macias absent.
