SUMMARY EXPLANATION:
On December 6, 2022 the City Council authorized participation in the HOME Investment
Partnership Program (HOME) utilizing HOME-American Rescue Plan (ARP) funding. The City of
Yakima may receive $1,822,807 to assist housing or services related to four Qualifying population
sectors: homeless; those at risk of being homeless; those fleeing or attempting to flee domestic
violence; and other populations such as veterans, or those at risk of housing instability.
This public hearing is required as the City of Yakima develops their HOME-ARP Allocation Plan
which will guide program investments. Public comments may be offered tonight during the public
hearing or in writing. The City of Yakima and Yakima County collaborated on a combined
consultation process for both the jurisdictional plans. For that reason, we share public comments
with Yakima County and observe the same comment period. The draft City of Yakima HOME-
ARP Allocation Plan will be available on March 7, 2023. Comments on the Plan are due no later
than March 22, 2023.

Subject: Yakima City Council Public Hearing to Receive Public Input on HOME-ARP Allocation Plan

The City of Yakima was notified of eligibility for $1,822,807 in Home Investment Partnership Program-
American Rescue Plan (HOME-ARP) funds in a one-time allocation from the U.S. Department of Housing
and Urban Development (HUD). Prior to receiving the funds for projects, the City of Yakima is required to
develop a HOME-ARP Allocation Plan. A public hearing to receive public comments during the
development of the Allocation Plan is part of the guidelines for this grant.
HOME-ARP grant fund may be used to assist Qualified Populations which include individuals or households
who are experiencing homelessness, at risk of homelessness, victims of domestic violence and other
vulnerable populations, such as veterans, those with disabilities and others. Grant funds may be used to
provide services or housing to reduce homelessness or promote housing stability.
The City of Yakima will develop the Allocation Plan following the public input phase. All comments
received will be included in the Allocation Plan. At this time, the City of Yakima is inclined to state a
preference that funds be prioritized for projects which develop new affordable housing for homeless
individuals or households, or those at risk of being homeless. Additional consideration would be given to
a managed project that matches services to individuals and households with residents that are 30% or
less of the Average Median Income (AMI), or have a disability and/or include veterans, as well as projects
that create 60 or more housing units available to households at 50% or less of the AMI.
Notably, the City of Yakima and Yakima County conducted Joint Community Consultation processes and
are holding concurrent public comment opportunities on their respective HOME-ARP Allocation Plans.
Persons wishing to comment on the HOME-ARP programs have another opportunity to attend and
comment at the Public Hearing held by the Board of Yakima County Commissioners on Tuesday February
28, 2023 at 10:00 AM in the Yakima County Courthouse Basement, Room 33B at 128 North 2nd Street,
Yakima WA 98901. All comments received at either the February 21, 2023 City of Yakima Public Hearing
and the February 28, 2023 Yakima County Public Hearing will be shared with both agencies.
The draft City of Yakima Allocation Plan will be available for public review on March 7, 2023. Written
comments regarding the HOME-ARP Allocation Plan must be submitted no later than 4:00 PM, March 22,
2023.
Public notice of this hearing was published in both English and Spanish, with outreach to local
organizations and stakeholders.

NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD
Notice is hereby given that the City of Yakima will hold a Public Hearing to receive public input on the use of City of Yakima
HOME-ARP funds and the related amendment to include these funds in the 2021 Annual Action Plan. The Public Hearing
will be held on Tuesday February 21, 2023 at 6:00 PM, or soon thereafter, via Zoom and in the City Council Chambers of
Yakima City Hall, 129 North 2nd Street, Yakima WA 98901. Any person wishing to provide public comment on this request
is welcome to attend or call in to the public hearing by dialing 1-253-215-8782 or 1-971-247-1195, enter meeting ID 984
7277 2496# and meeting password 646538#. Participants are encouraged to submit a Public Request Form prior to the
day of the hearing at: www.yakimawa.gov/council/public-comment/

RESOLUTION NO. R-2022-____
A RESOLUTION authorizing acceptance of a grant from the United States Department of
Housing and Urban Development for HOME American Rescue Plan
(ARP) funds in the amount of $1,822,807.
WHEREAS, the City of Yakima is a Federal HUD Entitlement Grantee for HOME
Investment Partnership funds and as such was allocated the award of $1,822,807 in HOME-
ARP funds; and
WHEREAS, the City of Yakima Office of Neighborhood Development (ONDS) was
notified of the program availability and the award; and
WHEREAS, the City of Yakima ONDS is the authorized City Division that administers
HOME Investment Partnership funds as directed by the Yakima City Council. The HOME- ARP
program provides additional funds to the City of Yakima for housing projects, and services to
specific qualifying populations that address housing instability and homelessness; and
WHEREAS, the City of Yakima will begin the required consultation with area agencies to
conduct the gap analysis and needs assessment in preparation of a HOME-ARP Allocation
Plan, if the City Council authorizes participation in the program with passage of this Resolution;
and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interest of
the City and its residents to accept the HOME ARP funds and invest these funds per the
HOME-ARP federal rules and regulations as established to fund an eligible project(s), therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to accept a grant from the United States Department of
Housing and Urban Development in the amount of One Million, Eight Hundred Twenty-Two
Thousand Eight Hundred and Seven ($1,822,807) and begin the implementing program
requirements. A copy of the agreement with HUD is attached hereto.
