ITEM TITLE: Consideration of a Resolution: (A) authorizing a letter from the City of
Yakima to the Yakima Historic Preservation Commission removing 201 South 8th Street from
. the local Register for Historic Places; and (B) accepting a proposal from OIC of Washington to
demolish the existing structure located at 201 South 8th Street and build a new home to be
sold to a low to moderate income, first time homebuyer.

SUMMARY EXPLANATION: The City purchased the property located at 201 South 8th Street
in February of 2005. The property has been discussed at length by the City of Yakima
Neighborhood Development Committee on eleven separate occasions, most recently at their
meeting on April 8, 2009.
After considerable analysis of a number of issues, including the cost affordability, federal
regulations involved and time constraints in using City of Yakima HOME funds to rehabilitate
this structure, the Office of Neighborhood Development Services (ONDS) was instructed by the
Council Neighborhood Development Committee to issue a "Request for Proposal" (RFP) to
demolish the existing building and construct a new home.
The RFP was advertised in Seattle, Spokane, Portland and Yakima. Three proposals were
received. The Council Neighborhood Development Committee recommended the OIC of
Washington Proposal for "Demolition of the existing building and the construction of a new
home, to be sold to a qualified low to moderate income first time homebuyer" be forwarded to
the full Council for review.

Participation on the local register of historic places is voluntary, and any property owner, public
or private, reserves the right to /remove their property from the list. In this case the City is the
property owner, so staff needs authorization from the Council to remove the property from the
register prior to demolition:
[t]he property owner of record (as indicated by the records of the Yakima County
auditor) of a property listed on the Yakima register of historic places may make a
written request to have said property removed from the register. The written request
must be signed by said property owner(s) and notarized. Upon receipt of such a
properly notarized written request, the commission shall immediately remove the
property from the register. YMC 11.62.045 C(2)
Furthermore, the current structure would be removed by demolition, making the cleared lot
available for construction by June 1, 2009. A newly constructed three bedroom home is
proposed to cost approximately $150,000. The construction would be financed through the
City of Yakima Office of Neighborhood Development Services using HOME program funding.
Upon completion it would be sold to a low to moderate income, first time homebuyer.
This property was purchased by the City of Yakima in February of 2005. To remain in
compliance with federal HOME regulations, the project must either result in a completed
living unit by December 31, 2009, or the City must make repayment (from a non - federal
source) to HUD of the HOME funds invested in the property. The current estimate -of the
amount of HOME funds invested in the property is $77,500.

This proposal was discussed at the meeting of the City Council's Neighborhood Development
Committee on April 8, 2009; the committee recommended that the OIC proposal be forwarded
to the full Council for approval.

A RESOLUTION: Authorizing a letter from the City of Yakima to the Yakima Historic

WHEREAS, the property located at 201 South 8th Street was purchased in February of
2005 and has been discussed at length by the City of Yakima Neighborhood Development
Committee on eleven (11) separate occasions; and
WHEREAS, considerable time has been spent conducting analysis of the cost
affordability, federal regulations involved and time constraints in using City of Yakima HOME
funds to rehabilitate this structure; and
WHEREAS, the City of Yakima has received a proposal for "Demolition of the existing
building and the construction of a new home, to be sold to a qualified low to moderate income
first time homebuyer" by 010 of Washington; and
WHEREAS, a newly constructed three bedroom home is proposed to cost approximately
$150,000 and would be financed through the City of Yakima Neighborhood Development
Services using HOME program funding and sold to a first time homebuyer; and
• WHEREAS, this proposal would require the property be removed from the local Register
for Historic Places at the request of the City of Yakima as the property owner; and
WHEREAS, this property was purchased by the City of Yakima in February of 2005 and

City's representative (Office of Neighborhood Development Services) be presented to the
Yakima Historic Preservation Commission removing this property from the local Register for
Historic Places.

single family dwelling unit in the amount of $150,000 to be sold to a qualified low to moderate
income, first time homebuyer.

through increasing the thermal efficiency of their dwelling:
CONSTRUCTION PROPOSAL: OIC of Washington proposes to construct (1) single
family (R-1) three (3) bedroom 1588 square foot home witka 440 square foot two car
attached garage for homeownership._ Qualified-families must'be at ar below 80% of the

The existing parcel has an existing residential structure that, must be demolished by the
City of Yakima, before any construction can start The existing" lot currently has city'

The construction costs for this single family home will be $1.50;000, which will include
assistance' from OIC'inmarketing client selection, client screening and sale of this unit.
Projected sale price for this unit will be based on actual appraised value. All: proceeds
from the sale of this home will accrue to the City of Yakima. The anticipated appraised
sales value of this home will range between $120,000 to $135,000, based` on previous
appraisals with similar- construction within the 'neighborhood:
OIC of Washington must have all demolition and environmental concerns completed by
the City of Yakima before June 1,,2009 ;OIC agrees ' to start construction 1,
2009 or sooner,. unless written agreement has been established by both parties to the
contrary. OIC has established >a'Construction completion date-of December 15, 2009 for
