Pledge of Allegiance Assistant Mayor Lund led the Pledge of Ahegince. 3. Interpreter Services Assistant Mayor Lund introduced Jorge Villasenor "ioNtho announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A moment of silence and remembrance as held for former Mayor Kathy Coffey following her recent passing. A. Presentations / Recognitions / introductions i. Retirement recognition of Judge Susan VVoodard for 32 years of service Judge Kelley Olwell recognized Judge Susan NiVoodard on her retirement and for her 32 years of service to the City of Yakima. Review proclamationprooes City Attorney Sara'Watkins introduced the item for discussion, Council members discussed having proclamations approved at a meeting prior to the requested date of reading the proclamation. MOTION: Byers moved and Cmusensseconded Wmdirect staff tobring back arevised proclamation policy which incorporates the Comnci|'sdiscussiom at tonight's meeting. Documentary series concept plan onthe Yakima Police Department Councilmember Byers reported citizen feedback on this issue has not been positive. Police Chief Murray noted the documentary would highlight many positive things about Yakima, After Council discussion, MOTION: Byers moved and Brown seconded to direct the City not to pursue this opportunity. Discussion oncreating anAdHoc Committee b]review the Domestic Terrorism Study by the Washington Sbsha Attorney General's office Councj|nnwnnbe,Brown introduced the item for discussion, Acting City Manager Oglesby asked Council to consider requesting a presentation on the report from the Attorney General's Office at@Council meeting before deciding ooanadhoc committee, and Council agreed by consensus. D. /soodatkznofWashmqtonQOeo—CityAoUnn Days RandyBeeh|er, Communications & Public Affairs Director, asked about Council participation at City Action Days and alobbying trip hzOlympia. It was agreed that Councilmember Brown and Herrera will attend City Action Days in addition to Councilrnember Cousens who is an Association of Washington Cities board member. Assistant Mayor Lund and Councilmembers Byers and Cousens will attend the lobbying trip to 6. Consent Agenda Assistant Mayor Lund referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council rnerrbers present. Assistant Mayor Lund reported 0nreasons not tochange the Bicycle - Pedestrian ordinance, which was left on consent. Item 0|was removed from consent; therefore, the consent items are renumbered. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. R-2023-013, A RESOLUTION authorizing an agreement with CP Mechanical LLC for YPD Chiller Replacement Project 2607. G. Resolution authorizing supplemental agreement 1 with HLA Engineering and Land Surveying, Inc to provide Professional Construction Management, Observation and Administration Services for the Summitview Ave Project 2566 RESOLUTION NO. R-2023-014, A RESOLUTION authorizing a supplemental agreement with HLA Engineering and Land Surveying Inc providing professional construction management, observation and administration services for the Summitview Avenue Project 2566 (PROJECT).. H. Resolution authorizing an agreement with Insituform Technologies, LLC for the CIPP lining of the West Yakima Irrigation Transmission Main Project IC 2657 RESOLUTION NO. R-2023-015, A RESOLUTION authorizing an Agreement with Insituform Technologies, LLC. for Project No. IC2657 CIPP lining of West Yakima Irrigation Main. I. Ordinance adding Section 1.37: Bicycle and Pedestrian Advisory Committee to the City of Yakima Municipal Code ORDINANCE NO. 2023-002, AN ORDINANCE adding Section 1.37: Bicycle and Pedestrian Advisory Committee to the City of Yakima Municipal Code. J. Ordinance amending Chapter 1.80 of the Yakima Municipal Code to add compost procurement requirements in compliance with RCW 43.19A.150 ORDINANCE NO. 2023-003, AN ORDINANCE amending Chapter 1.80 of the City of Yakima Code to add a compost procurement requirement in compliance with RCW 43„19A.150. I . Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2023-004, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective February 19, 2023; and repealing all preceding pay ordinances in the City of Yakima Municipal Code. Items Removed from the Consent Agenda A. Resolution awarding RFP 12238P and authorizing an agreement with People for Page 3of5 104 People for Community Partnership Development Services Acting City Manager Oglesby reported on the resolution and stated another RFP for additional funding opportunities is anticipated. The City Clerk read the resolution by title only. MOTION: Cousens moved and Brown seconded to adopt the resolution. The motion carried by unanirnous vote, Deccio absent. RESOLUTION NO, R-2023-016, A RESOLUTION awarding RFP 12238P and authorizing an agreement with People for People for Community Partnership Development Services. Public Comment Gene Rostvold, John Cooper and Johnathan Lambe, residents, thanked the City Council for not moving forward with the documentary series concept project. Elizabeth Morones, resident, shared her frustration regarding a recent non-compliance letter she received from the Code Administration division regarding a vehicle on her property. Andi Hochleutner, Government Affairs Director for Central Washington Horne Builders Association (CWHBA), introduced herself and her role at CWHBA and spoke in opposition to the document series concept project as a new resident of the City. Tony Courcy, resident, spoke on several matters. Alexis Roble, producer of the documentary series concept project, thanked the City Council for the time he spent in the community and shared his best wishes for Yakima's progress on future projects. PUBLIC HEARINGS 8. Public Hearing and Ordinance to remove fees from the Yakima Municipal Code Chapter 15,26 Land Development Fees to be consistent with the Master Fee Schedule Resolution adopted by City Council Planning Manager Joseph Calhoun briefed Council on the ordinance. Assistant Mayor Lund opened the public hearing and, with no one coming forward or calling in to speak, closed the hearing. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Byers seconded to pass the ordinance. The motion carried by unanimous vote, Deccio absent. ORDINANCE NO. 2023-005, AN ORDINANCE amending Yakima Municipal Code Title 15 — Yakima Urban Area Zoning Ordinance to incorporate text amendments recommended by the City of Yakima Planning Commission. DEPARTMENT ITEMS 9. Yakima Police Department ATV/UTV update Page 4 of 5 05 Lieutenant Cavin reported there has not been a notable increase in ATV/UTV vehicles on City streets or incidents involving these vehicles following passage of the City ordinance. Lt. Cavin suggested liability insurance be required on ATV/UTV vehicles operating on City streets. After Council discussion, MOTION: Cousens moved and Lund seconded to direct staff to bring back Council legislation to require liability insurance on ATVILJTV vehicles. The motion carried by unanimous vote, Deccio absent. 10. Update on cost and timing of Annexation Study Community Development Director Davenport reported on the potential cost and time necessary to conduct an Annexation Study for the Urban Growth Area, IVIOTION: Byers moved and Cousens seconded to direct staff to proceed with the study. The motion carried by unanimous vote, Deccio absent. 11. Other Business None 12.
