For Meeting of: F ebruary 7, 2023 I T E M T IT L E :Resolution authorizing a Memorandum of Understanding between the United States Marshals S ervice Fugitive Task F orce and the City of Yakima Police Department S UB M IT T E D B Y:Matthew Murray, Chief of P olice B ronson F aul, S enior A ssistant City A ttorney S UM M ARY E X P L ANAT I O N: The City of Yakima P olice Department and the United States Marshals S ervice (US MS ) F ugitive Task F orce have maintained a cooperative working agreement designed to investigate and arrest persons who have active warrants for their arrest. T he Memorandum of Understanding provides reimbursement to the City of Yakima for overtime costs associated with participation in such working agreement and establishes the procedures and responsibilities of the City of Yakima and US MS for reimbursement of such overtime and other pre-approved expenses incurred. The Memorandum of Understanding is on file in the City Clerk’s Office. R-2023- A RESOLUTION authorizing a Memorandum of Understanding between the United States Marshals Service Fugitive Task Force and the City of Yakima Police Department. WHEREAS, the City of Yakima Police Department and the United States Marshals Service (USMS) Fugitive Task Force through their law enforcement agencies have maintained a cooperative working agreement designed to investigate and arrest, as part of joint law enforcement operations, persons who have active warrants for their arrest. The intent of the joint effort is to investigate and apprehend federal, local, state, tribal, and territorial fugitives, thereby improving public safety and reducing violent crime; and WHEREAS, the Memorandum provides reimbursement to the City of Yakima for overtime costs associated with participation in investigations of crimes primarily related to violent crimes against persons, weapons offenses, felony drug offenses, failure to register as a sex offender, and crimes committed subjects who have a criminal history involving violent crimes, felony drug offenses, and/or weapons offenses; and WHEREAS, the Memorandum establishes the procedures and responsibilities of the City of Yakima and USMS for the reimbursement of certain overtime and other preapproved expenses incurred as a participant in the United States Marshals Service Fugitive Task Force; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to enter into and authorize the execution of the Memorandum of Understanding with the United States Marshals Service Fugitive Task Force; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Chief of Police is hereby authorized to sign the Memorandum of Understanding between the United States Marshals Service Fugitive Task Force and the City of Yakima Police Department, which is hereby incorporated by reference.
