2.Pledge of Allegiance
Assistant Mayor Lund led the Pledge of Allegiance.
3.Interpreter Services
Assistant Mayor Lund introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4.Open Discussion for the Good of the Order
A moment of silence and remembrance was held for former Mayor Kathy Coffey following her
recent passing.
A.Presentations / Recognitions / Introductions
i.Retirement recognition of Judge Susan Woodard for 32 years of service
Judge Kelley Olwell recognized Judge Susan Woodard on her retirement and for her 32 years
of service to the City of Yakima.
ii.Retirement recognition of Municipal Court Services Manager Linda
Hagert for 32 years of service
Judge Kelley Olwell recognized Municipal Court Services Manager Linda Hagert on her
retirment and for her 32 years of service to the City of Yakima.
iii.Administration of Oath of Office to Municipal Court Judge Aryn Masters
City Clerk Claar Tee administered the Oath of Office to Municipal Court Judge Aryn Masters.

A.Review proclamation process
City Attorney Sara Watkins introduced the item for discussion. Council members discussed
having proclamations approved at a meeting prior to the requested date of reading the
proclamation.
MOTION: Byers moved and Cousens seconded to direct staff to bring back a revised
proclamation policy which incorporates the Council's discussion at tonight's meeting.
The motion carried by unanimous vote, Deccio absent.
B.Documentary series concept plan on the Yakima Police Department
Councilmember Byers reported citizen feedback on this issue has not been positive. Police
Chief Murray noted the documentary would highlight many positive things about Yakima. After
Council discussion,
MOTION: Byers moved and Brown seconded to direct the City not to pursue this
opportunity. The motion carried by unanimous vote, Deccio absent.
C.Discussion on creating an Ad Hoc Committee to review the Domestic Terrorism
Study by the Washington State Attorney General’s office
Councilmember Brown introduced the item for discussion. Acting City Manager Oglesby
asked Council to consider requesting a presentation on the report from the Attorney General’s
Office at a Council meeting before deciding on an ad hoc committee, and Council agreed by
consensus.
D.Association of Washington Cities -- City Action Days
Randy Beehler, Communications & Public Affairs Director, asked about Council participation at
City Action Days and a lobbying trip to Olympia.
It was agreed that Councilmember Brown and Herrera will attend City Action Days in addition
to Councilmember Cousens who is an Association of Washington Cities board member.
Assistant Mayor Lund and Councilmembers Byers and Cousens will attend the lobbying trip to
Olympia.
6.Consent Agenda
Assistant Mayor Lund referred to the items placed on the Consent Agenda, questioning
whether there were any additions or deletions from Council members present. Assistant Mayor
Lund reported on reasons not to change the Bicycle - Pedestrian ordinance, which was left on
consent. Item 6I was removed from consent; therefore, the consent items are renumbered.
The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion—see
motion directly below.)
MOTION: Byers moved and Cousens seconded to approve the consent agenda as
amended. The motion carried by unanimous vote, Deccio absent.

ORDINANCE NO. 2023-002, AN ORDINANCE adding Section 1.37: Bicycle and
Pedestrian Advisory Committee to the City of Yakima Municipal Code.
J.Ordinance amending Chapter 1.80 of the Yakima Municipal Code to add compost
procurement requirements in compliance with RCW 43.19A.150
ORDINANCE NO. 2023-003, AN ORDINANCE amending Chapter 1.80 of the City of
Yakima Code to add a compost procurement requirement in compliance with RCW
43.19A.150.
K.Ordinance updating Classification and Compensation Plan for City Employees
Section 2.20.100
ORDINANCE NO. 2023-004, AN ORDINANCE relating to City personnel; adopting a
classification and compensation plan for City employees to be effective February 19, 2023; and
repealing all preceding pay ordinances in the City of Yakima Municipal Code.

Acting City Manager Oglesby reported on the resolution and stated another RFP for additional
funding opportunities is anticipated.

MOTION: Cousens moved and Brown seconded to adopt the resolution. The motion
carried by unanimous vote, Deccio absent.
RESOLUTION NO. R-2023-016, A RESOLUTION awarding RFP 12238P and authorizing
an agreement with People for People for Community Partnership Development Services.
7.Public Comment
Gene Rostvold, John Cooper and Johnathan Lambe, residents, thanked the City Council for
not moving forward with the documentary series concept project.
Elizabeth Morones, resident, shared her frustration regarding a recent non-compliance letter
she received from the Code Administration division regarding a vehicle on her property.
Andi Hochleutner, Government Affairs Director for Central Washington Home Builders
Association (CWHBA), introduced herself and her role at CWHBA and spoke in opposition to
the document series concept project as a new resident of the City.
Tony Courcy, resident, spoke on several matters.
Alexis Robie, producer of the documentary series concept project, thanked the City Council for
the time he spent in the community and shared his best wishes for Yakima's progress on future
projects.
PUBLIC HEARINGS
8.Public Hearing and Ordinance to remove fees from the Yakima Municipal Code Chapter 15.26
Land Development Fees to be consistent with the Master Fee Schedule Resolution adopted
by City Council
Planning Manager Joseph Calhoun briefed Council on the ordinance.
Assistant Mayor Lund opened the public hearing and, with no one coming forward or calling in
to speak, closed the hearing.
The City Clerk read the ordinance by title only.
MOTION: Cousens moved and Byers seconded to pass the ordinance. The motion
carried by unanimous vote, Deccio absent.
ORDINANCE NO. 2023-005, AN ORDINANCE amending Yakima Municipal Code Title 15 –
Yakima Urban Area Zoning Ordinance to incorporate text amendments recommended by the
City of Yakima Planning Commission.

9.Yakima Police Department ATV/UTV update

Lieutenant Cavin reported there has not been a notable increase in ATV/UTV vehicles on City
streets or incidents involving these vehicles following passage of the City ordinance. Lt. Cavin
suggested liability insurance be required on ATV/UTV vehicles operating on City streets. After
Council discussion,
MOTION: Cousens moved and Lund seconded to direct staff to bring back Council
legislation to require liability insurance on ATV/UTV vehicles. The motion carried by
unanimous vote, Deccio absent.
10.Update on cost and timing of Annexation Study
Community Development Director Davenport reported on the potential cost and time
necessary to conduct an Annexation Study for the Urban Growth Area.
MOTION: Byers moved and Cousens seconded to direct staff to proceed with the
study. The motion carried by unanimous vote, Deccio absent.
11.Other Business
None.
12.Adjournment
MOTION: Cousens moved and Byers seconded to adjourn to a Council study session
on January 24, 2023, at 5:00 p.m. in the Council Chambers at City Hall. The motion
carried by unanimous vote, Deccio absent. The meeting adjourned at 6:45 p.m.

Present: Mayor Janice Deccio, presiding, Assistant Mayor Soneya Lund and
Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana
Macias (attending remotely via Zoom)

Councilmember Cousens requested a moment of silence in light of recent community
violence.
2.Public comment (allow 15 minutes)
Janine Sutton, resident, spoke on behalf of Underground Community Cat Rescue, a local
non-profit organization, to provide their knowledge of the local cat population and limited
resources for spay & neuter services in Yakima.
Dana Dwinell, resident, spoke about lost and/or dumped dogs in Yakima and issues with the
sale and unlicensed breeding of dogs in Yakima.
Elizabeth Morones, resident, spoke regarding a lack of response to her calls to Animal
Control regarding dangerous dogs in her neighborhood and a recent Code compliance
matter at her residence.
3.Draft Black History Month proclamation
City Manager Harrison reported if the draft proclamation is approved, the proclamation will be
read and presented at the February 7, 2023 City Council meeting.
MOTION: Byers moved and Cousens seconded to approve the proclamation. The
motion carried by unanimous vote.
4.Draft National Parent Leadership Month proclamation
City Manager Harrison reported if the draft proclamation is approved, the proclamation will be
read and presented at the February 7, 2023 City Council meeting. Councilmember Brown
provided additional comments regarding the proclamation.

MOTION: Brown moved and Cousens seconded to approve the proclamation. The
motion carried by unanimous vote.
5.Discussion regarding updates to the Animal Control Ordinance YMC 6.20
Senior Assistant City Attorney Martinez and Supervising Code Inspector Doan reviewed
proposed updates to the Animal Control Ordinance. Sergeant Fowler and Lieutenant
Stephens reported Animal Control Officers are currently contracted through the Humane
Society until the new Community Resource Officers are certified. Mr. Doan recognized
former Animal Control Officer Tia Hickman for her work. After Council discussion, staff was
asked to make additional changes before the ordinance is presented for Council action.
6.Adjournment
MOTION: Lund moved and Brown seconded to adjourn to the next City Council
regular meeting on February 7, 2023, at 5:30 p.m. in the Council Chambers. The
motion carried by unanimous vote. The meeting adjourned at 5:33 p.m.
