The following report is a status update of the program for the Council's consideration. Tom Foley SUBJECT: Status Crime Free Rental Housing Since the Crime Free Rental Housing program began in 2008, our officers have submitted more than 5,200 contact cards for 2,148 different properties, owned by 1,079 different landlords. Additionally, YPD Community Services unit will be hosting its second CFRH class for landlords and others associated with rental housing in March. The first of the four - day course was held March 16, with more classes to be held on March 18, 23 and 25. An announcement and invitation are currently posted on the YPD home page Ah (see attached). The four -day course accommodates up to 50 attendees. IP The most significant obstacle to establishing all components for the CFRH program.. is the inadequacy of existing nuisance laws. As of today, there is no enforcement action we can take against landlords or tenants merely because the.police are called to a location frequently. Currently, City Legal is working on a nuisance ordinance after reviewing the Seattle ordinance. Another obstacle we have encountered is our inability to motivate landlords to fulfill the other components of the program. To become fully certified as a Crime Free property, landlords must have a CPTED survey completed and comply with its recommendations. Until just this week there were no officers in the Community Services Division certified to complete a CPTED survey. However, a CPTED class ._ . was held in Yakima March 16 -18. YPD had six attendees in the class who are now certified to complete CPTED surveys. There has not been a high demand by landlords for the CPTED or Block Watch components of the program.
