Presentations / Recognitions /Introductions i Update from Yakima School District Superintendent Trevor Greene Yakima School District Superintendent Trevor Greene provided anupdate onYakima School District activities. 5' Council Reports A. Appointment ofCounci|nnynnberatothe Council Nominating Committee Mayor Deccio, Assistant Mayor Lund and Councilmember Herrera accepted nomination to the committee. Counc||nmnberBrown will serve aeanalternate hothe Nominating Committee. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion —see Page 1of5 95 motion directly below.) MOTION: Lund moved and Cousens seconded to approve the consent agenda. Resolution authorizing an agreement with Perteet Inc for professional services on the E. Nob Hill Boulevard and S. Fair Avenue Intersection Improvements Project 2143 RESOLUTION NO. R-2023-004, A RESOLUTION authorizing an agreement with Perteet Inc to provide engineering services for the East Nob Hill Boulevard and South Fair Avenue Intersection Improvements Project 2143 (Project). J. Resolution authorizing a collective bargaining agreement for 2020-2023 with the Yakima Police Patrolman's Association (YPPA) RESOLUTION NO. R-2023-005, A RESOLUTION authorizing a collective bargaining agreement with the Yakima Police Patrolman's Association (YPPA) for January 1, 2020 - December 31, 2023. Page 2of5 96 K. Resolution authorizing a contract with Genesis Housing Services for system development charges and utility infrastructure improvements RESOLUTION NO. R-2023-006, A RESOLUTION authorizing an agreement with Genesis Housing Services through the Connecting Housing to Infrastructure Program (CHIP) to be administered by the City of Yakima's Community Development Department L. Resolution declaring rolling stock as surplus, and authorizing their sale to Yakima School District, per Surplus Disposal Policy 3-100 RESOLUTION NO. R-2023-007, A RESOLUTION declaring rolling stock as surplus, and authorizing their sale to Yakima School District, per Surplus Disposal Policy 3-100 M. Resolution authorizing an interlocal agreement with Yakima County Technology Services for network equipment maintenance and repair RESOLUTION NO. R-2023-008, A RESOLUTION authorizing an interlocal agreement (ILA) with Yakima County Technology Services (YCTS) for network equipment maintenance and repair on the Spillman Computer Aided Dispatch (CAD) workstations. N. Resolution authorizing the adoption of the 2022 Yakima County Hazard Mitigation Plan RESOLUTION NO. R-2023-009, A RESOLUTION adopting the 2022 Yakima County Multi - Jurisdictional Hazard Mitigation Plan as the official Hazard Mitigation Plan for the City of Yakima. O. Resolution awarding RFQ 12214Q and authorizing an agreement with NAC Architecture, for Aquatic Pool Design Services RESOLUTION NO. R-2023-010, A RESOLUTION awarding RFQ 12214Q and authorizing an agreement with NAC Architecture for Aquatic Pool Design Services. P. Ordinance amending Yakima Municipal Code 5.01.060, the business license revocation appeal process ORDINANCE NO. 2023-001, AN ORDINANCE amending the City of Yakima Municipal Code 5.01.060, the Business License appeal process. 7. Public Comment Tony Courcy, resident, spoke regarding several topics and requested copies of pedestrian crosswalk and sidewalk safety information. Kyle Curtis, resident and County Commissioner, commented on looking forward to working with the City on matters related to the community. DEPARTMENT ITEMS 8. Resolution authorizing contract renewal with the Yakima Humane Society for animal housing services in 2023 Code Administration Manager Glenn Denman briefed Council on the contract. The City Clerk read the resolution by title only. MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion Page 3 of 5 carried by unanimous vote. RESOLUTION NO. R-2023-011, A RESOLUTION authorizing an agreement with the Yakima Humane Society (YHS) for animal housing services as part of the City of Yakima animal control program. CITY MANAGER UPDATE 9. Request for study of Yakima Air Terminal — McAllister Field (YKM) as a potential alternate site for West Side airport City Manager Harrison reported on a proposal to send a letter from the City Council to the state Commercial Aviation Coordinating Committee (CACC) to consider and study the Yakima Airport as an alternative for the three west side sites under consideration. MOTION: Lund moved and Herrera seconded to approve letter to the state Commercial Aviation Coordinating Committee. The motion carried by unanimous vote. 10. Other Business MOTION: Byers moved and Lund seconded to bring the suggested documentary series concept plan on the Yakima Police Department back to the agenda at our next scheduled business meeting. The motion carried by unanimous vote. Councilmember Cousens mentioned AWC City Action Days occurring February 15 & 16. MOTION: Cousens moved and Byers seconded to add to a future agenda to review the process of adopting proclamations. The motion carried by unanimous vote. MOTION: Brown moved and Cousens seconded to add to the next agenda a discussion on creating an ad hoc committee to review the domestic terrorism report by the Washington State Attorney General's office. The motion carried by unanimous vote. Assistant Mayor Lund mentioned the January 19 Community Economic Revitatlization Board (CERB) meeting she will attend in Olympia. 11. Adjournment MOTION: Lund moved and Byers seconded to adjourn to a City Council study session on January 10, 2023, at 5:00 p.m. in the Council Chambers at City Hall.
