SUBJECT: Request from Carole Scolrud for pedestrian safety on 88th Avenue
Citizen concern: At your March 2nd Council meeting, Carole Scolrud spoke about the
condition of 88 Avenue, the fact that this north -south connector has no sidewalks on
either side, and that parents of children that attend Apple Valley Elementary School feel
compelled to drive their children to and from school, in part because of the condition of
this street and its lack of safe walking area (see attached photos).
Background: Apple Valley Elementary School was permitted and inspected by Yakima
County, and sidewalks along its 88th Avenue frontage were not required. Likewise, the
County's development standards were applied to the County's review and approval of the
four residential subdivisions on both sides of 88th Avenue between Tieton and
Summitview. This area has subsequently been annexed into the City, in 2002 (east side
of 88th) and 2006 (west side of 88th).
This case points out the importance of anticipating and planning for urban growth even as
our city is built out in a patchwork of often disconnected small to medium sized private
and public developments.

Captain Light: •
On Tuesday I met with the principal and school safety patrol coordinator for Apple Valley School.
I also observed the traffic patterns when school was dismissed in the afternoon. Like most
schools there is increased traffic because many parents are transporting students rather than
walking or using the school bus. They are very aware of the problems as there is limited parking
and no sidewalks on 88 Avenue. The school uses Para educators to monitor both students and
vehicle traffic. They are using the most reasonable methods and I made some suggestions to
restrict parking on 88 Avenue. I am asking traffic engineer Kris Betker to make a visit and
assess if, parking restrictions would be warranted.
The school district is currently conducting meetings with their risk managers to modify their
parking areas and try to improve the traffic flow. Parents do park on the west side of 88 Ave as
most of it is private property and no a violation of traffic law. Again, there is a clear lack of
pedestrian walkways as this former county road was not designed to be a loading zone.

Re: Carole Skolrud's request at the March 2 Council Meeting
This memo is in response to Carole Skolrud's request that 88 Avenue be
improved to better serve the school children. I met on site with Joe Rosenlund to
discuss what could be done. We determined that the location meets the criteria
called for in the latest "Safe Routes to School" call for projects. I then called
Carole and told her that we would include a project for this area of 88 Avenue in
the TIP amendment scheduled for April 6 along with applying for the grant that
is due on May 3. Her main concern was the lack of area for people to walk along
the roadway south of the school, so the project will consist of constructing
sidewalk on 88 Avenue between Tieton and Summitview. This location has
• also caused stormwater runoff problems in the Woodwinds West subdivision.
Installing curb, gutter and sidewalk would allow /require us to address stormwater
runoff. We are in the process of scheduling a meeting with the School District to
discuss the best solution for this area.
