Request from South Central Workforce Council re Job Fair 2009 The South Central Workforce Development Council submitted a request for $6,000 in CDBG funds for the rental fee to hold their annual job fair at the Yakima Convention Center on May 12. This is an approved use of CDBG funding.- The Committee forwarded the request to the full Council and recommends approval. 2. CHDO request from Habitat for Humanity for additional design features funding for Marvin Gardens Habitat for Humanity has requested a $50,000 in CHDO funds to cover the cost of improved design for five homes ($10,000 per home) in the Marvin Gardens subdivision. The Committee forwarded the request to the full Council and recommends approval. 3. Discussion regarding property at 109 North Sixth Street The property located at 109 North Sixth Street is being offered for sale by the property owner for the appraised value of $27,500.00. This property was damaged by fire, is vacant, and was recently boarded up in concern for public safety. ONDS proposes purchase of the property and would then demolish the fire damaged structure and remove all debris. The lot would be used for future new construction of a home using federal funding. The Committee forwarded the request to the full Council and recommends approval. 4. Review of the RFPs concerning 201 South Eighth Street The RFP to demolish the existing building and construct a new home was advertised in Seattle, Spokane, Portland and Yakima. Three RFPS were received. ONDS recommended the OIC of Washington Proposal for "Demolition of the existing building and the construction of a new home, to be sold to a qualified low to moderate income, first time homebuyer" to the Committee. The Committee forwarded the request to the full Council and recommends approval of the OIC of Washington proposal. 5. Review of R.O.W. use of policy amendments The Committee has reviewed the draft changes to the right -of -way use section of the Yakima Municipal Code. The changes include a distinction between residential and commercial permits, subjecting residential permits to the variance standards in the zoning ordinance, increasing insurance levels from the current 1974 standard, and the Committee , strongly recommends an education process for everyone involved in buying and selling property.
