For Meeting of: January 17, 2023 ITEM TITLE: Resolution authorizing supplemental agreement 1 with HLA Engineering and Land Surveying, Inc to provide Professional Construction Management, Observation and Administration Services for the Summitview Ave Project 2566 SUBMITTED BY: Scott Schafer, Director of Public Works * Bill Preston, City Engineer- (509) 576-6754 SUMMARY EXPLANATION: The City of Yakima's Summitview Avenue project included resurfacing from just west of 40th Avenue to 48th Avenue, and 56th Avenue to 72nd Avenue (including through intersections of 56th Avenue and 72nd Avenue). The City selected HLA to provide professional services for construction engineering and administration services on the Summitview project on Resolution 2022-112 and Contract 2022-153. The City desires to supplement the existing contract to account for a necessary addition of 8 working days and the costs associated. The Supplemental Agreement 1 is for$24,531.00. The Agreement has been attached for City Council review. The project is being federally funded with a Washington State Department of Transportation 2021 National Highway System (NHS)Asset Management Award, with no local match required. R-2023- A RESOLUTION authorizing a supplemental agreement with HLA Engineering and Land Surveying Inc providing professional construction management, observation and administration services for the Summitview Avenue Project 2566 (PROJECT) WHEREAS, the City had the need to perform construction management on the Summitview Avenue Resurfacing project; and WHEREAS, HLA Engineering and Land Surveying, Inc. (HLA) was selected to provide professional construction management, observation and administration services; and WHEREAS, the project required additional working days during construction; and WHEREAS, the City desires to supplement the existing agreement (Contract 2022-153) with HLA Engineering and Land Surveying, Inc, to account for the necessary additional 8 work days, and the costs associated with those additional 8 work days; and WHEREAS, the City Council of the City of Yakima finds that supplementing the Professional Services Agreement is in the best interests of the City and its residents; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute a Professional Services Agreement Supplement 1 with HLA Engineering and Land Surveying, Inc., attached hereto and incorporated herein by this reference, not to exceed Twenty-Four Thousand, Five Hundred and Thirty-One Dollars ($24,531) to provide the Professional Services as described in the Supplemental Agreement. The Local Agency of City of Yakima desires to supplement the agreement entered in to with HLA Engineering and Land Surveying, Inc. and executed on 9/7/2022 and identified as Agreement No. 22039C All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: SCOPE OF WORK shall remain unchanged with the exception that eight additional working days occurred. II Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: TIME FOR BEGINNING AND COMPLETION shall remain unchanged III Section V, PAYMENT, shall be amended as follows: PAYMENT shall be increased $24,531,for a new maximum amount payable of$186,231.00. as set forth in the attached Exhibit A, and by this reference made a part of this supplement.
