Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana Macias Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Open Dis sion the Good of thVIrder A. Proclamations Homeless Persons Memorial Proclamation MOTION: Byers moved and Cousens seconded to accept the proclamation. The motion carried by unanimous vote. Assistant Mayor Lund proclaimed December 21, 2022, as Homeless Persons' Memorial Day, and Yakima Neighborhood Health CEO Rhonda Hauff accepted the proclamation. B. Presentations/ Recognitions/ Introductions Community Integration Committee recommendations regarding the Single Family Home Repair Program Community Integration Committee (CIC) Chairman Dori Peralta Baker provided opening remarks and introduced Vice-Chair Natalie McClendon to present the Committee's recommendations to improve the City's Single Family Home Repair program. MOTION: Cousens moved and Macias seconded to accept the CIC recommendations and direct staff to incorporate them into a redesigned Single Family Home Repair program. Sheriff Bob Udell and Dale Panattoni, Yakima County Director of Technology Services, presented on the status of the current radio system and a concept for a proposed new Countywide first responder radio system and potential ballot measure. 5. Council Reports There were no reports. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Brown seconded to approve the consent agenda. John Hodkinson, stated he wished to hold his comments until after presentation on the Regional Crime Lab. DEPARTMENT ITEMS 8. Update on City of Yakima 2017 Equity Study Community Development Director Joan Davenport provided a summary of the 2017 Equity Study and some of the City's accomplishments following the study. Council members discussed having future study sessions on the Equity Study and possibly utilizing the Community Integration Committee to work on this issue. 9. Washington Surveying and Rating Bureau (WSRB) Report Fire Chief Aaron Markham provided a report regarding the Washington Survey and Rating Bureau fire protection survey report. 10. Resolution amending the Fire and Life Safety Fee Schedule Fire Chief Aaron Markham briefed Council on the fee schedule. The City Clerk read the resolution by title only. R-2022-176,A RESOLUTION amending the Fire and Life Safety Fee Schedule. 11. Resolution authorizing an agreement with the Downtown Association of Yakima for downtown maintenance and beautification services City Attorney Sara Watkins reported on the agreement. The City Clerk read the resolution by title only. MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. City Administration report on Regional Crime Lab City Manager Harrison, Police Chief Matt Murray, and City Attorney Sara Watkins presented on their concerns regarding the Regional Crime Lab. After Council discussion and amendments, MOTION: Brown moved and Cousens seconded to direct staff to bring a resolution and contract, to include the City Attorney's contractual changes, to sign for one-year with YVCOG for the local crime lab. The motion failed by 4-3 vote with Deccio, Herrera, Lund and Macias voting no. 14. Other Business None. 15.
