R-2022-172 authorizing a supplemental agreement with HLA Engineering and Land Surveying Inc providing professional engineering design and surveying (as needed) for the 72nd Avenue & W. Washington Avenue Roundabout Project 2517 (PROJECT) WHEREAS, the City desires to improve the 72nd Avenue and W. Washington Avenue intersection; and WHEREAS, the City modified the original Scope of Work to include analysis of multiple roundabout options, increased the size requiring additional coordination and design efforts, resulting in extending the due date for the Plans, Specifications, and Estimate, and WHEREAS, the City desires to supplement the existing agreement (Contract 2021-054) with HLA Engineering and Land Surveying, Inc, to include the added work and extend the agreement end date, and, WHEREAS, the design and right of way for this PROJECT is 100% funded by the 2019 Transportation Budget; and WHEREAS, the City Council of the City of Yakima finds that supplementing the Professional Services Agreement is in the best interests of the City and its residents; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute a Professional Services Agreement Supplement 1 with HLA Engineering and Land Surveying, Inc., attached hereto and incorporated herein by this reference, not to exceed One Hundred Fifty -Nine Thousand, Two Hundred Eighty Dollars ($159,280) to provide the Professional Services as described in the Supplemental Agreement. Washington Avenue Roundabout Maximum Amount Payable this Supplement: $59, 780 Maximum Total Amount Payable for the Agreement: Section 1: Supplemental Agreement $99,500 + $59,780 = $159,280 The City of Yakima, Washington, desires to supplement the Original Contract No. 2021-054 entered into with HLA Engineering and Land Surveying, Inc., and executed on April 7, 2021, by Resolution No. R-2021-045. All provisions in the basic contract remain in effect except as expressly modified by this supplement. Reasoning for contract supplement is described as follows: • HLA prepared four (4) conceptual roundabout layouts, at the request of the City, in the preliminary stages of the project; however, the original agreement did not include multiple conceptual layouts. • Increase in Project Management and Administration tasks due to extending the contract an additional year, and new billing rates for the 2023 calendar year. • Additional private utility coordination due to the increased size of roundabout design, as directed by the city. Substantial revisions to the 60% phase, including additional revised layouts, revisions due to dropping a lane on 72nd Avenue north of the intersection, additional coordination with City, utilities, etc., due to extending the Contract, and additional meetings. The changes to the agreement are described as follows: Contract time for the 72nd Avenue and W. Washington Avenue Roundabout project will be extended to December 31, 2023. The maximum payable amount will be increased by $59,780 to a total maximum amount payable of $159,280. Exhibit B: Schedule of Rates Exhibit B shall be supplemented with the attached 2023 calendar year schedule of rates for the completion of the project. Washington Avenue Roundabout project. An agreement for the services was executed on 4/7/21 in an amount not to exceed $99,500. The City modified the original Scope of Work to include analysis of multiple roundabout options, increased the size requiring additional coordination and design efforts which resulted in added costs and the need to extend the due date for the Plans, Specifications, and Estimate. HLA provided an estimate of $59,780 for the added work. Attached for City Council review is the Supplemental Agreement with HLA Engineering and Land Surveying, Inc. in an amount not to exceed One Hundred Fifty -Nine Thousand, Two Hundred Eighty Dollars ($159,280). 100% funding for this project is provided from the 2019 Washington State Transportation Budget.
