EXECUTIVE SESSION
1. Executive Session regarding pending litigation pursuant to RCW 42.30.110 (1)(i)
Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers
Matt Brown, Patricia Byers and Eliana Macias (attending remotely via Zoom)
Absent: Councilmember Holly Cousens and Councilmember Danny Herrera (excused)
MOTION: Lund moved and Byers seconded to adjourn to an executive session for 30
minutes for the purpose of discussing pending litigation pursuant to RCW 42.30.110 (1)
(i). The motion carried by unanimous vote, Cousens and Herrera absent.
Executive Session was held and adjourned at 5:29 p.m.

2. Pledge of Allegiance
Mayor Deccio led the Pledge of Allegiance.
3. Interpreter Services
Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in
Spanish.
4. Open Discussion for the Good of the Order
A. Proclamations

MOTION: Byers moved and Brown seconded to accept the proclamation. The motion
carried by unanimous vote, Herrera absent.
Councilmember Brown proclaimed November 16, 2022 as "GIS Day" in the City of Yakima.
Randy Bonds Jr., I.T. Services Senior Full Stack Dev/Analyst, accepted the proclamation.
ii. Small Business Saturday proclamation
MOTION: Byers moved and Lund seconded to accept the proclamation. The motion
carried by unanimous vote, Herrera absent.
Councilmember Byers proclaimed Saturday, November 26, 2022 as Small Business Saturday.
Verlynn Best, Chamber President and CEO, Executive Board of the Chamber and Andrew
Holt, Executive Director for the Downtown Association of Yakima (D.A.Y.) accepted the
proclamation.
B. Presentations/ Recognitions/ Introductions
Yakima Documentary Series Concept Plan
Executive Producer Alexis Robie presented a concept plan for a Yakima documentary series,
focusing on policing and community engagement. Mr. Robie has completed several
documentary series over the years, and there would be no cost to the City.After Council
discussion, City Manager Harrison stated since Council is supportive of this concept, staff will
move it to the next step.
5. Council Reports
A. A proposal to create an ad-hoc Committee for the Martin Luther King Jr.,Aquatic
Center
Councilmember Cousens suggested reinstating the Martin Luther King Jr. Ad Hoc Aquatic
Center Committee comprised of volunteer members for the purpose of having scheduled
meetings to improve organization, planning and fundraising activities.
After Council discussion and no objection to changes in committee Council members,
MOTION: Cousens moved and Byers seconded to reinstate the east side pool ad hoc
committee. The motion carried by unanimous vote, Herrera absent.
6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion—see
motion directly below.)
MOTION: Lund moved and Brown seconded to approve the consent agenda. The
motion carried by unanimous vote, Herrera absent.

E. Resolution setting date of December 6, 2022 to amend the Six-year Transportation
Improvement Program and amend the Capital Facilities Element of the Yakima
Urban Area Comprehensive Plan for the period of 2023-2028
RESOLUTION NO. R-2022-149,A RESOLUTION setting the time and place for a hearing
on December 6th, 2022 to review and adopt the amended Six-year Transportation
Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area
Comprehensive Plan for the period of 2023-2028.
F. Resolution authorizing a Grant Agreement with the Federal Transit Administration to
purchase two fixed-route transit buses
RESOLUTION NO. R-2022-150,A RESOLUTION authorizing a Grant Agreement with the
US. Department of Transportation, Federal Transit Administration to provide funding
assistance for two fixed-route transit buses.
G. Resolution authorizing a Grant Agreement with the Federal Transit Administration to
purchase four ADA Paratransit Vans
RESOLUTION NO. R-2022-151,A RESOLUTION authorizing a Grant Agreement with the
US. Department of Transportation, Federal Transit Administration to provide funding
assistance for four Paratransit ADA vans.
H. Resolution authorizing a contract with Yakima Housing Authority for water and
sewer system development charges for a new housing project
RESOLUTION NO. R-2022-152,A RESOLUTION authorizing an agreement with the
Yakima Housing Authority through the Connecting Housing to Infrastructure Program(CHIP)
to be administered by the City of Yakima's Community Development Department
I. Resolution authorizing a contract with Rod's House for system development
charges and utility infrastructure improvements
RESOLUTION NO. R-2022-153,A RESOLUTION authorizing an agreement with Rod's
House through the Connecting Housing to Infrastructure Program(CHIP)to be administered
by the City of Yakima's Community Development Department.
J. Resolution authorizing the recycling of surplus metal, that is in excess of the annual
surplus policy limits of$15,000, by the City's Wastewater Division to Mayflower
Metals

K. Ordinance amending the 2022 Budget for the City of Yakima; and making

expenditure during 2022 for various purposes (Second Reading)

L. Ordinance amending Chapter 7.24 Yakima Municipal Code regarding Irrigation
Rates
ORDINANCE NO. 2022-035,AN ORDINANCE relating to irrigation utility service charges;
amending the annual irrigation operation and maintenance charges in Yakima Municipal Code
7.24.100, and amending the rate effective date in Yakima Municipal Code 7.24.110.
7. Public Comment
Jeanna Hernandez, resident, requested consideration of a citizen committee for the potential
documentary presented by Alexis Robie.
Tony Courcy, resident, spoke on several topics.
PUBLIC HEARINGS
8. Second public hearing on the 2023-2024 Preliminary Biennial Budget and an ordinance
adopting the budget for the City of Yakima
Director of Finance and Budget Jennifer Ferrer-Santa Ines introduced the second hearing on
the 2023-2024 biennial budget.
Mayor Deccio opened the public hearing.
Jeanna Hernandez, resident, requested an open forum for questions by citizens regarding
budget presentations in the future.
Mayor Deccio closed the public hearing following public comment.
The City Clerk read the ordinance by title only.
MOTION: Byers moved and Lund seconded to pass the ordinance. The motion carried
by unanimous vote, Herrera absent.
ORDINANCE NO. 2022-036,AN ORDINANCE adopting the biennial budget for the City of
Yakima, Washington, for the fiscal years 2023-2024; and making appropriations for estimated
expenditures.
9. Closed record public hearing and resolution to consider the Yakima Planning Commission's
recommendation regarding the preliminary plat of"Golden Ridge Phase 2"submitted by Apple
Tree Construction Co LLC located in the vicinity of 9203 Coolidge Road
Senior Planner Eric Crowell briefed Council on the hearing.
Mayor Deccio opened the public hearing and, with no one coming forward or calling in to
speak, closed the hearing.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Brown seconded to adopt the resolution. The
motion carried by unanimous vote, Herrera absent.

RESOLUTION NO. R-2022-155,A RESOLUTION approving the Preliminary Long Plat of
Golden Ridge Phase 2, an eight-lot subdivision with two tracts, located 9203 Coolidge Rd.
DEPARTMENT ITEMS
10. 2023 State and Federal Legislative Priorities
Communications& Public Affairs Director Randy Beehler briefed Council on the legislative
priorities.
MOTION: Byers moved and Brown seconded to move the number one priority on the
support list to the active list. The motion carried by unanimous vote, Herrera absent.
MOTION: Lund moved and Brown seconded to adopt the amended 2023 State and
Federal Legislative Priorities. The motion carried by unanimous vote, Herrera absent.
11. Presentation on City Partnerships
Assistant City Manager Rosylen Oglesby shared a PowerPoint presentation on City
partnerships.After discussion, Council members suggested having a policy regarding City logo
requirements for community partnerships.
12. Resolution establishing fees applicable to facilities and functions of the Yakima Parks and
Recreation Division of the City of Yakima, effective January 1, 2023
Parks and Recreation Manager Ken Wilkinson reviewed a proposed resolution on updated
fees for Parks and Recreation.
The City Clerk read the resolution by title only.
MOTION: Lund moved and Byers seconded to adopt the resolution. The motion carried
by unanimous vote, Herrera absent.
RESOLUTION NO. R-2022-156,A RESOLUTION establishing fees applicable to facilities
and functions of the Yakima Parks and Recreation Division of the City of Yakima, effective
January 1, 2023.
13. Other Business
A. Discussion regarding green paint for bicycle lanes
Agenda item 13B now item 13A in the minutes.
City Manager Harrison noted at the previous Council meeting, staff was directed to bring this
item for discussion.
MOTION: Lund moved and Byers seconded to use green paint, where appropriate, to
demarcate bicycle lanes. The motion carried by unanimous vote, Herrera absent.
B. Discussion regarding Coolidge Road from 72nd Avenue to 84th Avenue
Agenda item 13A now item 13B in the minutes.
City Manager Harrison noted at the previous Council meeting, staff was directed to bring this
item for discussion.

MOTION: Lund moved and Byers seconded to add Coolidge Road to the
Transportation Improvement Plan. The motion carried by unanimous vote, Herrera absent.
14. Adjournment
MOTION: Lund moved and Byers seconded to adjourn to the next Council regular
meeting on December 6, 2022, at 5:30 p.m. in the Council Chambers at City Hall. The
motion carried by unanimous vote, Herrera absent. The meeting adjourned at 6:59 p.m.
