R-2022-149 setting the time and place for a hearing on December 6th, 2022 to review and adopt the amended Six -year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2023-2028. WHEREAS, on September 6, 2022 the City of Yakima adopted an amended six -year program for the construction of streets and arterial streets in the City of Yakima for the ensuing six -year period, all as contemplated and required by the State RCW 35.77.010 and applicable federal law; and WHEREAS, the City of Yakima desires to amend the six -year program to include two (2) additional projects; and WHEREAS, the City of Yakima desires to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to reflect the amended Six -year TIP, as contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the Six -year TIP; and, WHEREAS, a public hearing must be held on said programs before final approval, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said program shall be presented for hearing and determination on Tuesday, December 6th, 2022, at the hour of 6:00 p.m., in the City Council Chambers, or as soon thereafter as the same may be heard, and the notice of such hearing be given as approved by law. For Meeting of: November 15, 2022 Resolution setting date of December 6, 2022 to amend the Six - year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2023 - 2028 Scott Schafer, Public Works Director Bill Preston, City Engineer (509) 575-6754 SUMMARY EXPLANATION: On September 6, 2022 the City of Yakima (City) adopted R-2022-118 and R-2022-119 as required by state statute to update its Six -year Transportation Improvement Program (TIP) for submittal to the Washington State Department of Transportation. The City is amending the Six - year TIP to include the following two funded additional projects: • Systemic Pedestrian and Bicyclist Data Collection • Systemic Pedestrian Safety Improvements The projects were not on the original TIP because the City was still seeking funding. Now that funding has been approved, the projects need to be on the TIP. A Public Hearing will be held to consider including the two additional projects in adoption of an amended Resolution approving the Six -year TIP and amending the regional Metropolitan Transportation Plan and Comprehensive Plan Capital Facilities Element.
