HomeMy WebLinkAbout05/20/1968 Business Meeting 429 MAY 20, 1968 The Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lambert, McNeice and Robinson, City Manager McMicken and City Attorney Andrews present on roll call. Councilman Keith absent on roll call, having been excused at a previous meet- ing. The Invocation was given by Councilman Brown. . The minutes of the regular meeting of May 13, 1968, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. Petition No. 609, having been filed with the City Clerk on May 15, 1968,.by Rentz, et al, requesting improvement of property by the construction of curbs, gutters and . surfacing of Garrett Street, between N. 10th and N. llth Avenues, and Petition No.. 610, havg been filed with the City Clerk. on May 16, 1968, by Lester Watkins, et al, requesting improvement of property by the paving of the alley in Hillcrest Addition - between 16th and 17th Avenues, Tieton Drive to Maclaren, it was MOVED by Robinson, seconded by Brown that said Petitions be referred to the City Manager and Staff for study and recommendation carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Keith absent. Petition No. 611, Notice of Intention to. Commence Annexation Proceedings, having been filed with the City Clerk on May 17, 1968, by Pearl L. De Grasse and Vernon and Dulcie E. Eagle, requesting annexation of property situated at Summitview Avenue and Rancho Lane, it was MOVED by Robinson, seconded by McNeice that this date be set as the time for a meeting with the initiating parties who signed the Notice of Intention to Commence tion Proceedings dated May 17, 1968: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Keith absent. Mrs. De Grasse and Mr. Eagle stating that they are willing to assume their share of the City's existing indebtedness, it was duly moved, seconded and passed that . the annexation proposed by petition no. 611 (Notice of Intention to Commence Annexation Proceedings) be accepted by the City of Yakima and that the area sought to be annexed be required to assume the City's existing indebtedness. The above Motion was made by Robinson, seconded by McNeice and it carried: Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Keith absent. Mr. N. A. Medley, being present representing the building firm that will be building two rent supplement projects in. Yakima, stated that they are trying to get a waiver of the parking requirements because they feel that with this type of housing and the low income people who will occupy them, that there should be a variance allowed to reduce the number of parking spaces required at the present time. He further explained that these rent, supplement units are one - bedroom units designed primarily for the aged and low income people, .who do not generally have automobiles. Mr. Medley stated that in Seattle and Tacoma, where there are such rent supplement housing units, the parking restriction re- quirements have been amended to reduce the amount of parking to one parking stall for every four units. City Manager McMicken explained that Mr. Medley and Mr. Clark Runyan appeared before the Yakima Board of Adjustment to ask for a variance in the parking requirements for these units, at which time the variance was denied. He further reported that the F.H.A. people have expressed their concern about the citizens in the elderly, low- income group and their need for housing and feel there is little need for many parking spaces. Mr. McMicken indicated that the Planning Commission and Traffic Board are study- ing the matter of off- street parking and recommended that if the Council feels that there is some urgency, that they might direct the Staff to take up this as a special study. He stated that he had explained to Mr.. Medley, that this matter is being studied, but in the normal course of events, it will be some time before the study is completed. Councilman Lambert stated that we should look very carefully into this matter before considering any change in the parking requirements. She :further stated that after a certain period of time, if these units should change hands, it might not continue to be a rent supplement type of housing and would need more parking space. She also said that people in these housing units will have visitors and adequate parking should be allowed. Other Council members indicated that they feel that the matter of the parking should have special attention and that there needs to be further study on rent supplemental housing and its parking problems. They also indicated that Yakima cannot be compared with Seattle or Tacoma in this matter, because the public transportation situation is different, that where public transportation is adequate in Seattle and Tacoma, there is not as much need for automobiles by tenants in these housing units, and where Yakima does not have adequate public transportation, they will possibly need more parking facilities. Mr. Medley stated that he will get figures and reports on rent supplemental hous,ing_in,other cities of com- parable size to Yakima, and their parking requirements, for study by the Staff and Coun- cil. After due discussion, it was MOVED by Robinson, seconded by Lambert that the. Staff and Planning Commission consider separately and as early as practicable, a study of variance of parking requirements in regard to rent supplement housing and whether there . should be an amendment to our off - street parking requirements with regard to this subject: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Keith absent. City Manager McMicken stated that three Outside City Utility requests have been received and he referred to Acting Planning Director Ed Loidhamer's reports on these, recommending that they be granted as recommended by Mr. Loidhamer and Staff, as follows: a. Good Samaritan Nursing Home, Inc., located northwest of the intersection of Jerome Avenue and N. 17th Avenue, requesting City water. At the present time the nursing home is served by City water, but due to a renovation of the facili- ties and addition of a sprinkler service, a new and larger service is required. At the present time an annexation is under way, but this service is needed before annexation will be completed. • . 430 MAY 2 0., 1968 • • .. . , b... Wilson, Sr., requests City water service of an .exis.ting•single family residence located at 710 West Washington Avenue, 400 feet from the Yakima City • Limits. Annexation appears impractical at the present time, although. possible • . in the future. This request involves existing construction, which has been developed in accord with the - General Plan. After due discussion, it was MOVED by Kurbitz, seconded by Lambert that the recommendation • of the City Manager and the Acting Planning Director and Staff, be followed and said Outside Utility' requests be.granted, when the Outside Utility Hookup agreements are . signed: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson .voting aye by voice . vote. City Manager McMicken reporting that the City of Yakima owns surplus vehicles and mater, ials for which it has no forseeable use, and recommending disposal of said surplus vehicles and materials at an auction on June 8, :1968, as being'the manner most beneficial to the 'City for disposing of said property, it was MOVED by Brown, seconded by McNeice. that Resolution, No. D -1209 authorizing the auction sale of surplus city owned property, be passed as 'read: carried, Brown, Kurbitz, Lambert,' Larson, McNeice and Robinson voting aye ' on roll calf:. absent. • • RESOLUTION NO. City Manager McMicken reported.that bids were received and considered by a Bid Board on May 16, 1968, for the North 16th Avenue Watermain, Lincoln to Cherry, as follows: • . • • Bill's Septic Service $14,405.33 • DeBlasio Construction 14,579.84 The City Engineer reporting that Bill's Septic Service, having submitted the low bid and'. II recommending that they be awarded the contract, it was MOVED by Robinson, seconded by Lambert that the - Engineer's recommendation be accepted and that the bid be awarded to . Bill's.Septic Service in the amount of $14,405:33, and that the City Manager be and is hereby authorized to enter into a contract with said contractor upon the filing of the . proper bond and insurance: carried, Brown, Lambert,. Larson, McNeice and Robinson voting aye by voice vote. Keith and Kurbitz absent. • City Manager McMicken stated that there will be a Memorial Day Parade and Council members have been invited to participate. • There being no further'business to come before the Council,. it was MOVED by McNeice, seconded by Robinson that we do now adjourn at the hour of 9:10 P.M. carried, Brown; Lam -. bert, Larson, McNeice and Robinson voting aye by voice vote.
