APRIL 10, 1967
The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz,
Lambert, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present
on roll call.
The Invocation was given by Councilman Lambert.
The minutes of the regular meeting of April 3, 1967, having been duly certified accurate
by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor
Larson declared said minutes approved as recorded.
Petition No. 517, having been filed with the City Clerk on April 4, 1967, by Mr. & Mrs.
Thomas S. Svendson and Others, requesting improvement of property by the paving "of Alley in
Block 3, First Nob Hill Addition, it was MOVED by Robinson, seconded by McNeice that said
Petition be referred to the City Manager and Staff for study and recommendation: carried,
Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
An Ordinance appropriating 860,000 within the Domestic Water Improvement Fund to Construc-
tion Expenditures, having been read in its entirety, was ordered laid on the table for one
week or until the next regular Council meeting to be held on April 17, 1967.
MOVED by Robinson, seconded by Brown that Ordinance No. 900 creating the Domestic Water
Improvement Fund, specifying the purposes, source of funds and expenditures, and creating
a new Chapter of the Yakima Municipal Code, be passed as read: carried, Brown, Kurbitz,
Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. City Manager Smith
explained that this Fund is being set up to provide monies to make expenditures for the
new water treatment plant and facilities.
ORDINANCE NO. 900, AN ORDINANCE creating the Domestic Water Improvement Fund as a special
fund; specifying the purposes of such fund and designating the source of money therefor;
creating Chapter 3.72 as a new chapter of the City of Yakima Municipal Code; and declaring
an emergency.
MOVED by Robinson, seconded by Lambert that Resolution No. D -1064 transferring $60,000 to
the Domestic Water Improvement Fund for expenditures, be passed as read: carried, Brown,
Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. City Mana-
ger Smith explained that this Resolution provides for transferring monies available in the
Sewer Construction Fund and the Cumulative Reserve Fund for Domestic Water Supply Develop-
ment to the Domestic Water Improvement Fund.
RESOLUTION NO. D -1064, A RESOLUTION transferring the amount of S60,000 to the Domestic
Water Improvement Fund. .
The Planning Commission reporting on its Resolution of Intention . to rezone certain property
located at N. 7th Avenue and Pierce Street, it was MOVED by Lynch, seconded by McNeice that
April 24, 1967, be set as the time for a hearing by the City Council on the matter of said
rezone, and that the City Clerk give notice of such hearing as required by law: carried,
Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.

it was MOVED by Robinson, seconded by Lambert that the report of the City Engineer dated
April 6, 1967, with respect to the progress on the various construction projects of the
City of Yakima, be approved and that the progress estimates therein set forth be approved
and payment of the same authorized: carried, Brown, Kurbitz, Lambert, Larson, Lynch,
McNeice and Robinson voting aye by voice vote. .

City Manager Smith reported that he had received a letter from Emmett J. McKanna, Jr.,
owner of the Masonic Temple building, indicating that he is willing to.participate.with
the City to the extent of 50% of the cost or $450.00 for the Pigeon Control program in
respect to the Masonic Temple. Mr. Smith recommended that the Council consider the. Reso-
lution which has been prepared authorizing the execution of an agreement with Weaver
Extermination Company for the purpose of bird management program with.respect to this
particular area, and - after due discussion it was MOVED by Robinson, seconded by Lambert •
that said Resolution be read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and
Robinson voting aye by voice vote. It was MOVED by Lambert, seconded by McNeice that
Resolution No. D -1065 authorizing the execution of a Pigeon Control Agreement with Weaver
Exterminating Business, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch,
McNeice and Robinson voting aye on roll call. City Manager Smith stated that the Staff
feels that this program will help the entire City in this area.
RESOLUTION NO. D -1065, A RESOLUTION authorizing and directing the City Manager and City
Clerk of the City of Yakima to execute a Pigeon Control Agreement with Claude C. Weaver,
doing business as Weaver Exterminating Business.
Councilman Robinson asking to be excused from the next Council meeting on April 17, 1967,
it was MOVED by Lynch, seconded by Brown that Councilman Robinson be excused from said
meeting: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye
by voice vote.
There being no further business to come before the Council, it was MOVED by Kurbitz,
seconded by Lynch that we do now adjourn at the hour of 3:25 P.M.: carried, Brown, Kurbitz,
