HomeMy WebLinkAbout02/27/1967 Business Meeting 256 FEBRUARY 27, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Lambert, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz absent on roll call. It was MOVED by Robinson, seconded by Brown that Councilman Kurbitz be excused from this meeting: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Lambert. . The minutes of the regular meeting of February 20, 1967, having been duly certified accur- ate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. An Ordinance appropriating S6,220 from the Current Expense Fund to the 1967 Budget for the Police Department, having been read in its entirety at the regular meeting on February 20, 1967, and being read by Title only at this meeting, it was MOVED by Lynch, seconded by - Robinson that Ordinance No. 884 providing for said appropriation, be passed as read: car- ried; Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz absent. ORDINANCE NO. 884, AN ORDINANCE appropriating the amount of $6,220 from unappropriated money in the Current Expense Fund to various accounts and classifications in the 1967 appropriation for 121 - Police Department . This being the time fixed for the Hearing on the confirmation of the irrigation maintenance assessment roll for the year 1967, it was MOVED by Robinson, seconded by Lambert that Ordinance No. 885 confirming said irrigation maintenance assessment roll be passed as read. � ; Public Utilities Director Frank Stein stated that no changes were made in rates from 1966. /94q., He did call attention to 22 parcels in which there were incorrect legal descriptions or the irrigated areas had changed during the year of 1966 and requested that the Council move to include and accept these corrections and changes. It was MOVED by Robinson, secon- ded by Lynch that the assessment roll be adjusted to include the changes and corrections as given by Mr. Stein: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz absent. Some of the fifty property owners present inquired about their assessments, several protested their rates as being too high and a couple of people present stated that they were satisfied with their assessments. Mr. Stein answered ques- tions and stated that he will personally answer all of the written protests and questions that had been filed with the City Clerk previous to this meeting, and arranged to meet with property owners who have further questions, after this meeting. Among those protesting as to the rates was Milton A. Purnell, 1704 Summitview. Mr. Stein explained that this par - ticular district is a.small one and the rates are higher and probably will be, especially if there are any increases in maintenance costs. Mr. Robert Leadon, Postmaster, explained that he is not protesting the rates, but would just like to get sufficient water. Mr. Stein asked to meet with Mr: Leadon after this meeting, stating that this particular . proper- . ty is a problem and indicating that a booster pump: is the answer to his problem. After due discussion, Mayor Larson called for the roll call vote on the Motion to pass Ordinance No. 885 confirming the irrigation maintenance assessment rolls for 1966 as adjusted and it carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kur- bitz absent. ORDINANCE NO. 885, AN ORDINANCE confirming the irrigation maintenance assessment roll of the City of Yakima for the calendar year 1967, and levying irrigation maintenance assess- ments according to such roll; and declaring an emergency. Petition No. 508, having been filed with the City Clerk on February 23, 1967, by E. R. and Betty Johnson, requesting annexation of property contiguous to the present City Limits west of N. 58th Avenue and south of Scenic Drive, it was MOVED by Robinson, seconded by Lynch that the Petition for Annexation filed by E. R. and Betty Johnson, being Petition No. 508, be approved as meeting the requirements of law; that said Petition be referred to the City Manager and Planning Commission for study and recommendation; that the Mayor be author- ized to obtain waivers of a meeting by a Review Board; and that March 20, 1967, be set as the date for a public hearing by the City Council on this Petition: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz absent. MOVED by Lambert, . seconded. by Brown that Ordinance No. 886 fixing the time of delinquency and providing for the issuance of bonds for the payment of the unpaid portion of L.I.D. No. 941, South 44th Avenue and Others Paving District, be passed as read: carried, Brown, Lambert, Larson, Lynch McNeice and Robinson voting aye on .roll call. Kurbitz absent. (4% bonds). ORDINANCE NO. 886, AN ORDINANCE fixing the time of delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 941, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. . MOVED by Brown, seconded by Robinson that Ordinance No. 887 fixing the time of delinquency and providing for the issuance of bonds for the payment of the unpaid portion of L.I.D. No. 945, South 22nd Avenue, Curb, Gutter and Surfacing District, be passed as read: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting on roll call. Kurbitz ab- sent. (4% bonds). ORDINANCE NO. 887, AN ORDINANCE fixing the time of delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 945, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. • MOVED by Robinson, seconded by Lynch that Resolution No. D-1051 authorizing the execution of a Lease Agreement with the Yakima Valley Transportation Company for use of Car Barn and facilities, be passed as read: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz absent. Discussion brought out the fact that this lease is on a 30 -day basis, that. it can be terminated by either party with 30 days' notice and that the rental is 8250 per month and that this facility is being used for the City Transit System. 257 0 0 FEBRUARY 27, 1967 RESOLUTION NO. D -1051, BE IT RESOLVED, by the City of Yakima, a municipal corporation of the State of Washington, that the act of the Mayor and Clerk of the said City in signing an agreement in writing dated February 2, 1967, between Yakima Valley Transportation Company, a Washington corporation, and said City of Yakima, wherein and whereby said Yakima Valley Transportation Company lease to said City certain premises of said Yakima Valley Transpor- tation Company; as therein described, to be used by said City of Yakima for office space, storage, maintenance and repair of motor coaches and storage of motor coach parts and pur- poses incidental or germane thereto, and gasoline storage tank and pump site, at Yakima, Yakima County, Washington, for the term and consideration and subject to the provisions stated in said agreement, shall be and the same is hereby authorized by, and said agreement is adopted as the agreement and undertaking of said City of Yakima, Washington. An Appeal from the decision of the Planning Commission to deny the rezone of certain prop- erty listed on Petition No. 501, filed by M. A. Richardson, requesting rezone of property located. at Fair. Avenue and E. Chestnut, having been filed with the City Clerk on February 23, 1967, it was MOVED by Robinson, seconded by Lambert that March 13, 1967, be set as the time for a hearing by the City Council on said matter, and that the;.City'Clerk give notice of such hearing as required by law: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz absent. The City Engineer having reported on the completion of L.I.D. No. 939, Powerhouse Road and Others Domestic Water, and L.I.D. No. 951, South 42nd Avenue Domestic Water, it was MOVED by Robinson, seconded by Lynch that March 27, 1967, be fixed as the date of Hearing for confirming the assessment rolls on said Districts: carried, Brown, Lambert, Larson,, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz absent. Mayor Larson read a copy of a letter written to Councilman Lambert from Patricia Arnold, Secretary of the Yakima Municipal Employees, Local 1122, commending her on her outstanding testimony at a recent Senate Hearing in Olympia regarding financial assistance to Cities of Washington and stating that they want to thank her for her concern and efforts in behalf of the City of Yakima. Mayor Larson showed a Plaque presented to the City of Yakima by the Industrial College of the Armed Forces, Washington, D. C., which had been presented at the close of the two -week National Security Seminar here, stating that the Plaque recognizes Yakima's interest in National affairs and solidarity and that the Plaque will be hung in City Hall. After dis- cussion, it was MOVED by Robinson, seconded by Lynch that a letter of appreciation be sent to the sponsors of the Seminar, the Yakima Chamber of Commerce and the Yakima Herald - Republic, recognizing the fact that this Plaque is being present to them as well as the City of Yakima and will be posted in the City Hall: carried, Brown, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz absent.. City Manager Smith reported on a letter received from the office of Economic Opportunity, stating that the local unit would like to have a representative from the City Council on "- their Executive Board. He further stated that this unit meets on the second Thursday of each month and have been meeting in Wapato, as the program relates to the entire Valley and this is a.central meeting place. After due discussion, it was MOVED by Robinson, seconded by Lambert that Mayor Larson be officially appointed to serve on this committee: carried, Brown, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz absent. Mayor Larson appointed Councilmen Lambert, Robinson and Lynch to serve on the Yakima County Conference of Governments committee, which will meet and organize in the near future. City Manager Smith reported for the benefit of Councilmen who might be interested in attending, that on March 6 and 7, 1967, there will be held the Second Annual Conservation Congress for the Pacific Northwest, at Wenatchee, Washington. There being no further business to come before the Council, it was MOVED by Lynch, seconded by McNeice that we do now adjourn at the hour of 4:20 P.M.: carried, Brown, Lambert, Larson, McNeice and Robinson voting aye by voice vote.
