AUGUST 2, 1965 .
The City Council met in regular session, Assistant Mayor Brazier, Councilman Brown,
Lambert, Lynch and Robinson, and City Manager Smith and City Attorney Andrews present
on roll call. Mayor Larson and Councilman Kurbitz absent. MOVED by Robinson, seconded
by Lynch that Mayor Larson and Councilman Kurbitz be excused from this meeting; carried,
Brazier, Brown, Lambert, Lynch and Robinson voting aye by voice vote.
III The invocation was given by Councilman Lynch.
The minutes of the regular meeting of July 26, 1965 having been duly certified accurate
by two councilmen and no one present wishing to have said minutes read publicly,
Assistant Mayor Brazier declared said minutes approved as read.
This being the time for the hearing on the assessment roll for L. I. D. No. 925, North
46th Avenue and Various Other Paving District, and there being no protests in writing
or otherwise, it was MOVED by Lynch, seconded, by Brown, that Ordinance No. 681, con-
firming said assessment roll for said district and every part thereof be passed as
read; carried, Brazier, Brown, Lambert, Lynch and Robinson. voting aye on roll call.
Larson and Kurbitz absent.
ORDINANCE NO. 681, AN ORDINANCE confirming the assessment roll covering Local Improve-
ment District No. 925 as created and established by Ordinance No. 548 of the Ordinances
of the City of Yakima.
This being the time for the hearing on the assessment roll for L. I. D. 926, South
28th Avenue Widening, and there being no protests in writing or otherwise, it was
MOVED. by Brown, seconded by Lambert, that Ordinance No. 682 confirming said assessment
roll for said district and every part thereof be passed: carried, Brazier, Brown, Lamber ,
Lynch and Robinson voting aye on roll call. Larson and Kurbitz absent.
ORDINANCE NO. 682, AN ORDINANCE confirming the assessment roll covering Local Improvemen
District No. 926 as created and established by Ordinance No. 549 of the Ordinances of
the City of Yakima. '
This being the . time for the hearing on the assessment roll for L. I. D. No. 927, South
Half of Richey Road, 29th Avenue to 30th Avenue Paving District, and there being no
protests in writing or otherwise, it was MOVED by Robinson, seconded by Lynch, that
Ordinance No. 683 confirming said assessment roll for said district and every part there)f
be passed as read: carried, Brazier, Brown, Lambert, Lynch and Robinson voting aye on
roll call. Larson and Kurbitz absent.
ORDINANCE NO. 683, AN ORDINANCE confirming the assessment roll covering Local Improvemen
District No. 927 as created and established by Ordinance No. 552 of the Ordinances of
the City of Yakima.
III This being the time for the hearing on the assessment roll for L. I. D. No. 932, West
Walnut Curb, Gutters, and Surfacing District and there being no protests in writing
or otherwise, it was MOVED by Lynch , seconded by Brown, that Ordinance No. 684,
confirming said assessment roll for said district and every part thereof be passed as
read; carried, Brazier, Brown , Lambert, Lynch and Robinson voting aye on roll call.'

ORDINANCE NO. 684, AN ORDINANCE confirming the assessment roll covering Local Improve -
ment District No. 932 as created and established by Ordinance No. 597 of the Ordinances
of the City of Yakima. ;:
Petitions Nos::.398 and 399 having been filed with the City Clerk on July 26th, by
Michael A. Polo and Doan(Vera) Bosler, respectively, for the rezone of property situated
between Hall Avenue and North llth Avenue in the first instance, and for property
located at 401and 403 South 12th Avenue in the second instance, it was MOVED by Robinson
seconded by Lynch that said petitons be referred to the Planning Commission for study
and recommendation: carried, Brazier, Brown, Lambert, Lynch., and Robinson voting aye on
roll call. Larson and Kurbitz absent.
Petitons Nos. 400, 401, and 402 having been filed with the City Clerk on July 27, 1965
by John G. Fairbrook of L. B. Andrews Co. requesting the formation of L. I.. D.s for
construction of Sewer, watermains, curb , gutter, surfacing and sidewalks respectively
for property located at 44th and Nob Hill Blvd., and Petition No. 403 having been filed
with the City Clerk on July 28, 1965 by Vin E. Vaughn requesting formation of L. I.D.
for construction of watermains at 504 and 506 North 57th Avenue, it was MOVED by Lynch,
seconded by Lambert that said petitons be referred to the City Manager and staff for
study and recommendation: carried, Brazier, Brown, Lambert, Lynch, and Robinson voting
aye on roll call. Larson and Kurbitz absent.
MOVED by Robinson, seconded by Brown that Ordinance No. 685 fixing the time of delin-
quency of installments and providing for the issuance of installment notes for the
payment of the unpaid portion of L. I. D. 907,Horizon Heights Water District, be passed
as read: carried, Brazier, Brown, Lambert, Lynch, and Robinson voting aye on roll call.

ORDINANCE NO. 685, AN ORDINANCE fixing time of delinquency of installments of assessment.
levied for the payment of the cost of the improvement in Local Improvement District N5.

the payment of the unpaid portion of L.I.D. 905, Edgecliff Manor, 40th Avenue and
North 1st Street, Domestic Water, be passed as read: carried, Brazier, Brown, Lambert,
Lynch and Robinson. voting aye on roll call. Larson and Kurbitz absent.
ORDINANCE NO. 686 AN ORDINANCE fixing time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No.
905 and providing for the issuance of Local Improvement District Installment Notes for
the payment of the unpaid portion thereof.

Cornell, Howland, Hayes & Merryfield, Consulting Engineers, having presented for payment
Monthly Estimate No. 15 for work done through July 23, 1965 on the Sewage Treatment Plant
and Industrial Waste Pump Station additions under contract to G. R. Leischner Constructior
Co. in the amount of $16,057.01, it was MOVED by Robinson, seconded by Brown, that said
report dated July 28, 1965 be accepted and Estimate No. 15 as therein set forth be
approved and payment of $16,057.01, is hereby authorized for payment:. carried, Brazier,
Brown, Lambert, Lynch and Robinson voting aye on roll call. Larson and Kurbitz absent.
Moved by Robinson, seconded. by Lynch that 30 days more be allowed to complete work on
this contract as the work was delayed because of a plumbing strike: carried, Brazier,
Brown, Lambert, Lynch and Robinson voting aye by voice vote. Kurbitz and Larson absent.
The following bids having been received by a Bid Board for the Lenox Avenue paving:
Superior Asphalt & Concrete Co.. $39,130.40
Yakima Cement & Asphalt Paving Co. 39,337.40
DeBlasio Brothers 39,350.15 -
and the engineering staff and City Manager having recommended to the City Council that
the contract for the Lenox Avenue project be awarded to Superior Asphalt & Concrete Co.
as the lowest and best bid, it was MOVED by Robinson, seconded by Lynch that said bid
in the amount of $39,130.40 be awarded to Superior Asphalt and Concrete Co. for the
this project and that the City Manager be and is hereby authorized to enter into a'
contract on behalf of the City of Yakima with said contractor upon the filing of the
proper bond and insurance: carried, Brazier, Brown, Lambert, Lynch, and Robinson voting
aye on roll call. Larson and Kurbitz absent.
City Manager Smith read a letter addressed to Mayor Larson from General Frederic J.
Brown, U. S. Army Commanding General of the Sixth United States Army, expressing sincere
appreciation to the citizens of Yakima for the support given to him and the Sixth U. S.
Army while serving in this community.
MOVED by Robinson, seconded by Lynch that Councilman Lynch be excused from Council
Meetings of August 9th and 16th as he will be out of town: carried, Brazier, Brown,
Lambert, Lynch and Robinson voting aye by voice vote. Larson and Kurbitz absent. -
There being no further business to come before the Council it was MOVED by Lynch, seconded
by Robinson that we do now adjourn at the hour of 3;45 p.m.: carried, Brazier, Brown,
Lambert, Lynch and Robinson voting aye by voice vote. Larson and Kurbitz absent.
