The City Council met in regular session, Mayor Larson, Councilman Brazier, Brown, Lambert,
Lynch and Robinson and City Manager Smith and City Attorney Andrews present on roll call.
MOVED by Brazier, seconded by Lynch that Councilman Kurbitz be excused from this meeting;
carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
Kurbitz absent.
The invocation was given by Councilman Lambert.
The minutes of the regular meeting of June 7, 1965, having been duly certified accurate
by two Councilmen and no one present wishing to have said minutes read publicly, Mayor
Larson declared said minutes approved as recorded.
In accordance with action taken by the City Council at their regular meeting of June 7,
1965, with regard to the continuation of the matter of the hearing on Resolution No. D -810,
being a resolution of intention to construct, curb, gutter and surfacing, said matter con-
tinued to , this meeting in order that further study could be made by the staff to_help "
eliminate some of the cost of this L. I. D. as property owners are protesting the excessive
cost of_the assessment. In discussion, Public Works Director Mayo recommended that the
proposed L.I.D. be formed, but that work be deferred:: on this improvement until other pavin.;
districts are formed so that cost can be further reduced. Mr. Hooper and Mrs. Keltner were
noted present for this discussion. The matter being fully discussed by those present,
Mayor Larson then called for a roll call vote on the motion as MOVED by Brazier and seconde•
by Robinson on June 7, 1965 to pass Ordinance No. 659 as amended and it carried: Brazier,
Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent.
ORDINANCE NO. 659, AN ORDINANCE providing for the improvement of certain property by
grading, ballasting, surfacing with asphaltic concrete,constructing concrete curbs and
gutters, together with necessary drainage features; establishing a Local Improvement
District, providing for the method of payment thereof, and creating a special fund.
This being the time for the hearing on the assessment roll for L. I. D. 907, Horizon
Heights Water District, and there being no protests in writing or otherwise, it was MOVED
by Lynch, seconded by Brown that Ordinance No. 660 confirming said assessment roll and ever;
part thereof be passed as read; carried, Brazier, Brown, Lambert, Larson, Lynch and Robin-
son voting aye on roll call. Kurbitz absent.
ORDINANCE NO. 660, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 907 as created and established by Ordinance No. 4097"of the ordinances of the
City of Yakima.
Petition No. 378 having been filed by John Mayo and other on June 10, 1965 with the City
Clerk, it was MOVED by Robinson, seconded by Brown that said Petition for annexation filed
by John Mayo and others , being Petition No. 378, be referred to the City Manager and the
Planning Commission for study and recommendation: carried, Brazier, Brown, Lambert, Larson,
Lynch and Robinson voting aye by voice vote. Kurbitz absent.
A Notice of Intention to Commence annexation proceedings having been filed with the City
Clerk on June 14, 1965, by C. E. McBeth for property situated from South 1st Street to the
railroad tracks and South of Lenox Avenue, and the signer of said notice being present at
this meeting, it was MOVED by Robinson, seconded by Lynch that this date June 14, 1965 be
set as time of meeting with the initiating party; carried, Brazier, Brown, Lambert, Larson,
Lynch and Robinson voting aye by voice vote. Kurbitz absent. The initiating party, Mr.
McBeth having stated to the Council that the area to be annexed is willing to assume its
share of the city's existing indebtedness, it was MOVED by Robinson, seconded by Brown, that
the annexation proposed by said party be accepted by the City of Yakima, and that the area
to be annexed be required to assume its share of the city's existing indebtedness; carried,
Brazier, Brown, Lambert, Larson, Lynch, and Robinson voting aye by voice vote. Kurbitz
absent.
MOVED by Lynch, seconded by Lambert that Resolution No. D -825, a Resolution authorizing
the execution of a contract with the Washington State Highway Commission for performance
of improvements on C Street be passed as read: carried, Brazier, Brown, Lambert, Larson,
Lynch and Robinson voting aye on roll call. Kurbitz absent.
RESOLUTION NO. D -825, A RESOLUTION authorizing and directing the City Manager and City
Clerk of the City of Yakima to execute a contract with the Washington State Highway Com-
mission.
MOVED by Lambert, seconded by Robinson that Resolution No. D -826 , a Resolution vacating
public utility easements in Carriage Hill Addition be passed as read; carried, Brazier,
Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent.

the sale of surplus equipment consisting of 48 Dual Parking Meter Company collection boxes
be passed as read: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting
aye on roll call. Kurbitz absent.

MOVED by Lambert, seconded by Robinson that Resolution No. D -828, a Resolution denying a
Damage Claim filed by Donald J. LaVera be passed as read; carried, Brazier, Brown,
Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent.

The Planning Commission reporting on and approving the Final Plat of Fisher Parkview
Additions, it was MOVED by Robinson, seconded by Lambert that the Final Plat of Fisher '
Parkview Addition be accepted and approved by the Council and that the Mayor be authorized
tb sign same in behalf of the City of Yakima; carried, Brazier, Brown, Lambert, Larson,
Lynch and Robinson voting aye on roll call. Kurbitz absent.
The City Engineer reporting the following estimates for work performed during the month
May, 1965:

it was MOVED by Robinson, seconded by Lambert that said report dated June 10, 1965 be
' approved and the estimates therein set forth be approved and payment of same authorized;
carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye by voice vote.

Under new business, the following persons having businesses on Lenox Avenue, namely -
Don Chrmichael, H. J. Nelson, Mrs. Heglund, Helen Wilson opposed the changing of the name
Lenox Avenue to Nob Hill Boulevard stating that this would be confusing to valley and city
residents. Council stated that it had passed the Ordinance to change street names to con-
form with the original action taken by the County Commissioners on May 28, 1965 and advised
the group to discuss this matter with said commissioners. Council indicated it would be
willing to go along with the county on any changes brought about by protest.
On the matter of acquisition of property from the Boy Scouts, said property situated on West
Yakima Avenue,in order to provide a left hand lane when the widening of 16th Avenue is in
process, it was MOVED by Robinson, seconded by Lambert that the staff present a resolution
to the Council at the next regular meeting authorizing the city of Yakima to obtain the
property which is 12 feet wide, 246 feet long, at a cost of $1,000.00; carried, Brazier,
Brown, Lambert, Larson, Lynch, and Robinson voting aye by voice vote. Kurbitz absent.
There being no further business to come before the Council, it was MOVED by Lynch, seconded
by Brazier that we do now adjourn at the hour of 4;45 p.m.; carried, Brazier, Brown, Lambert,
Larson, Lynch and Robinson voti • aye by voice vote. Kurbitz absent.
