ADJOURNED REGULAR MEETING - MAY 4, 1973 •
The City Council met in session -on this date at 12:00 Noon, at the Flight Deck Restaurant
in the Yakima Air Terminal.
Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, Howard C. Cole, Betty
L. Edmondson, Ralph Holbrook, Don Schussler and Bill Whitaker. Also present were City
Manager, Craig McMicken; City Clerk, Jack Daniel; Planning Director, Jay Otto; Assistant
Planner, Glen Rice; Parks Director, Bill Hutsinpiller; and Jim Bowers, representing the
press.
City Manager McMicken briefed the Council on the status of the Lions Pool Project. Council
man Edmondson stated that she would like to see the old pool and bathhouse demolished by
summer. Parks Director, Bill Hutsinpiller, estimated the cost of demolition to be $3,000.
Councilman Brown agreed that the site should at least be cleared and seeded. After due
discussion, it was-MOVED by Cole, seconded by Schussler that this matter be referred to
the Park Board: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker
voting aye by voice vote. Councilman Edmondson expressed a desire to see a response by •
May 14, 1973.
City Manager McMicken brought to the Council's attention the matter of the call for bids on
Randall Park, stating that it had not been processed through the Yakima Plan Center.
Councilman Whitaker expressed a desire to see a policy whereby this is routinely done when
calling for bids on construction.
The Council informally agreed that a proposed regional planning outline be sent to the
County Commissioners for their_ response. as to whether there would be another meeting.
Assistant Planner, Glen Rice, briefed the Council on the proposed Mead Avenue annexation to
Union Gap and recommended that the - Council endorse the proposal. Parks Director, Bill
Hutsinpiller, stated that Cahalan Park has an important place in the city's recreation
program and that the city should retain its right to the park property. He indicated that
if the park goes to Union Gap that the premise should be that Union Gap would agree to
maintain it as required by the donor, otherwise it would revert back to Yakima. Mr.
McMicken pointed out that the planning report ignored police and fire services to the area
in question, which services could better be performed by Yakima. He also pointed out that
Yakima could better provide water and sewer services and that a city water main transverses
the area proposed to be annexed to Union Gap. Councilman Brown reported that in spite 'of
all this, the majority .of the people.tin that area evidently.want to be part of Union Gap:
and that this fact should be the overriding consideration. City Manager McMicken then. •
recommended that the Boundary Review Board should decide the matter. Planning Director,
Jay Otto, agreed and added that .the Boundary Review Board should be:,given. the facts and
that the city's position should be one of "no position."

There being no business to come before the Council, it was MOVED by Cole, seconded
by Schussler that we do now adjourn at the hour of 1:30 P.M.: carried, Broad, Brown, Cole,
Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote.
