A RESOLUTION forwarding to the Board of Yakima County
Commissioners a recommendation for designation of an
Interim Urban Growth Area, as required by the Growth
Management Act.
WHEREAS, the State of Washington's Growth Management Act of 1990
requires cities and counties planning under the Act to designate and adopt interim
urban growth areas, and;
WHEREAS, the Act states that urban development will occur within urban
growth areas only and not be permitted outside of an urban growth area except for
new fully contained communities, and;
WHEREAS, the Act states that sufficient area must be included in the urban
growth area to accommodate a minimum 20 year population forecast and allow for
market choice and location preferences, and;
WHEREAS, population growth in the Upper Yakima Valley during the next
20 years is projected to be about 36,000 persons, a substantial portion of which will
be accommodated in the Yakima Urban Growth Area, and;
WHEREAS, six public meetings were held during July and August 1993 in
the upper Yakima Valley to receive citizen input to review and comment on five
urban growth area scenarios, and;
WHEREAS, these six meetings resulted in a general public preference for an
urban growth area containing attributes of growth alternatives two and three, and;
WHEREAS, a series of Neighborhood Open House Meetings were held
throughout the City during September, 1993, to receive citizen input concerning the
interim urban growth area and related planning issues, and;
WHEREAS, the public preference process resulted in development of
common growth area themes of: 1)Maintain community identity, 2)Preserve
greenspace, 3)Phased growth from existing urban centers, 4)Efficient utility service,
5)Transportation corridors linking communities, 6)Varied housing densities, and
7)Protect viable farmland, and;
WHEREAS, the Upper Yakima Valley Vision 2010 Report adopted in
January 1992 states that adequate developable property will be made available
through land use planning with development concentrated within set community
boundaries to encourage community revitalization and increased land use density,
and;
WHEREAS, the Yakima County -wide Planning Policy adopted in July 1993
states that urban growth will occur within urban growth areas determined by

preferred development patterns, residential densities, and the capacity and
willingness of the community to provide urban governmental services, and;
WHEREAS, the Vision 2010 Action Team has prepared a Report on Proposed
Urban Growth Area for the Upper Yakima Valley, dated November 12, 1993,
documenting the community participation process resulting in a preferred interim
growth area, and;
WHEREAS, the proposed interim urban growth area (including the Cities of
Yakima and Union Gap) is approximately 52 square miles in size, or about 30%
larger than the existing Yakima Urban Area, and contains adequate land capacity for
expected population growth over a 20 year period, while providing for market
development choices, location preferences and protection of resource lands , and;
WHEREAS, the Yakima Urban Area Regional Planning Commission held a
public hearing on November 17, 1993, which was continued to December 1, 1993,
and has made a recommendation to Yakima City Council concerning the location
of the interim urban growth area;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
A. The attached map is hereby forwarded to the Board of Yakima County
Commissioners (Exhibit A) and the interim Yakima Urban Growth Area shown on
this map is recommended to be adopted by the Board of Commissioners.
B. Prior to adoption of the Urban Growth Area it is recommended that
Yakima County
1. Define what density of development will be "rural;"
2. Develop land use regulations designed to direct urban growth to
lands within the growth area;
3. Demonstrate through analysis how the definition and regulations
will support the growth area.
