Mr. Bill Quist, 3801 Tieton Drive, being present, spoke to the matter of dog licensing in
the city. Mr. Quist brought up. three questions: (1) Why does the City have dog licenses,
and if necessary, why are not all animals licensed, (2) Why aren't people made aware that
dog licenses are due in February, and (3) Why is there no enforcement of the dog ordinances
in the city? Mr. Quist suggested to the Council that the City issue a numbered identifi-
cation tag, when the animal is first introduced to the family, and charge the home owner
50 cents. He further suggested that the description could be recorded for identification
purposes, and no further charge be made to the home owner. Mr. Quist proposed that a
reminder be put\.on the .home owner's utility billing, telling them that dog licenses are
due in February. City Attorney Andrews explained that licensing is a revenue raising
measure rather than a regulatory measure. He further explained that the leash law is re-
gulatory, and unrelated to whether the dog has'a license. City Clerk Marie Donelson in-
. formed Mr. Quist. that his suggestion on licensing would not serve the purpose, because
that would not raise the revenue necessary to help offset the costs of animal control.
Council members agreed that Mr. Quist's suggestion to put a reminder on the utility bill was
a good one, and that it would be looked into.
