A RESOLUTION authorizing and directing the City Manager of the
City of Yakima to file an application with the
Washington State Department of Community Develop-
ment for funding for a rental rehabilitation
program in 1990 and 1991.
WHEREAS, the City of Yakima contemplates a rental reha-
bilitation program for which federal funding is available from
the United States Department of Housing and Urban Development,
through the Washington State Department of Community Develop-
ment; and
WHEREAS, the City Council of the City of Yakima deems it
to be in the best interests of the City that an application be
filed for funding for the purpose mentioned above; now, there-
fore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
R. A. Zais, Jr., City Manager of the City of Yakima, is
hereby authorized and directed to execute and file the at-
tached application documents, including all understandings and
assurances contained therein, with the Washington State De-
partment of Community Development for funding for the purpose
mentioned above; and he further is hereby designated as the
official representative of the City to act in connection with
that grant request and to provide such additional information
as may be required.

3. Brief program description
The Rental Rehabilitation Program takes the existing rents, less operating costs to find the
cash flow. The units are predetermined to need a certain amount of funds to bring them to a
housing standard. The existing cash flow will purchase a certain amount of funds on the
private market. The difference between the amount of needed funds, and the amount that can be
purchased with the cash flow is the amount of subsidy needed to accomplish the work. This
subsidy is a loan to be repaid after the private market resource funding.

II. CERTIFICATIONS
In authorizing this application, the applicant city or
county or private non-profit organization agrees to operate
the Rental Rehabilitation Program (RRP) in conformance with
the following certifications:
A. The applicant will conduct and administer its RRP in
accordance with the requirements of 24 CFR 511
published in the Federal Register on May 14, 1990.
The applicant will conduct and administer its RRP in
accordance with the Washington State Policies and
Procedures for managing the RRP.
C. That all answers are correct to the best of applicant's
knowledge.
