ROLL CALL The City Council met in session on this date at 2:00 P.M. in the • Council Chambers of City Hall, Yakima, Washington.' Mayor Henry Beauchamp, presiding, Council members Clarence Barnett, Pat Berndt, Lynn Buchanan, and Bernard Sims present on roll call. City Manager Zais, City Attorney Andrews, City Clerk Roberts and Deputy City Clerk Toney also present. Council members Lynn Carmichael and Jerry Foy absent and excused. 2. INVOCATION The Invocation was given by City Attorney Fred Andrews. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Barnett questioned when the supplemental budget material would be provided to Council members for review. City - Manager. Zais responded staff As striving to have the material prepared and delivered to Council members by Thursday night. 4. CONSENT AGENDA Mayor Beauchamp referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. There being none, the City Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED by Berndt, seconded by Barnett, that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. Carmichael and Foy absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) *5. APPROVAL OF MINUTES OF THE COUNCIL MEETINGS OF NOVEMBER 12, 1986 The Council minutes of the November 12, 1986 Council meetings were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 6. AUDIENCE PARTICIPATION Larry Mathews, 805 South 17th Avenue, asked what action was taken on the request he made last week that Council upgrade the issue of the nuclear waste process from a "B" priority to an "A" priority. He stated this request was made because 80% of the citizens of Yakima voted in support of the proposal that the site selection process for the nuclear waste repository be given more thorough consideration. Council member Barnett stated the issue was presented to the legislators and AWC representatives, however, they are not scheduled to meet until later this week. He stated any action taken will be reported to Council by Lynn Carmichael, AWC President, upon her return to Yakima. Mr. Mathews stated perhaps another proposal will be presented fran a community based stance in which community leaders would ask for a commitment from Council regarding this issue. Mr. Barnett briefly reviewed the history of involvement by Yakima Council members regarding this particular issue. He stated the initial resolution passed by AWC was presented to that body by representatives of our Council. The resolution relating to the nuclear waste issue which was adopted by unanimous ballot at the last AWC meeting, was basically the result of four or five Council members from the City of Yakima. He stated he feels Yakima has been very instrumental in getting this issue before the Association of Washington Cities. Council member Buchanan stated, "without the effective leadership of Yakima, it wouldn't be where it is." Mr. Mathews stated various groups 8-1/1 455 DECEMBER40986 within-the City are concerned =with this issue and desires Council's support. On another matter, Mr. Mathews commented there are several citizens who are unhappy about the discussion and consideration being given to the possibility of closing one of the City's swimming pools. He noted that Walla Walla, and possibly the City of Spokane, allow children to swim free. He encouraged Council to keep the youth of Yakima occupied during the summer months. Council member Barnett stated Council is not considering, at this point and time, the closure of any of the City's swimming pools. Mr. Mathews commented he heard' the superintendent of schools say there are 2000,students on the street that should be in school. Mr. Mathews feels this is another issue which needs to be addressed, as well as the drug problem that currently exists. *7. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF COURT CONTRACT - RESOLUTION NO. D -5311, A RESOLUTION authorizing and directing the City Manager and, City Clerk of - the City of Yakima to execute an agreement with Yakima' County relating to Yakima County District Court costs. *8. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT WITH THE DEPARTMENT OF COMMUNITY DEVELOPMENT FOR LOCAL DEVELOPMENT MATCHING FUND PROGRAM • 'RESOLUTION NO. D -5312, A RESOLUTION authorizing the City.Manager to sign a contract with the State of Washington, Department of Community Development, for a local development matching grant. *9. CONSIDERATION OF RESOLUTION AUTHORIZING CANCELLATION OF CLAIMS FUND WARRANTS RESOLUTION NO. D -5313, A RESOLUTION authorizing the cancellation of outstanding claims warrants. i _ * 10. CONFIRMATION OF CITY MANAGER APPOINTMENT TO THE POLICE AND FIRE CIVIL SERVICE COMMISSION The reappointment of William Wright, by the City Manager, to the Police and Fire Civil Service Commission for a six -year term; to expire December 31, 1992, 'was confirmed by the City Council. *11. APPROVAL OF FINAL CONTRACT PAYMENTS (STANDARD MOTION V -B -- ACCEPT . PROJECT AND APPROVE FINAL PAYMENT): A. NOB HILL BOULEVARD PAVING PROJECT The report from the Director of Engineering and Utilities dated Noverrnber 26; 1986, with respect to the canpletion of the work on the Nob Hill Project, 4th Avenue to 15th Avenue, .performed by Asphalt, was approved, the work accepted and payment of the final estimates as therein set forth was authorized. B. PARK AVENUE WATERMAIN • The report from -the Director of Engineering and Utilities dated December 4, 1986, with respect to the canpletion of the work on the .'Park Avenue • project, performed by Central Concrete & Utilities, was approved, the work accepted and payment of the final estimates as therein set forth was authorized. . C. 1986 STREET MAIN'T'ENANCE PROJECT The report from the Director of Engineering and Utilities dated December 3, 1986, with respect to the completion of the work on the 1986 Street Maintenance project, performed by Columbia Asphalt & Gravel, was approved, the work accepted and payment of the final estimates as therein set forth was authorized. POPLAR VIEW SEWER LOCAL IMPROVEMENT DISTRICT NO. 1041 The report from the Director of Engineering and Utilities dated • December 4, 1986, with respect to the completion of the work on the Poplar View Sewer L.I.D. project, performed by Central Concrete & Utilities, was approved, the work accepted and payment -of the final estimates as therein set forth was authorized. E. FIRST STREET PAVING - WALNUT TO TAMARACK The report from the Director of Engineering and Utilities dated November 26, 1986, with respect to the completion of the work on the First Street Paving - Walnut St. to Tamarack St., performed by Superior Asphalt, was approved, the work accepted and payment of the final estimates as therein set forth was authorized. * 12.. REP.QRTfFROM CITYICLERKIREGARDING PUBLICATION OF CITIZEN HANDBOOK The report and recommendation from the City Clerk to publish 5,000 copies of a citizen handbook, was accepted and approved. * 13. CONSIDERATION OF ORDINANCE CREATING A LINE OF CREDIT FOR PURCHASE OF EQUIPMENT . ORDINANCE, NO. 2998, AN ORDINANCE of the Council of the City of Yakima, Washington, providing for the issuance and sale of a General Obligation Bond of the City in the principal amount of $750,000; providing for the disposition of the proceeds of sale of such bond; fixing the date, form, maximum interest rate, terms, maturity and covenants of such bond; creating bond fund from which the principal of and interest on such bond shall be paid; and • confirming the sale of such bond. 14. ADJOURNMENT TO DECEMBER 13, 1986 AT 9 :30 A.M. There being no further business to come before the Council, it was MOVED by Berndt, seconded by Buchanan, to adjourn this meeting at the hour of 2:26 p.m., to then meet on .Saturday, December 6th at Ill 9:00 a.m.' for the Public Works budget review sessions.
