BUSINESS MEETING
1. ROLL ,CALL.
The City Council met in session on this date at 2:00 P.M. in the
Council Chambers of City Hall, Yakima, Washington. Acting
Mayor Lynn Carmichael presiding, Council members Pat Berndt, Lynn
Buchanan and Jack Sparling present on roll - call. Mayor Henry
Beauchamp and Council members Clarence Barnett and Jerry Foy
absent. City Manager Zais, City Attorney Andrews, and Department
Assistant II Leon also present.
2. INVOCATION
The Pledge of Allegiance was led by Acting Mayor Carmichael.
3. OPEN, DISCUSSION FOR THE GOOD OF THE ORDER
It was MOVED by Buchanan, seconded by Carmichael, that Linda P.
Dobbs be appointed to serve on the Community Programming Advisory
Committee. Unanimously carried by voice vote. Beauchamp, Barnett
and Foy absent. •
Tom Fieldstead, Deputy Fire Chief, introduced 8 year old Kristina
Klise who is being commended today for actions she performed on
April at her burning have on North 16th Avenue. He noted she
alerted her entire family and evacuated her 3 year old brother from
the house. Acting Mayor Carmichael read .a certificate of
commendation in Kristina's honor for her bravery.
4. CONSENT AGENDA
Acting Mayor Carmichael referred to the items placed on the Consent
Agenda, questioning whether there were any additions or deletions
from either Council members or citizens present. It was the
consensus of the Council to remove Item No. 5, the minutes of May
13, as requested by Council member Buchanan. The Department
Assistant then read the Consent Agenda items, including resolutions
and ordinances by title. It was MOVED by Buchanan, seconded by
Carmichael that the Consent Agenda, as read, be passed.
Unanimously carried by roll call vote. Beauchamp, Barnett and Foy
absent. (Subsequent paragraphs preceded by an asterisk ( *)
indicate items on the Consent Agenda handled under one motion
without further discussion.)
5. APPROVAL OF MINUTES OF THE COUNCIL MEETING OF MAY 13, 1986
It was requested by Council member Buchanan that the approval of
the minutes of May 13, 1986 be tabled until next week.
6. AUDIENCE PARTICIPATION
Acting Mayor Carmichael questioned if anyone in the audience was
present on behalf of the Washington Special Olympics. There being
no one present, the proclamation was set aside to be issued at a
later date.
7. PUBLIC MEETING TO CONSIDER REPORT FROM HEARING EXAMINER REGARDING
THE GAMACHE /DUFAULT REZONE - NO. 5TH AVENUE
Glenn Rice, Director of Community and Economic Development, briefly
explained the procedure for granting a rezone now that the City has
a hearing examiner. Acting Mayor Carmichael questioned if anyone

was present to speak either for or against the...rezone.'. City
Attorney Andrews interjected the purpose for today's public meeting
is to decide whether or not to accept the hearing examiner's
reconuiuuendation which would instruct staff to prepare the
apppropriate legislation. He further clarified what actions would
be necessary if • the Council decided against the
recommendation. It was MOVED by Berndt, seconded by Buchanan, that
Council accept the hearing examiner's recommendation. Unanimously
carried by voice vote. Beauchamp, Barnett and Foy absent.
*8. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF JOINT PARKING
AGREEMENT WITH THE CHAMBER OF COMMERCE
11/ RESOLUTION NO. D -5256, A RESOLUTION authorizing the execution of an
agreement between the City of Yakima and the Greater Yakima Chamber
of Commerce for a joint parking facility. '
*9. CONSIDERATION OF RESOLUTION SETTING DATE OF HEARING FOR SIX -YEAR
TRANSPORTATION IMPROVEMENT PROGRAM. FOR THE PERIOD OF 1987 THROUGH
1992 FOR JUNE 17, 1986
RESOLUTION NO. D -5257, A RESOLUTION fixing the time and place for
hear.ing.on.a.Six ,Year.Transportation Improvement Program for the
period of 1987 through 1992.
*10. CONSIDERATION OF RESOLUTION SE TING DATE OF HEARING FOR LIVING CARE
VACATION OF RIGHT -OF -WAY, 3905 KNOBEL, FOR JULY 8, 1986
RESOLUTION NO. D -5258, A RESOLUTION fixing the time and place for
hearing on a petition for vacation of a portion ' of .Knobel - Avenue
within the City of Yakima. r
*11. SET DATE OF HEARING FOR DAVE LEVAD MASTER APPLICATION FOR
PRELIMINARY SUBDIVISION AND ADMINISTRATIVE ADJUSTMENT FOR PROPERTY
IN VICINITY OF S. 56TH AVENUE &_CHESTNUT FOR JUNE 10, 1986
• RESOLUTION NO. D -5259, A RESOLUTION fixing the time.and place for a
City Council meeting on the matter of the Master Application for a
Subdivision and Administrative Adjustment of Front Yard Setback
filed by Dave Levad for property near 56th Avenue and Chestnut
Avenue, Yakima, Washington.
*12. APPROVAL OF RIGHT-OF-WAY USE PERMIT REQUESTED BY JERRY PRUITT FOR
PROPERTY AT 1ST STREET & A STREET
The Right -of -Way Use Permit requested by Jerry Pruitt to erect a
sign on the southeast corner of North 1st Street and A Street, was
approved.
13. OTHER BUSINESS
City Manager Zais informed Council that a brief executive session
would be held today regarding collective bargaining.
City Manager Zais mentioned in today's packet Mayor Beauchamp had
included a letter from George Martin regarding an appointment being
• made to the State Centennial Celebration Committee. He stated
Betty Edmondson's name had been suggested by Mayor Beauchamp to
serve on this committee. It was MOVED by Buchanan, seconded by
Berndt, to appoint Betty Edmondson to that position if she is
interested. Unanimously carried by voice vote. Beauchamp,
Barnett and, Foy absent.
It was MOVED by Buchanan, seconded by Berndt, to move into
Executive Session for the purpose of discussing collective
bargaining and immediately adjourn thereafter. Unanimously carried
by voice vote. Beauchamp, Barnett and Foy absent.

14. ADJOURNMENT
Following the completion of the Executive Session, the meeting
adjourned at the hour of 2:25 p.m. .
