BUSINESS MEETING
1. ROLL CALL •
The City Council met in session on this date at 2:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Clarence
Barnett, presiding, Council members Pat'Berndt, Lynn Buchanan, Lynn
Carmichael, Jerry Foy and Jack Sparling present on roll call. City
Manager Zais, City Attorney Andrews, City Clerk Roberts and Deputy
City Clerk Toney also present. Council member Henry Beauchamp
absent and excused.
2. INVOCATION
The Pledge of Allegiance was led Mayor Barnett.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
None
4. CONSENT AGENDA
Mayor Barnett referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. It was the
general consensus of the Council that Item Nos. 6, 8, and 12 be
added to the Consent Agenda, as requested by Council member
Carmichael. The City Clerk then read the Consent Agenda items,
including resolutions and ordinances by title. It was MOVED by
Carmichael, seconded by Berndt, that the Consent Agenda, as read,
be passed. Unanimously carried by roll call vote. Beauchamp
absent. (Subsequent paragraphs preceded by an asterisk ( *)
indicate items on the Consent Agenda handled under one motion
without further discussion.)
5. AUDIENCE PARTICIPATION
Larry Mathews, 805 South 17th Avenue, read a memorandum to Council
regarding the City's liability and possible future lawsuits in
connection with the acquisition of Yakima Valley Transportation.
• He stated' statistics reveal a high rate of accident on Nob Hill
Boulevard where the railroad tracks are located, and numerous pot
holes add to the dangerous driving conditions. Mr. Mathews
presented a copy of the memorandum to City Clerk Roberts and Mayor
Barnett requested copies be distributed to the Council members.
*6. PRESENTATION OF AIRPORT 1986 BUDGET
The 1986 Airport Budget was accepted and approved.
7. REPORT FROM DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT
REGARDING STATUS OF CITY OF YAKIMA ENERGY MANAGEMENT PROGRAM
Glenn Rice, Director of Community & Economic Development,
introduced Susan Danforth, Program Manager from the Washington
State Energy Office, Phil Yates, consultant of Phil Yates &
Associates, and James Turner, President of EMC Incorporated. Mr.
Yates reviewed the October 28th memorandum to Council and responded
to inquiries by Council regarding the recomuendations for the
project. Council member Foy stated he is supportive of Option #3,
however, he like to see a proviso added to insure the funds
be 'repaid to the Federal Revenue Sharing Fund. Council member
Carmichael stated she is in agreement with Council member Foy,
however, she would like to see consideration given to other energy
' saving measures once the initial expense of the program is repaid.
Mr. Rice stated - this aspect can be considered after the FRS funds
have been repaid. Susan Danforth and Jim Turner spoke briefly
regarding the project, after which it was MOVED by Foy, seconded by
Buchanan', to-accept Option #3' with the payback formula built into
it. Unanimously carried by voice vote. Beauchamp absent. Council
member Carmichael questioned the time line involved for additional
improvements. Code Manager Shampine stated there has been previous
discussion of establishing an energy reserve fund for future energy

savings measures, and staff will continue to pursue this aspect of
the project.
*8. REPORT FROM YAKIMA CENTER ADVISORY COMMISSION REGARDING YAKIMA
CENTER RENTAL RULES, REGULATIONS AND RATES FOR 1986
The report from the Director of Community & Economic Development
and staff recommendation to accept the recommendation of the
Yakima Center Advisory Commission to approve the rental rules,
regulations and rates for 1986 was accepted and approved.
*9. REPORT FROM CITY CLERK REGARDING STATUS OF CURRENT CITY CONTRACTS,
AGREEMENTS AND FRANCHISES
The report from the City Clerk regarding the status of the current
City contracts, agreements and franchises was accepted.
*10. APPROVAL OF REPORTS FROM THE DEPARTMENT OF FINANCE & BUDGET:
A. OCTOBER 1985 TREASURY REPORT
The report from the Director of Finance and Budget regarding the
investments of the City of Yakima, was accepted and approved.
B. OCTOBER 1985 BUDGET REPORT
The report from the Director of Finance and Budget regarding the
revenue and expenditure report for October 1985 was accepted and .
filed.

*11. CONSIDERATION OF ORDINANGE PROHIBITING PARKING ON PRASCH AVENUE,
BETWEEN 15TH AND- 16THiAVENUES •
ORDINANCE NO. 2916, AN ORDINANCE relating to traffic control;
prohibiting parking on certain streets; and amending Section
9.50.050 of the City of Yakima Municipal Code.
*12. CONSIDERATION OF ORDINANCE AMENDING THE CLASSIFICATION AND
COMPENSATION FOR CERTAIN CITY EMPLOYEES
ORDINANCE NO. 2917, AN ORDINANCE relating to City personnel;
adopting a classification and compensation plan for City employees
to be effective December 23, 1985; and amending Sub - Sections
2.20.100 A., 2.20.100 C., 2.20.110 A., and 2.20.110 F., all of the
City of Yakima Municipal Code.
13. OTHER BUSINESS . .. .
Council member Foy requested City Attorney Andrews prepare the
proper document to change the pay schedule of the Council members
to monthly rather quarterly. It was the general consensus of the
Council that this action be taken.
Council member Berndt stated the Parks Commission has a vacant
position for which Mark Graham has been recommended for
appointment. It was MOVED by Berndt, seconded by Carmichael, to
appoint Mark Graham to fill the vacancy created by the resignation
of Chris Chandler, and to serve until December 31, 1987.
Unanimously carried by voice vote. Beauchamp absent.

14. EXECUTIVE SESSION REGARDING PENDING LITIGATION
It was MOVED by Foy, seconded by Carmichael, to move into
Executive Session for approximately ten minutes for the purpose of
discussing pending litigation, and then to adjourn to November 21,
1985, at 2:00 p.m. for further budget review. Unanimously carried
by voice vote. Beauchamp absent.
15. ADJOURNMENT
Following the completion of Executive Session, the meeting was
adjourned at the hour of 3:05 p.m., to then meet on November
21, 1985 at 2:00 p.m. in the City Hall Council Chambers.
