BUS TOUR OF YAKIMA URBAN AREA
The City Council and County Commissioners met in session on this date at
2!00 p.m. for the purpose of taking a bus tour through the Yakima Urban
Area. Council members'present were Pat Berndt and Lynn Buchanan. City Staff
included Assistant City Manager Stouder, Director of Community & Economic
Development, Glenn Rice and.. Associate Planner, Don Skone. County
Commissioners present were Chuck:Klar_ich and Jim Whiteside. County Staff
included Director of Planning, Dice- Anderwald, and Assistant Director, Mark
Hinthorne. City Manager Zais'al.n „ attendance.

left Yakima City Hall _ 2:30. p.m. and proceeded via South 1st
Street to West Nob Hill Boulevard:thence westerly along Nob Hill Boulevard
to South 16th Avenue Staff exp la.1kne c , that this portion of the tour was to
view existing land uses along Nob -Hill Boulevard (1st Street to 16th Avenue)
which will be affected by the proposal to rezone many of the properties •
along the street for commercial use: In particular, staff pointed out the
• Fabricland planned development, Billington Builders Supply site, and the
residential area west of South 10th Avenue.
From 16th Avenue and Nob Hill Boulevard, the tour proceeded north to
Chestnut, then westerly along Chestnut to 66th Avenue. The purpose of this
segment of the tour was to view existing residential development with
dwelling unit densities ranging from 3 to 6 DU /NRA. Staff pointed out the
mix of residential dwelling types including single family, duplexes, and
multifamily and compared the area with the zoning and dwelling unit densities
proposed by the draft Urban Area Zoning Ordinance.
From Chestnut and 65th Avenue, the tour bus proceeded to Summitview and 72nd
Avenue, thence southerly along 72nd Avenue. Along the.. way staff explained
the Fact Sheet for the West Valley Sewer Service Area and discussed the
impact of raising the permitted density in the R -1 zone from 6 to 7 DU /NRA.;
The tour stopped briefly at 72nd Avenue and Nob Hill Boulevard to view the
new commercial development occurring at this location. .
From 72nd Avenue and Washington, the tour proceeded easterly to the-Newtown
Green Subdivision. County staff explained the history of the development .
including lot sizes and density and compared the development to that which
would be permitted under the proposed Yakima Urban Area Zoning Ordinance.
From Newtd n Green, the tour took 64th Avenue northerly to Nob Hill Boulevard
and then.traveled easterly along Nob Hill Boulevard to 16th Avenue. This .
portion of the tour viewed the remaining properties along Nob Hill Boulevard
that would be zoned for commercial use. Staff pointed out the 7 -11 Store at
48th & Nob Hill Boulevard, Wards Plaza at 2410 West Nob Hill Boulevard,
United Builders site at 2112 West Nob Hill Boulevard, and City owned
property at 31st Avenue & Nob Hill Boulevard.
From 16th Avenue and Nob Hill Boulevard the tour bus traveled southerly to
Viola, then easterly along Viola to Rock Avenue. This area, commonly
referred to as the South Nob Hill neighborhood, is proposed to be reclassi-
fied from R -2 under the present City Zoning Ordinance to ,R -1 under the
Proposed Urban Area Zoning Ordinance. Along Viola, the staff discussed the
mix of 'existing residential uses, density, and lot sizes as well as the
effect of the proposed R -1 zone upon future development.
. From Rock Avenue and Viola the tour bus traveled north to Nob Hill
Boulevard, then easterly along Nob Hill Boulevard to veiw East Nob Hill
Boulevard. East Nob Hill Boulevard (1st Street to Interstate 82) is proposed
to be zoned primarily Central Business District Support (CBDS) in recognition
of the function of the street and its relationship to the Central Business
District. County Staff pointed out the existing residential development
located between South 1st Street and Fair Avenue and discussed the types of
land uses which would be acco nrodated by the proposed CBDS zone.

From East Nob Hill, the tour bus proceeded easterly on SR24 to Keys Road and
then north on Keys Road to view industrial properties in the Terrace Heights
area where it was pointed out that 190 acres of this area has been requested
to be rezoned from Suburban Residential (SR) to Light Industrial (LI) as
shown on County Exhibit BOCC25.
From Terrace Heights the tour bus returned to Yakima City Hall and concluded
the tour at 4:00 p.m.
