The City of Yakima owns, operates, and maintains the domestic water supply and distribution system which had undersized waterlines on East Viola Avenue between S Fair Avenue and Rudkin Road with lower flow and water quality than is recommended. This project replaced the aging 6-inch waterline on East Viola Avenue with a new 12-inch ductile iron waterline including new valves, fire hydrants, and water service connections; followed by the completion of a road surface replacement. Final inspection for this project was made with substantial completion established on November 15, 2021. The recommendation is that the project be accepted. A final payment of$59,758.98 (5% retainage) is due from the City to Total Site Services LLC for the completion of this project. PC20-96103-044 HLA Project No.: 20147 Dear Mr. Shane: The City of Yakima has remitted payment to Total Site Services, LLC (TSS) for the final progress estimate on 3/24/2022 via Check Number 182399. The remainder due to TSS is retainage withheld in the amount of $59,758.98. Attached, please find the previously submitted and paid Progress Estimate No. 7 & Final for the project. As stated in our March 2, 2022 letter, it is recommended that the City of Yakima unilaterally establish March 28, 2022 as the completion date for the project and move forward with project acceptance and closeout. Once the City of Yakima accepts the project as complete and the contractor submits their Affidavit of Wages Paid with the Dept. of Labor and Industries, the Notice of Completion can be filed. Once the necessary lien releases have been received from the Washington State Dept. of Labor & Industries, Dept. of Revenue, and Employment Security Dept., the City shall release the retained amount to TSS within 60-days of receipt of the final release.
