CITY OF YAKIMA, WASHINGTON
BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Pat
Berndt, presiding, Council members Henry Beauchamp, Lynn Buchanan,.
George Pechtel, Skip Semon and Bernard Sims present on roll call.'
Council member Clarence Barnett absent and excused. City Manager
Zais, City Attorney Vanek, City Clerk Roberts and Clerk Givens also
present.

2. INVOCATION /PLEDGE OF ALLEGIANCE
The Invocation was given by Don Stuber, Regional Director of Young
Life.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
' Mayor. Berndt. reminded Council that she would be attending the Drug
Conference with William Bennett in Washington D.C. next week.
4. CONSENT AGENDA
Mayor Berndt referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. There being none, the
City Clerk then read the Consent Agenda items, including
•
resolutions and ordinances by title. It was MOVED BY SIMS,
SECONDED BY PECHTEL, THAT THE CONSENT AGENDA, AS READ, BE PASSED.
The motion carried by unanimous roll call vote. Barnett
absent. (Subsequent paragraphs preceded by an asterisk ( *)
indicate items on the Consent Agenda handled under one motion
II[ without further discussion).
* 5. APPROVAL OF THE MINUTES OF THE COUNCIL MEETINGS OF APRIL 24, 1990
The Council minutes of April 24, 1990 meetings were approved,
having been duly certified accurate by two Council members and no
one present wishing to have said minutes read publicly.
6. AUDIENCE PARTICIPATION
Mayor Berndt proclaimed May, 1990 as Old Time Fiddlers Month.
The 25th annual Fiddlers' contest will be held at Richland High
School on May 4 and 5. Ray Stenberg accepted the proclamation,
and the Fiddlers gave a brief performance. The Mayor thanked the
group for attending and performing.
Mayor Berndt proclaimed the week of May 5 -19, 1990 as Young Life
Week and encouraged all of Yakima to support the Young Life
Organization. The proclamation was accepted by Don Stuber.
Mayor Berndt proclaimed the, week of May 14, 1990 as Yakima Valley
Tourism Week. She asked the City to support the ceremonies and
activities. The proclamation was accepted by Gary Clark who
thanked the Council for their support.
Mayor Berndt suggested that Item No. 7 be considered out of
sequence on the agenda, in consideration of the children.
7. PRESENTATION OF "TRANSIT MAN" AWARDS
Transit Manager Bill Schultz announced the winners of the "Transit
Man" contest. Mr. Schultz asked Mayor Berndt to give the awards
to the children. He recognized Karen Allen as the originator of
the program and designer of the "Transit Man" comic book. Winners
were: Grand Prize: Molly Johnson, age 11, 6th grade at St. Paul's
School; Kindergarten through First Grade: .1st Place: Christopher
Rankin, age 7, grade 1, Gilbert School; 2nd Place: Gavin Rush, age
7, grade 1, Robertson School; 3rd Place: Janelle Peck, age 7, grade
1, Nob Hill School; 4th Place: Candy Folson, age 7, grade 1,

Robertson School; Second through Fourth Grade: 1st Place: Jesus
Ornelas, age 9, grade 3, Adams School; 2nd Place: Sara Montgomery,
age 10, grade 4, McClure School; 3rd Place: Allison Gillespie, age
9 1/2, grade 4, McClure School; 4th Place: Krista Enzminger, age 8,
grade 2, Nob Hill School; Fifth through Sixth Grade: 1st Place:
Justin E. Burns, age 11, grade 5, Martin Luther King School; 2nd
Place: Becky Andreas, age 12, grade 6, St. Paul's School; 3rd
Place: Tina Gomez, age 11, grade 5, Whitney School; 4th ;Place:
Abbie Mott, age 11, grade 5, McKinley School. There were over
1,000 entries this year. The Grand Prize drawing will be displayed
on the side of a transit bus. The other drawings will be displayed
inside buses throughout the year. Mr. Schultz thanked Victoria
Ives of KMWX and KFFM, co- sponsors of the program and thanked them
for furnishing the prizes. The drawings will be temporarily
displayed in the foyer of Yakima City Hall.
6. AUDIENCE PARTICIPATION (CONTINUED)
After the "Transit Man" Awards, the Mayor asked if there was anyone
who wished to speak under audience participation. Fred Stouder,
Assistant City Manager, discussed the City Wellness Program, and
introduced Wendy Leinan and Marsha Devine as being the "driving .
force" of this Program. They were commended for their efforts.
Ed Reinhart and Louis Bordas, 718 N. 56th Avenue, requested
permission to solict for the purpose of painting house numbers on
curbs during the summer to earn money for college. Mr. Reinhart
reviewed the City's policy concerning the painting of house numbers
on curbs, stating it is now restricted to non - profit organizations.
He said one individual was granted an exemption, and they are
requesting the same consideration. The Mayor referred them to City
Attorney Vanek to determine the legality of their request. They
were commended for going about this the proper and legal way:
City Attorney Vanek introduced Assistant City Attorney Rod Fitch.
Mr. Fitch announced that he has decided to run for the :public
office of District Court Judge. He was wished well by the Council.
8. PRESENTATION BY LON WYRICK,' CONFERENCE OF GOVERNMENTS, ON I -82
STUDY (BRING MATERIAL PREVIOUSLY DISTRIBUTED)

Lon Wyrick, Conference of Governments, gave the Council a
presentation on the I -82 study. He reviewed the information the
Council previously received. The I -82 Corridor, the widening of
Fair and Yakima Avenues and Nob Hill Boulevard was discussed, along
with other recommended street improvements. Engineering and
Utilities Director Covell, discussed the possibilities of the
proposed street improvements. Mr. Covell stated with a "fast
track" participation, the construction could feasibly be finished
in a few years. In response to Council member Buchanan's
questions, Community and Economic Development Director Rice stated
that the Eastside Annexation Phase I has been completed and' Phase
II is about 68% complet. Mayor Berndt stated she was happyto see
that there would be improved access for bikers and pedestrians to
the Greenway. The possibility of relocating Trail Wagons was
discussed. Following further staff and Council discussion,!it was
MOVED BY SIMS, SECONDED BY BUCHANAN, TO ACCEPT THE REPORT. The
motion carried by unanimous voice vote. Barnett absent.
9. REPORT FROM ASSISTANT CITY MANAGER REGARDING REBOUND PLUS PROGRAM
Fred Stouder, Assistant City Manager, discussed the Rebound Plus
Program, and requested additional personnel positions to accelerate
the program. Mr. Stouder stated the program is progressing nicely.
It was MOVED BY BUCHANAN, SECONDED BY SIMS, TO ACCEPT THE'REPORT
AND AUTHORIZE THE APPROPRIATE ENABLING LEGISLATION TO BE PREPARED.
The motion carried by unanimous voice vote. Barnett absent.'
* 10. CONSIDERATION OF RESOLUTION AUTHORIZING SALE OF SURPLUS CITY JAIL
KITCHEN EQUIPMENT
RESOLUTION NO. D -5739, A RESOLUTION authorizing the sale of
miscellaneous kitchen equipment to the 40th Avenue Swap Shop.

*11. SET DATE OF PUBLIC MEETING FOR MAY 22, 1990 FOR CREST LINEN RIGHT -
OF -WAY VACATION (VICINITY OF 5TH AVENUE AND "I" STREET)
May 22, 1990 was set as the date of public meeting on the right -of-
way vacation of the alley between North 5th and 6th Avenues,
beginning at "I ".Street, as requested by Crest Linen.
*12. SET DATE OF PUBLIC MEETING FOR MAY 22, 1990 FOR ROBERTSON
ELEMENTARY SCHOOL APPEAL REGARDING REQUIREMENT OF PEDESTRIAN
CROSSING ON LINCOLN AVENUE
May 22, 1990 was set as the date of public meeting on an appeal of
the Hearing Examiner's decision requiring a pedestrian crossing on
•Lincoln Avenue for Robertson School.
*13. APPROVAL OF RIGHT -OF -WAY USE PERMIT FOR YAKIMA ORTHOPEDIC &
FRACTURE CLINIC TO PLACE SIGN IN RIGHT -OF -WAY AT 1515 W. YAKIMA
AVENUE .�.
The Right -of -Way Use Permit requested by Yakima Orthopedic &
Fracture Clinic to place a sign in the right -of -way at 1515 West
Yakima Avenue, was approved.
*14. CONSIDERATION OF LEGISLATION REGARDING CITY MANAGER'S OFFICE
STAFF:
A. FIRST READING OF AN ORDINANCE AMENDING THE 1990 BUDGET,
APPROPRIATING FUNDS FOR OFFICE STAFF AND EQUIPMENT (NO FORMAL
ACTION REQUIRED THIS MEETING)
An Ordinance appropriating funds for office staffing and equipment
in the City Manager_ /Council Office, having been read by title only,
was laid on the table for one week, until May 15, 1990.
B. AN ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION PLAN

ESTABLISHING THE POSITION OF ADMINISTRATIVE ASSISTANT TO THE
CITY MANAGER
ORDINANCE NO. 3265, AN ORDINANCE relating to City personnel;
adopting a classification and compensation plan for City employees
to be effective June 10, 1990; amending Subsections 2.20.100 A,
2.20.100 B, 2.20.100 C, 2.20.110 A, 2.20.110 D, and Subsection
2.20.110 F, all of the City of Yakima Municipal Code.
*15. CONSIDERATION OF AN ORDINANCE AMENDING THE MUNICIPAL CODE RELATING
TO IMPOUNDMENT OF NUISANCE VEHICLES ABANDONED ON RIGHTS -OF -WAY
ORDINANCE NO. 3266, AN ORDINANCE relating to traffic; regulating
vehicle impoundment; exercising municipal powers in accordance with
RCW 46.55; amending Subsection 13 of Section 9.48.010 of the City
of Yakima Municipal Code.
*16. SECOND READING OF AN ORDINANCE AMENDING THE 1990 BUDGET,
APPROPRIATING ADDITIONAL FUNDING TO REPO ER CITY PUMPER NO. 11
An Ordinance appropriating additional funding to repower City
Pumper No. 11, having been read by title only at the April 24, 1990
meeting, was brought before the Council for a second reading.
. ORDINANCE NO. 3267, AN ORDINANCE amending the 1990 budget for the
• City of. Yakima, Making an appropriation of $11,587 in the Fire
Capital Fund for expenditure during 1990 for repairing and
repainting a 1976 pumper.
* 17. FIRST READING OF AN ORDINANCE AMENDING THE 1990 BUDGET,
APPROPRIATING FUNDS FOR MANAGEMENT COMPENSATION ADJUSTMENTS FOR
1990, AS PREVIOUSLY APPROVED ON APRIL 10TH (NO FORMAL ACTION
REQUIRED THIS MEETING)
An Ordinance appropriating funds for management compensation
adjustments for 1990, as approved by Council on April 10th, having
been read by title, was laid on the table for one week, until
May 15, 1990.

18. OTHER BUSINESS
Fire Chief Beeson discussed the fire at the Holtzinger Building.
Chief Beeson stated that a visiting Fire Chief, who was attending
the Fire Command School, used a video camera and a radio to record
the fire. Chief Beeson played a portion of the video tape for the
information of the Council and audience. Chief Beeson explained
the step by step decisions that the Fire Department makes in fires
such as this. He commended his personal staff and the other fire
departments in the Valley for the expert manner in which they
handled the crisis. There were only two injuries from the fire,
neither life threatening. The Council thanked the Chief and his
staff for their hard work, and discussed letters of commendation.
City Manager Zais and the Council stated this fire was a good
example of the need for 911 being implemented in our City.
It was MOVED BY PECHTEL, SECONDED BY BUCHANAN, TO PREPARE A
REDEVELOPMENT SITE PLAN LOOKING AT TWO OR THREE LOCATIONS
IDENTIFIABLE LAND ASSEMBLAGES AT 750,000 - 100,000 SQ. FT. FOR MALLS,
WITH TRAFFIC, PARKING AND CIRCULATION INCLUDED AND SITE PLANS WHERE
SOMETHING LIKE THIS COULD'BE DONE IN THE DOWNTOWN AREA, REPORT TO
BE COMPLETED WITHIN A COUPLE OF MONTHS. The motion carried by
unanimous voice vote. Barnett absent.
Executive Session Regarding Acquisition of Property
It was was MOVED BY BUCHANAN, SECONDED BY SIMS, TO MOVE; INTO
EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING ACQUISITION OF
PROPERTY WITH IMMEDIATE ADJOURNMENT THEREAFTER. The motion carried
by unanimous voice vote. Barnett absent.
