LUNCHEON MEETING WITH PARKS AND RECREATION COMMISSION The City Council met in session on this date at 12:00 Noon at the Red Lion, Yakima, Washington. Mayor Pat Berndt, presiding, Council members Clarence Barnett, Henry Beauchamp, Lynn Buchanan (present after 1:00 P.M.), George Pechtel, Skip Semon and Bernard Sims present on roll call. Parks and Recreation Commission members present were Robert Busse, Mark Graham, Bowden Hepler, Thomas Burson, and Mike Nixon. Staff members present were Dick Zais, City Manager, Jerry Copeland, Public Works Director, Dave Flaherty, Parks & Recreation Manager, Denise Nichols, Recreation Program Supervisor, John Marsh, Parks Operation Supervisor, Glenna Thon, Aquatics Program Supervisor, and City Clerk Roberts. Dave Flaherty gave a slide presentation showing the various Parks and Recreation facilities, responding to Council's questions, as the questions arose on the various facilities. Mr. Flaherty pointed out capital project and maintenance needs at several of the facilities; cracking problems at Ike tennis courts, renovation' needs of arts center and nature trail at Randall Park, additional -parking forKiwanis Park, restroom renovation at Milroy Park, and grounds work including arborvitae at the cemetery. Council members and staff also discussed the usage'of the different facilities and parks. Mr. Flaherty stated the Division's next project will be to address the Hispanic community needs. Mr. Flaherty distributed copies of the Parks and Recreation Division's Annual Report for 1989. There was a brief discussion regarding a tree replanting program, and possible sources of funding. (Council member Beauchamp absent after 1:23 P.M.) Mr. Flaherty announced he requested a one week delay on his report to Council on Fisher Park Golf Course, stating the monitoring of the third hole was just completed. City Manager Zais stated that Council member Beauchamp had been concerned with problems in Martin Luther King Park and asked how staff plans to address these problems this summer. Denise Nichols stated there will be a YMCA program in that park and there will be a City program at the Southeast Community Center. Staff was requested to check on a possible requirement in the Gilbert Park donation deed requiring a small area there for children, like a sand box. Responding to a suggestion, staff also indicated they would look at using wooden trash receptacles in the parks made by the Boy Scouts. The meeting adjourned at the hour of 1:30 P.M.
