JANUARY 2, 1990
STUDY SESSION /BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in the Council
Chambers of City Hall, Yakima, Washington. Mayor Pat Berndt, presiding,
Council members Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Bernard
Sims, and Skip Semon present on roll call. City Manager Zais, City Attorney
Vanek, City Clerk Roberts and Deputy City Clerk Toney also present.
2. INVOCATION
•
The Pledge of Allegiance was led by Council member Barnett.
3. ADMINISTRATION OF OATH OF OFFICE BY THE CITY CLERK FOR NEWLY ELECTED COUNCIL
MEMBERS BEAUCHAMP, SEMON AND SIMS
Skip Semon having been elected to the office of Council member, and Henry
Beauchamp and Bernard Sims, having been re- elected at the November 7, 1989
election, and the oath of office having been administered by the City Clerk,
are now duly seated as Council members for the City of Yakima.
4. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
• Council member Sims commented that the downtown area has been cleaned up and
new bark placed in the planting areas. He commented that the downtown area
looks better than it has for quite some time, and hopes the interest will
continue. Council members Beauchamp and Buchanan complimented staff for an
outstanding job on the Christmas decorations in the downtown area this past
holiday season.
5. MINUTES OF THE NOVEMBER 28, 1989 COUNCIL MEETING AND BUDGET REVIEW SESSIONS
It was MOVED BY BUCHANAN, ' SECONDED " BY BARNEIT, TD' APPROVE ` THE . MINUTES OF THE
NOVEMBER' 28;':,1989 COUNCIL° MEETING 'AND` BUDGET - REVIEW SESSION. The motion
carried by a unanimous voice vote.
6. AUDIENCE PARTICIPATION
Mayor Berndt read a proclamation designating the month of January as "National
Blood Donor Month" in the City of Yakima and urged citizens to become aware of
the services of the Red Cross and support the needs of the Yakima Valley
through the local Red Cross Chapter. The proclamation was accepted by Carter
Taylor on behalf of the American Red Cross, and citizens were encouraged to
donate a pint of blood.
Mayor Berndt read a proclamation declaring January 9, 1990, as "Drug Free
• Business Day" in the City of Yakima, and encouraged businesses in the County
of Yakima to adopt a drug free policy and to take part in the training
sessions sponsored by a number of agencies in the City. The proclamation was
accepted by the Director of the Coalition for the War on Drugs, Frank Glaspey.
Dave Cummins and Dennis Patrick, Co- Chairmen of the Job Services Employment
Advisory Committee, addressed Council briefly, encouraging all of the
businesses to participate January 9th in the seminar that will take place on
that day. Council members were invited to attend the seminar at the expense
of the Job Services Employment Advisory Committee. Mayor Berndt thanked Mr.
Cummins and Mr. Patrick for the effort they are putting forth to make Yakima
a drug free work place.
7. ELECTIONS
A. MAYOR
This being the time for the election of Mayor, Council member Sims nominated
Pat Berndt as Mayor for the next two years. Council member Beauchamp
nominated Lynn Buchanan for Mayor. Council member Buchanan expressed his
appreciation, but declined the nomination, stating he does not have sufficient
time to devote to the office of mayor. It was MOVED BY BEAUCHAMP - , SECONDED

B. MAYOR PRO -TEM •
Council member Beauchamp nominated Lynn Buchanan for the office of Mayor Pro
Tem. There. being no further nominations, it was MOVED BY BEAUCHAMP, SECONDED

8..: APPOINTMENT OF NEW COUNCIL MEMBER TO FILL DISTRICT #4 VACANCY
Mayor Berndt reported that Council interviewed the ten candidates who applied
for the Council position created by the "resignation of Lynn Carmichael.
Council member Beauchamp stated all of the candidates were impressive,
however, only one can be nominated and he would like to nominate George
Pechtel. The question was called for a vote on the nomination. The
nomination motion carried by a unanimous voice vote. Mayor Berndt and
Council member Beauchamp encouraged the unsuccessful candidates to consider
serving on one of the many City Boards and Commissions.
George Pechtel, having been elected to fill District #4, was administered the
oath of office by the City Clerk, and was duly seated as a Council member for
the City of Yakima.
9. CONSIDERATION OF APPOINTMENTS TO BOARDS, COMMISSION AND COMMITTEES OF THE
COUNCIL
Mayor Berndt stated this is the time to make appointments to the Boards,
Commissions and Committees of the Council. She indicated some of the Council
members might like to change their areas of service and encouraged them to

indicate their preference. Mayor Berndt indicated appointments will be made,
starting at the top of the list and working through the Boards and
Commissions, etc.
Yakima County District Board of Health
Mayor Berndt indicated she is willing to remain on this Board and Council
member Barnett is the Chairman for 1990. Council member Beauchamp and Sims
indicated they would like to remain as alternate representatives due to
conflicting meetings.
Conference of Governments
Council members Beauchamp and Buchanan agreed to serve as alternate
representatives. Council member Pechtel agreed to serve as the primary
representative.
Joint Board for Urban Area Planning
George Pechtel agreed to serve as the primary representative; Council member
Barnett. will remain as the'alternate representatave. (* *See notation at the
end of the minutes.)
Downtown Area Redevelopment Committee
Council member Semon agreed to serve as the representative to this - Committee.
Westside Merchant Association
Council member Semon agreed to serve as representative to this Association.
Yakima Air Terminal Board

Council member Buchanan agreed -to remain as the primary representative and
• Council member Barnett will serve as the alternate.

Council member Sims agreed to serve as the primary representative and Council

Emergency Medical Services Advisory Council
Council member Buchanan stated this meeting conflicts with other meetings and
would like to be relieved of this responsibility. Mayor Berndt indicated she
mill the responsibility of serving on this Council.
Local Emergency Planning Commission
Council member Beauchamp agreed to serve as the primary and Council member
Barnett will serve as alternate.
Local Emergency Planning Commission (Executive Board)
Council member Beauchamp agreed to serve as the primary and Council member
Barnett will serve as the alternate.
Yakima- Kittitas Resource Conservation & Economic Development
Council member Beauchamp agreed to remain as the primary and Council member
Pechtel will serve as the alternate.

Chamber of Commerce Board

Mayor Berndt agreed to serve as the primary representative to this Board.
COG Executive Board
Council member Barnett stated he is willing to continue to serve on this
Board.
Visitors and Convention Bureau Advisory Board
Council member Semon volunteered to serve on this Board.
Yakima Sunfair, Inc.
Mayor Berndt indicated she will remain as representative on this Board.
Yakima Greenway Foundation
Council member Sims agreed to remain as primary representative on this Board,
with Council member Pechtel as the alternate.
COMMISSIONS /BOARDS (Mayor Stipulated)
Police Relief & Pension Board
Mayor Berndt will continue to serve as the primary representative.
Fire Relief & Pension Board
Mayor Berndt will continue to serve as the primary representative.
Yakima County Emergency Services Council
Mayor Berndt will continue to serve as the primary representative.
Yakima Council Emergency Services Executive Board
Mayor Berndt will continue to serve as the primary representative.
District Court Committee for Yakima County District Court
Mayor Berndt will continue to serve as the primary representative. She
indicated this committee has'not met since she has been mayor.

Yakima Clear Air Authority Board
Mayor Berndt will continue tb serve as the primary representative.
Military Assistance Safety and Traffic Committee
Council member Buchanan stated he is willing to continue serving on this
Committee, however, if 'another Council member is interested, he will
relinquish his responsibility. He indicated he has not been able to attend
very many meetings because they meet once a month at Fort Lewis, from 12:00
III to 2:00 P.M. None of the other Council members expressed a desire to serve on
this Committee, therefore, Council member Buchanan will continue. •
State Boards and Commissions
Association of Washington Cities (AWC)
Council member Buchanan will serve as the Council representative as he is on
the AWC Board.

State Centennial Celebration Committee
It was the consensus of the Council that this Committee be deleted as the
state centennial has passed.
Other Current Committees of the Council
Transit
Council members Buchanan and Sims indicated they will continue to serve on
this Committee, and Council member Semon agreed to serve on this committee to
fill the vacancy. No one volunteered to serve as the alternate.
Hearing Examiner Review Committee
Council member Barnett indicated he would serve on this Committee.
SunDane Steering Committee /Liaison with Yakima County and Fairgrounds
Council member Barnett will serve as the Council representative on this
Committee. The City Manager also serves on this Committee.
Labor /Management Committee
Council member Semon volunteered to serve on this Committee.
Public Safety Committee Re: Joint Law Enforcement Facility, 911 and
Consolidated Communications
Council member Barnett stated he would like to be one of the primary
representatives. Council member Semon agreed to serve as the alternate.
County Wide Coalition for the War on Drugs
Mayor Berndt stated she will continue to serve on this Committee, however, a
Council member from another City is needed. She said if anyone knows of a
Council member from another 'City willing to serve on this Committee to let her
know. -
Committees for Appointments to Boards and Commissions
Air Terminal Board
Council member Barnett volunteered to serve on this Board.

City Employees Civil Service Commission
Council member Pechtel indicated he would like to serve on this Committee.
Community Development Advisory Committee
Council member Pechtel volunteered to serve on this Committee.
Community Programming Advisory Committee
CdUncil member Sims was appointed to serve on this Committee.
Housing Authority Committee
Council members Beauchamp, Buchanan and Sims indicated they will continue to
serve on this Committee.
Parks and Recreation Commission
Council member Sims indicated he would like to serve on this Commission.
Regional Library Board
Council members Barnett, Beauchamp and Buchanan indicated they will continue
to serve on this Board.
Regional Planning Commission •
Council members Pechtel, Semon and Mayor Berndt agreed to serve on this
Commission.
Yakima Center Advisory Board
Barnett, Buchanan and Sims indicated they will to continue serving on this
Board.
Local Review Board for Historic Preservation
Mayor Berndt indicated this is a new Board and the Council members serving on
this Committee will select people to view the homes and review the
applications for historic preservation. Council members Beauchamp, Pechtel
and Mayor Berndt volunteered to serve on this committee.
Mayor Berndt stated a vacancy still exists on the District Board of Health
which meets monthly from about 12:00 noon to 2:00 P.M. or sometimes 3:00 P.M.
Council member Beauchamp stated he is willing to serve as the primary as long
as the alternate is willing to attend when he has to be out of town. Council
member Pechtel stated he is willing to serve as the alternate, along with
Council member Sims.
Council member Pechtel asked if .notices of the meetings are sent out to
Council members regarding meeting dates, times and places. Council member
Buchanan indicated the Health District is real good about confirming that you
will be there and to ask what you would like for lunch. Mayor Berndt
indicated that the Health District Board also sends out packets and minutes
prior to the meeting.
City Manager Zais pointed out that Council also needs to appoint
representatives to the various Boards and Commission, however, they may not be
prepared to make those appointments until after the Council /Committees have
met and reviewed the applications.
Council member Barnett stated he recalls that Council confirmed Bob Clem to
the Yakima Air Terminal Board, and he sees no reason why Council cannot act on
that today. Therefore, it was MOVED BY BARNE°IT, SECONDED - BY` " BUCHANAN, TO
CONFIRM THE ": REAPPOIN1T LENT OF "BOB - "CLEM ` " TD :THE AIRT TERMINAL BOARD. The motion
carried by a unanimous voice vote.
Council member Barnett suggested advertising for applicants for the Board of
Appeals so the two vacancies can be filled. Code Manager Shampine stated he
is notifying possible interested parties, therefore, he does not think it is

necessary for the City Clerk to advertise in the newspaper; this was the
consensus of the Council.
It was also the consensus of the Council that the applications for the
Community Development Advisory Committee be reviewed by the Council Committee
prior to an appointment being made. Mayor Berndt stated she believes the
Council Committees should meet to review the applications for all of the
vacancies prior to any appointments being made by Council. This was the
consensus of the Council also.

City Manager Zais recommended that Deborah Krautwurm and George Reed be
reappointed to the Utility Rate Advisory Board .(URAB) as they have served
well in the past and have indicated a desire to be reappointed. It was MOVED

.REAPPOINTED':TO" "THE: `UTILITY' - " RATE ADVISORY' BOARD' 'motion ca by a
unanimous voice vote. City Manager Zais pointed out that this action still
leaves one vacancy on the URAB.

Discussion ensued about the Local Review Board for Historic Preservation.
Council member Barnett suggested re- advertising for this Board and the Council
concurred. George Pechtel indicated he is aware of some local architects who
are interested in serving on this Board. It was the consensus of the Council
to re- advertise for this Board.
City Manager Zais and John Hanson pointed out that the vacancy on the
Downtown Area Redevelopment Committee (DARC) is one that Council recommends,
however, the appointments must be made by certain areas of'the 16 square block
downtown core area. Mr. Hanson stated this committee meets this week and will
make recommendations for approval by Council.
Mayor Berndt indicated the Yakima Center Advisory Board also has quite a few
applications which need to be reviewed by the Council Committee prior to
appointments being made. She urged the Council Committees to meet and make
recommendations to fill the vacancies so the Boards and Commissions can meet
' on a timely fashion.
Council member Barnett asked if the Eastern Washington Legislative Committee
should be added to this list? City Manager Zais supported this idea, stating
in the past any available Council member has attended the meetings, however,
it would be to the City's advantage to have one or two designated
representatives. He stated this group will meet more frequently the next
couple of months during the' legislative session. He said the idea of this
group is to assist in formulating the consensus position for legislative
action from eastern Washington cities. Council member Buchanan stated the
Council needs to determine how the City wants to maintain its posture with
• this organization and with the Association of Washington Cities (AWC). He
said currently there are.two positions that Yakima could fill on the Board of
Association, i.e., the At Large Position representing Eastern Washington; the
other is the District Position which is the immediate area around Yakima. He
indicated Yakima has been represented by the Mayor of Toppenish for many years
• in the District Position. Council member Buchanan stated when Lynn Carmichael
was the At Large representative, the City had representation,on the Board, •
followed by his representation as the At Large representative for Eastern
Washington. He stated there needs to be more Council input as to what is
going on in the Association of Washington Cities. He stated if the City of
Yakima wants to get any legislation passed, we must be interacting primarily
with the AWC Committees, the Board, etc. Council member Buchanan cautioned
that we need to stay active in Eastern Washington, but must work harder to

stay involved in Western Washington because that part of the state carries
most of the votes. He stated there are four AWC Board meetings a year, a
Legislative meeting and an Annual Convention, which are almost always held at
Sea -Tac. Mayor Berndt indicated she would be willing to serve as a Council
representative to AWC. City Manager Zais explained that advancement beyond
the Legislative Committee is by election. He stated Lynn Carmichael and Lynn
Buchanan have previously advanced to Board positions by running at the Annual
Convention. Council member Buchanan emphasized that it is important to have
representation on the Resolutions Committee. Council member Pechtel
volunteered to be on the Resolutions Committee and Mayor Berndt volunteered
to serve on the Legislative Committee. Discussion followed regarding the
Eastern Washington Cities Committee and Council did not establish designated
representatives, but rather, all Council members were encouraged to attend
some of these meetings.

City Manager Zais stated he included in today's packet a copy of the Chamber
of Commerce's priority statement for 1990 of which the City's legislative
priority for law and justice is listed as their first item. Mayor Berndt
asked that a letter of appreciation be drafted to the Chamber of Commerce for
their response to that issue.
Council member Barnett asked if the other Council members have seen the
taxpayer petition to the County Commissioners and City Council regarding the
proposed 19.2 million dollar joint City /County law enforcement and jail
facility? Mayor Berndt stated` we obviously need to clarify our message
regarding this issue. Council member Barnett stated his concern is that he
has observed this petition in various stores and believes the citizens are
_: signing it withoutr.knowing -what they`are signing. Mayor Berndt, stated we need
to address some of the issues more clearly asito why that alternative is not
. really viable.
10. OTHER BUSINESS

Police for November 1989 and Narcotics Enforcement Update. 12/15/89; Letter
from U.S. Department of Housing and Urban Development regarding Community
Development Block Grant Statement, 12/26/89; Assignments Pending for Office of
Environmental Planning, 12/26/89; Agenda for the December 20, 1989 Yakima
District Board of Health and minutes of its November 29, 1989 meeting; and
Minutes of the October 25, 1989 Yakima Housing Authority Board meeting.
11. ADJOURNMENT
There being no further business to come before the Council, it was MOVED BY
BUCHANAN, SECONDED BY BARNETT, THAT THIS MEETING BE ADJOURNED AT THE HOUR OF
3:30 P.M. The motion carried by a unanimous voice vote.

* *Note: At the February 6, 1990 meeting Council meeting Council member Barnett
requested that ,a correction be made to the January 2, 1990 Council
minutes regarding the Council representatives who will be serving on the
Joint Board for Urban Area Planning. Therefore, it is hereby noted that
Council members George Pechtel and Clarence Barnett agreed to serve as
the primary representatives to the Joint Board for Urban Area Planning.
