The commission shall always include at least one professional who has experience in identifying, evaluating, and protecting historic resources and are selected from among the disciplines of history, architecture, architectural history, landscape architecture, historic preservation, planning, folklore, cultural anthropology, prehistoric and historic archaeology, American studies, curation, traditional building crafts, the practice of historic rehabilitation or restoration, finance and banking, law, and real estate, or related disciplines. • Responsibilities: Make determinations concerning the eligibility of historic properties; verify that improvements are consistent with Washington State Advisory Council's Standards for Rehabilitation and Maintenance; enter into agreements with property owners for the duration of the special valuation period; approve or deny applications for special valuation; monitor the property for continued compliance with the agreement. Lodging Tax Advisory Committee (LTAC) ,' `' 'y `I . • 2 year term - 9 members .• _ �� • Membership requirements: Must either be a representative of a business required to collect the lodging tax or a person involved in activities authorized to be funded by the revenue received from the lodging tax. One member is the Mayor or Council member and serves as Chair. • Responsibilities: The Advisory Committee shall review and comment on any proposed imposition of a lodging tax, any proposed increase in the lodging tax rate, any proposed repeal of an exemption from a lodging tax, or any change in the use of revenue received from the lodging tax. Have knowledge and/or experience in tourism, convention, and/or business. Diversity of backgrounds, ethnicity, gender, education, cultures, industries, business experience, etc. desirable. Must be bondable. • Responsibilities: To govern the affairs of the Public Facilities District including: approval of changes in the district's bylaws; oversee the general operation and structure of the district; interface with and advise the Yakima City Council, City Manager, and City Staff on operations of the District; interface with the hotel/motel owners and other convention and tourism related businesses within the District. The District was established to lease and operate the Yakima Convention Center. This allows for a portion of the sales taxes currently collected and sent to the state to be directed back to the PFD. These funds will be used to finance the expansion of the Convention Center. Tourism Promotion Area (TPA) {Previously known as Hotel/Motel Commission} 3 Year Term - 7 members Membership requirements: Voting members must be operators of lodging businesses within the Yakima County Tourism Promotion Area or employed by the operator of such a lodging business. Must be nominated by the Yakima Valley Lodging Association. • Responsibilities: An advisory body to make recommendations to the City Council concerning all annual budgets; however, the City Council of the City of Yakima shall have the ultimate authority to set and approve all annual budgets. 1116401 YAKIMA VALLEY r c 1®n YAKIMA TRAVEL GUIDE .•��. VALLEY Tree City USA Board 3 Year Term — 5 Members • Membership requirements: City Arborist and Yakima Arboretum are members. At least two of the members shall be tree care specialists. Members must be city residents, except the the city arborist, the tree care specialists and the member recommended by the Yakima TREE CITY USA' residents although those seats should be filled with city residents when possible. Responsibilities: Studying, investigating, developing, updating, and administering a written plan for the care, preservation, pruning, planting, replanting, removal, or disposition of trees and other plantings in City parks, along City streets, and in other City-owned public areas. Responsibilities: Development and operation of programs to provide improved housing for low-income families and individuals, throughout the City; and cooperation with other agencies in neighborhood improvement programs, and provision of housing for displaced persons. - _ It '% ..t4.- .., . r r„,„_ 18 BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE 3 Year Term—7 Members (limited to 2 full consecutive 3 year terms--reappointment after 2 full consecutive terms may be made after at least a 1 year absence) Membership Requirements • Members must be city residents. • One of the members shall represent the Yakima Greenway. • In addition, 2 city employees shall be appointed by the City Manager and shall include a representative from the Planning Division and the Engineering Division and,the staff liaisons shall be non-voting members of the committee. Responsibilities To provide a community-based advisory committee for the review, comment and idea generation related to the development, maintenance and planning of the network of facilities for bicycles and pedestrians including public streets, sidewalks, bike paths, pathways and related improvements; and to work with staff, committees, schools,affected residents, and neighborhoods or other interested groups on bicycle/pedestrian projects and implementation. Meetings per Month One meeting per month—10:00-11:30 on the second Wednesday of each month. Staff Member Attendance • 2 staff members from Planning: Planning Manager Joseph Calhoun and Senior Planner Trevor Martin. • 2 staff members from Engineering: City Engineer, Bill Preston and Robert Washabaugh, Supervising Traffic Engineer. • YPAC staff. Staff Time Devoted Each Month Anywhere from 1-5 additional hours to prepare materials, depending on the agenda topic. Recent Accomplishments Pedestrian Master Plan. Upcoming Issues&Goals • ADA transition Plan. • Title 12 updates. • Project-level discussions: WOD bridge, Cowiche Trail, Greenway connections. Statutory Requirements • None. • Due to staffing time and resources, the Bike/Ped Committee was disbanded in January 2012 (after staff support was removed in 2010) and re-established in June 2016. 19 BOARD OF APPEALS 3 Year Term—7 Members Membership Requirements Members who are qualified by experience and training to pass on matters pertaining to building construction and are not employees of the jurisdiction, and who shall be appointed from the following areas: one architect; one engineer, one building and construction contractor; one developer; one representative from the general public, one Washington state journeyman plumber;and one Washington state journeyman mechanical contractor. Responsibilities Hears appeals from decisions of the Building Inspector relating to building construction or on matters concerning alternate materials or methods of construction. Meetings per Month The board only meets if there is an appeal of a decision made by the building official that an applicant may believe is improperly or incorrectly rendered--there has only been cause to meet one time in the last 15 plus years. Staff Member Attendance Building Official or Codes Official depending on the matter. Staff Time Devoted Each Month Not consistent—the Board is only called to meet if there is an Appeal. State Statutory Requirements Section 113 of the Washington State Building Code as amended by Yakima Municipal Code Section 11.04.113. 20 CHARTER CIVIL SERVICE and POLICE & FIRE CIVIL SERVICE 2 Commissions/1 Board -6 Year Terms—3 Members each—4 Board Members Total (2 Dual positions) Membership Requirements Dependent on position,City Charter, RCW: U. S. Citizen, 3-year city resident, registered voter. Appointment • 1-dual position appointed from names submitted to Council via City employee's referendum. • 1-dual position appointed from names submitted by 2 Charter Civil Service Commissioners. • 2-single commission positions formally recommended to City Manager by respective Commissioners; appointment ratified by the City Council. Note:Commission appointments for dual Commissioners are ratified separately to maintain staggered dates required by City Charter and RCW's. Responsibilities Adopts rules, administers merit principles governing the appointment, promotion, transfer, lay-off, removal, discipline and welfare of the classified employees other than Police and Fire. Meetings per Month One meeting per month—First Monday @ 3:30 pm. Staff Member Attendance • Civil Service Chief Examiner. • Senior HR Specialist. • Various Directors, Managers, Supervisors depending on the agenda items. • YPAC staff. Staff Time Devoted Each Month Approximately 3 Human Resource/Civil Service FTE's plus additional Human Resource and management staff time contributing to job classification updates, Civil Service recruitments, exam development and administration, and other Civil Service issues. Recent Accomplishments • Multiple classification updates. • Provides administrative authority to Chief Examiner for ongoing recruitments, including screening,testing, hiring, as well as all other Civil Service related issues. Upcoming Issues&Goals • Ongoing goal and objective of the Civil Service Commission is to establish,administer and oversee, in compliance with the City Charter, RCW's and other applicable laws,a system of administrative rules, policies and procedures by which appointment, promotion, discipline, and continued employment within the classified service of the City of Yakima shall be governed. • Issues are addressed monthly per agendas prepared by the Commission's Chief Examiner. Statutory Requirements • Yakima City Charter—Article XV Civil Service • RCW 41.08.030 Civil Service for City Firefighters • RCW 41.12.030 Civil Service for City Police 21 CITY OF YAKIMA PLANNING COMMISSION 4 Year Term—7 Members (2 consecutive terms, may again serve after 2 years from end of second term) Membership Requirements No person shall hold the office of member of the City Planning Commission unless that person is a resident of the City or an owner of a business or real property that is located within the City of Yakima. Responsibilities include but are not limited to: • Serving as the long-range planning body for the City of Yakima; • Monitor the growth and development of the City and continually reevaluate and recommend to the City Council revisions to the comprehensive plan and zoning ordinance for the City and the subdivision ordinance of the City; • Investigate and make recommendations on other land use matters as may be requested by the City Council or on its own initiative; • Study and report on all proposed text changes to land use ordinances; • Advise the City Council on land use matters or other matters requested by Council; and • Monitor the hearings of the hearing examiner in order to remain informed on development activities, public concerns and the decisions of the hearing examiner Meetings per Month 2 meetings each month—3:00 pm on the 2nd and 4' Wednesday. Staff Member Attendance • Planning Manager Joseph Calhoun and Planning Technician as well as: additional Planning staff will attend if presenting for a public hearing • Legal and other staff from Codes or Engineering will attend if needed. • YPAC staff. Staff Time Devoted Each Month Meetings average about 60 to 90 minutes depending on the agenda. Preparation time varies from 1 or 2 hours, but if there is a public hearing scheduled it takes significantly more staff time to prepare the record and draft the staff report/recommendation. Recent Accomplishments • 2021 Comprehensive Plan Amendment/Rezone applications. • Housing Action Plan. • Shoreline Master Program and Critical Areas Ordinance updates. Upcoming Issues&Goals • March 23, 2022 public hearing scheduled to review text amendments related to Housing Action Plan implementation and general zoning ordinance cleanup. • 2022 Comprehensive Plan Amendment/Rezone process is open and accepting applications through the end of April. State Statutory Requirements • Required under the Growth Management Act(GMA), RCW Ch. 35.63. 22 COMMUNITY INTEGRATION COMMITTEE 4 Year Term—7 Adult Members&2 Youth Members (16-22 at time of appointment){No member may serve more than 2 full consecutive terms on the committee} Membership Requirements • Must be a City resident. Responsibilities include, but are not limited to: • Advise the Yakima City Council on ways to improve community engagement, diversify the City government and workforce, provide additional review of policies,ordinances, and resolutions if requested to do so by the City Council, and give a voice to all Yakima residents. • The committee generally shall serve in an advisory capacity to the City Council concerning community integration within the city, specifically in the following three capacities: (1) When requested by the City Council,to apply an integration lens, focusing on equity and access, to evaluate policies, resolutions and ordinances for their potential impact(positive and/or negative) on community integration and provide feedback in the form of an oral or written report for the City Council's review prior to passage. (2) Provide recommendations to the City Council on methods to elevate the sense of belonging and civic pride among Yakima residents through increased engagement and investment,and aid the City Council in this area when requested and as appropriate. (3) Assist and provide advice regarding outreach and education to empower Yakima residents to be actively engaged in the community and in their neighborhoods. (b) Assist the City Council on specific projects delegated to the committee by the City Council. Meetings per Month The committee generally conducts 2 meetings each month. Staff Member Attendance • Communications& Public Affairs Director Randy Beehler and other City staff members as needed. • YPAC staff. Staff Time Devoted Each Month Approximately 6 hours of City staff time is devoted each month. Recent Accomplishments Development of a short-term work plan and a long-term work plan. Both plans provide frameworks for the committee to utilize to direct its efforts and to focus its energies. The work plans identify issues and areas of emphasis the CIC intends to address during its meetings. Upcoming Issues&Goals The CIC is currently facing challenges regarding retention and recruitment of members. The committee intends to address those challenges by launching an effort to identify potential members, provide those potential members with information about the work of the CIC,and encourage those potential members to submit applications to serve on the committee. State Statutory Requirements None. 23 HENRY BEAUCHAMP JR. COMMUNITY CENTER ADVISORY COMMITTEE 4 Year Term—7 Members Membership Requirements Must reside within the city limits of Yakima. Responsibilities To make recommendations to the Operator and City regarding management policies,operations, maintenance,and capital improvement needs. Meetings per Month Meetings are held quarterly (January, April,July, October). Staff Member Attendance At least one staff member,typically Public Works Director Scott Schafer. Staff Time Devoted Each Month Approximately an hour a month. Recent Accomplishments • Outreach to Youths"100 Jobs 100 Kids." • Summer Youth Programs—Writing, Math Intervention, STEM and Literacy, Pre-GED, Food Pantry. • Senior Services—senior nutrition and "Meals on Wheels." • Neighborhood Clean Up. • Hosted National Night Out. • Annual Community Holiday Dinner. Upcoming Issues&Goals • Conduct another neighborhood cleanup in April. • Continue youth outreach "100 Jobs 100 Kids." • Summer Youth Programs—Writing, Math Intervention, STEM and Literacy, Pre-GED, Food Pantry. • Senior Services—senior nutrition and "Meals on Wheels." • Host National Night Out. • Annual Community Holiday Dinner. • Afternoon School Program (Visual Arts, Culinary Learning, Field Trips, Leadership Training, Recreation/Tutoring, Wellness Training). • Parent Groups. Recent Accomplishments • Historic Preservation Element which was incorporated into the 2040 Comprehensive Plan. • Fruit Row Intensive Level Survey. • North Naches Ave. reconnaissance level survey. • South Naches Ave. reconnaissance level survey. Upcoming Issues&Goals • Nomination of Fruit Row the National Register of Historic Places (In Progress). • Future goals and discussion—Continuing to strategize ways to encourage residents to preserve and maintain the character of older homes. State Statutory Requirements • Certified Local Government Program (CLG)through the WA State Department of Archaeology and Historic Preservation. 25 LODGING TAX ADVISORY COMMITTEE (LTAC) 2 Year Term—9 Members Membership Requirements • An elected official of the City of Yakima shall serve as Chair of the Committee. • Four members who are representative of the businesses required to collect tax, under Chapter 67.28 of the Revised Code of Washington. • Four members are persons involved in activities authorized to be funded by revenue received under Chapter 67.28 of the Revised Code of Washington. Responsibilities LTAC advises the council on use of the funds, which currently pays the bonds on the 2020 Convention Center expansion, supplies operational and maintenance support of the Center and Capitol Theatre plus some support for the SunDome operations. Meetings per Month The LTAC Committee will meet on the 2nd Friday of March,June,September, and December @ 9:00 AM at the Yakima Convention Center. Staff Member Attendance Director of Finance & Budget and the LTAC Accountant attends the meetings. Staff Time Devoted Each Month Approximately 2 hours to process monthly revenues, expenditure review, and general analysis. Recent Accomplishments • Funded a variety of programs with an emphasis on city-owned tourism related facilities as well as overnight hotel stay hotel generation. • Marketing of Yakima as an overnight tourism destination. Upcoming Issues&Goals • Reduced revenue due to the COVID-19 pandemic. • Ensure marketing efforts are contributing to increased occupancy rates. State Statutory Requirements RCW 67.28. 26 PARKS & RECREATION COMMISSION 4 Year Term—7 Members; 2 Year Term—2 Youth Members (age 16-22 at time of appointment) Membership Requirements Must be a City of Yakima resident. Responsibilities Advises the City Council and Director of Parks and Recreation concerning the formulation of policy, plans and programs to maintain and operate City parks and carry out recreation programs. Meetings per Month One meeting per month. Second Wednesday of the month at 5:30 pm on Zoom or in City Council Chambers-- Meetings last about 1 hour. Staff Member Attendance • Two staff members attend, Ken Wilkinson and Jenise Sanders, unless a presentation is being made by other Parks & recreation Staff members. E.g. Leslie—Harman Center programs. • YPAC staff. Staff Time Devoted Each Month Staff time consists of monthly agenda creation, presentations on various park projects, scheduling presentations,typing meeting minutes,emailing correspondence, Invitations to Parks & Recreation events—Ribbon cutting Ceremonies,etc. 5 hours per month. Recent Accomplishments • Review and approval of the 2022—2027 Comprehensive Master Plan for Yakima Parks & Recreation—14 month process. • Randall Park Pump Track proposal review and approval to move forward to City Council. • Miller Park Improvement project review, improvement suggestions,vetting of amenities and park components,etc. • Washington Fruit Community Center program review. • General park program reviews. Fisher park Golf Course, Harman Center programs &Trips, Baseball/Softball Tournaments schedule review,etc. Upcoming Issues&Goals • Scholarship Fund for swim lessons. • Proposed MLKJr. Park Community Swimming Pool. • Miller Park Improvement project. • Disc golf course for Kids. Responsibilities • To govern the affairs of the Public Facilities District including; approval of changes in the district's bylaws; oversee the general operation and structure of the district; interface with and advise the Yakima City Council, City Manager and City Staff on operations of the District; interface with the hotel/motel owners and other convention and tourism related businesses within the District. • The District was established to lease and operate the Yakima Convention Center. This allows for a portion of the sales taxes currently collected and sent to the state to be directed back to the PFD. Meetings per Month The Public Facilities District Board meets at 10:30 a.m. on the 4th Thursday of January, April,July,and October at the Yakima Convention Center. Staff Member Attendance The Director of Finance and Budget and TPA Accountant are the staff liaisons who attend the meetings. Staff Time Devoted Each Month Approximately 2 hours to process monthly revenues, expenditure review, and general analysis. Recent Accomplishments Together with Council, the PFD Board approved the refinancing of the 2003 Convention Center expansion and dedicated revenues to fund the 2020 Convention Center expansion. Upcoming Issues&Goals The Board recently approved a feasibility study for a parking garage to promote an economic development opportunity of a possible new hotel across from the Yakima Convention Center. State Statutory Requirements None. 28 TOURIST PROMOTION AREA (TPA) (Previously known as Hotel/Motel Commission) 3 Year Term—7 Members Membership Requirements • Voting members must be operators of lodging businesses within the Yakima County Tourism Promotion Area or employed by the operator of such a lodging business. • Members must be nominated by the Yakima Valley Lodging Association. Responsibilities An advisory body to make recommendations to the City Council concerning all annual budgets; however, the City Council of the City of Yakima shall have the ultimate authority to set and approve all annual budgets. Meetings per Month The Tourism Promotion Area meets on even months as follows at the Yakima Convention Center at 11:30 am: February 22, April 27,June 28, August 23 and October 24. Recent Accomplishments The City has by Ordinance, increased the lodging charge of$4.00 per night/per room in addition to all other sales and use taxes and any special assessments that may be levied. Upcoming Issues&Goals • Reduced revenue due to the COVID-19 pandemic. • Ensure marketing efforts are contributing to increased occupancy rates. • The activities funded through the TPA have been crucial for Yakima's hospitality industry recovery from the COVID-19 pandemic. Yakima hotel occupancies in 2021 increased to the pre- pandemic levels of 2019. Statutory Requirements RCW 35.101.130(1). 29 TREE CITY USA BOARD 3 Year Term—5 Members Membership Requirements 1 seat on the board will be filled by the City of Yakima arborist and 1 seat will be filled by the Yakima City Council through the recommendation of the Yakima Arboretum. At least 2 of the members shall be tree care specialists.The Tree Board shall consist of city residents, except in the case of the city arborist, the tree care specialists and the member recommended by the Yakima arboretum. The city should, however, fill the seats on the tree board with city residents when possible. Responsibilities Responsible for studying, investigating,developing, updating,and administering a written plan for the care, preservation, pruning, planting, replanting, removal,or disposition of trees and other plantings in City parks,along City streets, and in other City-owned public areas.The written plan, which will constitute the City's official comprehensive tree plan, will be presented to the City Council annually.The Tree Board may perform other duties as directed by the City Council. Staff Time Devoted Each Month Varies depending on Board items and topics; up to a few hours a month (more if projects are involved, e.g. tree inventory). Recent Accomplishments In 2019,the Board developed a list of approved street trees (possibly revisiting it this year), and from 2017-2019 oversaw a first-time inventory of all public trees in the city (continually updated). Upcoming Issues&Goals • Coordination with the Department of Natural Resources (DNR),which has hired a consultant to perform a canopy study for the entire city (no cost to us; a $25,000 value),which will help to inform future projects, including grants and the eventual development of an urban forestry management plan. • Potential revisions to the Public Tree Ordinance (YMC Ch. 8.77). • Collaboration with potential community partners for grants, projects,etc. Statutory Requirements A tree board is one of four requirements for maintaining Tree City USA status, which is renewed annually through the DNR. 30 YAKIMA ARTS COMMISSION 4yearterm-13-15 Members (no member may serve more than two 4-year terms) Membership Requirements • Two working artists. • Four to six community members, three of which must be City residents. • Community members shall be from diverse backgrounds. • Members who represent each of:The Yakima Symphony, Capitol Theatre, Seasons, Larson Gallery, Dramatic Arts, and the Yakima Valley Museum. Responsibilities • Encouragement, procedures for selection and approval, placement,and ongoing maintenance of public art in public places throughout the City of Yakima. • Advise and assist city departments,commissions, and committees,as well as the City Council, regarding artistic components of all municipal government projects. • Develop and encourage relationships with existing organizations and community groups having a stake and interest in good building and public space design and development. • May pursue gifts and grants to the City of Yakima for the purposes of culture and art. • Serve as a voluntary advisory resource for the aesthetic review of private development. Meetings per Month The Yakima Arts Commission typically meets quarterly on the third Wednesday of March,June, September and November at 3:30 p.m. Staff Member Attendance • Randy Bonds Jr. is the liaison who regularly attends. On occasion,staff members from affected departments will attend. (For example, Parks staff updates regarding projects). • YPAC staff. Staff Time Devoted Each Month 1-2 hours. The commission does a very good job of running on a self-sufficient basis. Occasionally,staff is needed for billing/invoicing and working on the Agenda and Minutes. Recent Accomplishments • Continued Utility Box wraps around the city, particularly at new intersections. • Working with Yakima Parks on Miller Park Art Project. • The Windows Alive! twice yearly art show in downtown storefronts at the old mall. Statutory Requirements • None. 31 YAKIMA HOUSING AUTHORITY BOARD 5 Year Term—5 Members Membership Requirements No commissioner of an authority may be an officer or employee of the city or county. Responsibilities Development and operation of programs to provide improved housing for low-income families and individuals,throughout the City; and cooperation with other agencies in neighborhood improvement programs, and provision of housing for displaced persons. Meetings per Month The Housing authority Board typically meets the fourth Wednesday of each month at the Housing Authority Office. Staff Member Attendance None. Staff Time Devoted Each Month None. Recent Accomplishments • Completed the development of Chuck Austin Place. • Partnered with the Washington State Department of Health to start a supported employment program for residents with disabilities. • Lead Housing Authorities in the State of Washington implementing HUD's Foster Youth Initiative vouchers.
