SUMMARY EXPLANATION:
The classification and compensation ordinance incorporates the recommendations of the
Charter Civil Service Commission approved at their meeting on August 10, 2009. The new
classifications were approved by Council as a policy issue in December of 2008 for the
Purchasing and Office of Neighborhood Development divisions.
This classification and compensation ordinance reflects four new classifications as follows:
City /County Procurement Manager, allocated to Pay Code 967 ($6,850.00 - $8,328.51 per
month);, Senior Buyer, allocated to Pay Code 976 ($4,631.38 - $5,638.42 per month); Buyer II,
allocated to Pay Range 19.5 ($3,830.59 - $4,596.71 per month); and Grant Financial Specialist,
allocated to Pay Range 18.5 ($3,650.33 - $4,399.12 per. month). Also included is the Title
Change from Buyer to Buyer I.
The Budgetary impact of implementing the classifications and salaries has been included in
each Division /Department. Operating Budgets.
All recommendations are subject to the City Council review and approval.
Attached for Council's information are the reports presented and approved by the Civil Service
Commission outlining the proposed changes and the new classifications.

AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City
employees to be effective September 20, 2009; amending Subsections 2.20.100A,
2.20.100B, 2.20.100C, 2.20.100D, 2.20.110A, 2.20.110B, and 2.20.110C,
all of the City of Yakima Municipal Code.
Section 1 . Subsection 2.20.100A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective
September 20, 2009, which plan shall consist of the various following subsections of this section."
Section 2 . Subsection 2.20.100B of the City of Yakima Municipal Code is hereby
amended to read as follows:

Section 5 . Subsection 2.20.110A of the City of Yakima Municipal Code is hereby
amended to read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through 'G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of September 20, 2009. The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code. Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours. The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions. of Section 2.22.030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule:"

RE: Purchasing Consolidation and Allocation recommendations
For Buyer I, Buyer II and Senior Buyer.
This report summarizes the findings related to the reorganization and
III consolidation of the City of Yakima Purchasing Division and Yakima County
Purchasing Department. The City /County Intergovernmental Committee has
been actively engaged throughout this consolidation in creating a joint
administrative purchasing office. When the functions are ultimately merged, it
will be the first City /County Purchasing merger in over three decades in the
nation and would serve as a model for collaboration among local govemments.
There are a number of benefits associated with joint administrative purchasing:
Leveraged buying power:
• Lower prices
• Improved supplier performance —both through increased buying
power and better supplier analysis
Improvement in client service for the County
• Elimination of non -value added tasks
Increased productivity — eliminate duplication of efforts.
• Accelerating and simplifying the procurement process
Personnel:
• Greater opportunities for professional training and certification;
• Staff specialization;
• Improved career path.
Improved client services— Purchasing acts as a conduit to share
knowledge between agencies.
Consistency in procedures and documents, benefiting both clients and

Executive Summary: The typical goals o joint P
are to streamline the procurement process and improve client service while
maintaining sound public purchasing practices and adequate levels of internal
control. The desired outcomes for a procurement management review include:
• improvement to client service;
• Elimination of non -value added tasks and costs;
• Accelerating and simplifying the procurement process;
• Securing better value relative to the price of goods and services
procured;
• Improvement of the purchasing . process by infusing "best
practices;" and
• Transition from a "process- based" to a "knowledge /results based"
procurement organization.
Procurement in both the private and public sectors is undergoing a
transformation from a bureaucratic process -based organization focused on
control to a knowledge /results -based organization that focuses on outcomes.
Major components for procurement reform include:
• A shift from processing purchasing transactions to supply chain
management;
• Shifting primary award criteria from "lowest bid" to "best overall
value;"
• Re- defining the relationship with vendors from transactional to
mutually beneficial partnerships; and
• Leveraging technology to enable new procurement strategies.
RECOMMENDATIONS
Given the additional responsibility of procuring for two agencies and based on
the data discussed in this report, we recommend that the classification of. Senior.
Buyer be established and the position/duties of the Buyer be changed to more
accurately reflect the new duties of the position with the consolidation with
Yakima County by creating two separate classifications of Buyer 1 and Buyer 11.
The Buyer I may promote to Buyer 11 upon earning CPPB or similar certification.
The Municipal Code, Section 2.20.030, and Civil Service Rules both require
certain actions be taken when allocating a position to a certain pay range.
Included in those actions are the consideration of pay rates of other similar or
related classes; the availability of personnel to do the job; prevailing wage rates,
both locally and in similar jurisdictions; and the City's financial policy and
economic conditions.

DUTIES AND RESPONSIBILITIES for Buver I:
Under general supervision, procures goods and services for the City following
govemmental acquisition procedures, including processing formal bids,
conducting bid openings, recommending bid awards, obtaining formal quotes
from vendors, and issuing purchase orders; supervises assigned staff. The
recommendation is to change the title from Buyer to Buyer I and update the
classification. The allocation is unchanged. Upon completion of a Certified
Professional Purchasing Buyer (CPPB) Certification, position may be promoted
to a Buyer II without competition.
DUTIES AND RESPONSIBILITIES for Buver 11:
Under general supervision, individual is responsible for the procurement of
goods, services and limited small works along with the administration of contracts
and files pertaining to the procurement process by performing all phases of
procurement for the City and County of Yakima following federal, state and local
regulations which sometimes requires judgment and interpretation to specific
cases.
Distinquishinq Characteristics:
Distinguished from the Purchasing Assistant and Buyer 1 by performing more
complicated procurement of goods, services and limited construction projects for
the City and County of Yakima. May assign work to clerical staff, and providing
purchasing training and interpretation to other department and divisions
regarding laws, procedures and policies.
Relationships:
Consult frequently with City /County personnel on purchasing requests. Works
with limited supervision on carrying out assignments under City /County policies,
procedures, and applicable federal, state and local regulations. Make
recommendations on improving procurement operations and gives technical
advice.
Essential Functions:
Performs all levels of purchasing and contracting activities associated with
requisitions from City and County customers for a wide variety of goods, services
and limited constructions, which fall under a term contract or on an incidental
basis.
DUTIES AND RESPONSIBILITIES for SENIOR BUYER:
• Under limited supervision, performs all levels of purchasing and contracting
activities associated with requests for goods, services and limited construction for

both City and County customers. This is responsible supervisory work assisting
in all phases of City /County Procurement operations. 110
Provides lead direction to Purchasing staff in the procurement of goods, services
and limited construction. This includes feedback on job performance; providing
interpretation and training to staff regarding new procurement laws, procedures
and policies.
Distinguishing Characteristics:
Distinguished from the Buyer positions by the responsibility for providing
assistance to the City /County Procurement Manager to coordinate, administer
and monitor the work of the division. Assign and direct work, provide input on the
performance of other division staff, as well as perform the full range of Buyer
duties, particularly complex and high- dollar procurements.
Provides public information and clarification of procurement policies and
procedures; participates in meetings; and makes recommendations on improving
procurement operations.
Supervisory Relationships:
Consults frequently with City /County personnel on purchasing requests. Works o
independently in carrying out assignments under City /County policies and
procedures, as well as applicable federal, state and local regulations. Gives
technical advice, oversees workflow and trains other division staff.
COMPENSATION ANALYSIS:
BUYER I:
Factoring Analvsis: A factoring analysis was performed resulting in a factored
range of 16.5. It must be remembered that a factoring analysis primarily is used
as general placement or allocation of a classification and that it is generally
subjective in nature while using an objective analysis tool.
Internal Comparisons: Currently, there are twelve classifications in the pay range,
Buyer is a good match.
External Comparisons: None needed.
BUYER II
Factoring Analysis: A factoring analysis was performed resulting in a factored
range of 19.5. It must be remembered that a factoring analysis primarily is used

as general placement or allocation of a classification and that it is generally
subjective in nature while using an objective analysis tool.
Internal Comparisons: Currently, there are three classifications at the proposed
range, but none are good matches.
External Comparisons: A salary survey for the cities /counties of St. Paul/Ramsey
Minnesota; Lincoln/Lancaster Nebraska, Winston- Salem/Forsyth, North Carolina
and the cities of Bellingham, Kennewick, Vancouver, Redmond, Tacoma, and
Lynwood; and Pierce County. The average of the comparables was $3,306 to
$4,549.
SENIOR BUYER
Factoring Analysis: A factoring analysis was performed resulting in a factored
code of 976. It must be remembered that a factoring analysis primarily is used
• as general placement or allocation of a classification and that it is generally
subjective in nature while using an objective analysis tool.
Internal Comparisons: Currently, there are three classifications at the proposed
• range and all of them being fairly close matches. The proposed classification will
perform similar duties to the Irrigation Supervisor, Recreation Supervisor and
Wastewater Treatment Plant Chief Operator at pay code 976.
External Comparisons: A salary survey for the cities /counties of St. Paul/Ramsey
Minnesota; Lincoln /Lancaster Nebraska, Winston - Salem/Forsyth, North Carolina
and the cities of Bellingham, Redmond, Bellevue, Richland; Seattle and the
counties of Washington County Oregon, Pierce County, King County and C-Tran.
The average of the comparables was $4,245 to $5,670:
RECOMMENDATIONS: Based on the foregoing, it is recommended:
•. The current classification for Buyer be changed to the classification
Buyer I. No recommended change in the allocation of Pay
Range16.5 ($3,342.54 - $4,012.59). The Buyer I may promote to
Buyer II upon obtaining their Certified Professional Public Buyer
(CPPB) or similar certification.
• A new classification be created and titled, Buyer II and be allocated
to Pay Range 19.5 ($3,850.59 - $4,596.71)
• A new classification be created and titled Senior Buyer and be
allocated to Pay Code 976 ($4,631.38 - $5,638.42)

This report summarizes the fin n ' a gs related to the classification study for the
position of Grant Financial S • ecialist. In December of 2008, City Council
authorized the upgrade of the Neighborhood Development Accounting
Specialist for the purpose of having one person responsible for the multitude
of technical financial reporting as required by the types of grants overseen.
Additionally, the permanent Accountant position previously at the Office of
Neighborhood Development (O[NDS) is being eliminated. There will be an
accountant in Financial Services who will oversee this position on a limited
basis, and will have approval a thority as required.
Since this position is unique to NDS, no comparables were found at other
cities. Internal comparisons w re done, and our recommendation is to
allocate this position at Pay R ge 18.5 ($3,650.33- $4,399.12).
RECOMMENDATIONS
The Municipal Code, Section .20.030, and Civil Service Rules both require
certain actions be taken when allocating a position to a certain . pay range.
Included in those actions are the consideration of pay rates of other similar or
related classes; the availabilit4 of personnel to do the job; prevailing wage
rates, both locally and in simil' jurisdictions; and the City's financial policy

DUTIES AND RESPONSIBILITIES
SUMMARY: Performs accounting and analysis of assigned functions such as
grants, special project accounting and fund accounting. Prepares journal
entries, adjustments and trial balances, and reconciles accounts. Reviews
financial documents for accuracy and completion; assures accounting
practices are consistent with Federal and State laws and regulations, local
ordinances and policies, and leaves a clear audit trail. Responsible for
internal management of financial records.
Responsible for all financial documents pertaining to the Division's portion of
the City's annual budget; the Annual Action Plan for Housing and Urban
Development (HUD), and the Comprehensive Annual Performance
Evaluation Report (CAPER) to HUD.
Responsible for monthly bank reconciliations of the loan payment program,

as well as year -end update of all accounts indicating new loan balances,

COMPENSATION ANALYSIS:
Factoring Analysis: A factoring analysis was not performed. It must be
remembered that a factoring analysis primarily is used as a general
placement or allocation of a classification and that it is generally subjective in
nature while using an objective analysis tool. •
Internal Comparisons: One classification the City currently has, but is not .
funded, is Grant Coordinator, which is allocated to Pay Range 15.0
($3,123.41 - $3,740.46). The minimum qualifications for Grant Coordinator
are a degree from a two year accredited college with major course work in
accounting or government accounting OR two years experience in grant
accounting, less than the minimums recommended for the proposed 0

• classification. The level of r sponsibility is also less than the proposed
classification.
Two current classifications, Financial Services Technician - Payroll and
Human Resources Specialist, ave similar levels of responsibility are both
are allocated to Pay Code 981 (3,629.53 - $4,418.18). Another comparable is
Engineering Contracts Sp ' ' t, allocated to Pay Code 980 (3,816.73-
$4,631.38). These three classi rations are confidential and/or supervisory in
nature; the proposed classifica ' on is not. The proposed Pay Range 18.5 .falls
between Pay Code 980 and Pay Code 981.

FINANCIAL: Maintains finanri 1 ledgers, journals and related documents;
0 reviews, verifies, audits, corrects, balances and summarizes data as appropriate.
Prepares reports on expenses, en brances, capital improvements, capital outlay,
reconciliations, receivables, reven es, disbursements, and journals for internal and
external use. Performs moderate to complex reconciliations involving a variety of
accounts and documents; identifies conflicts and initiates corrective entries; reviews
accounts for appropriateness of entries and required supporting documents.
Responsible for monthly bank reconciliations of loan payment program, as well as,
year -end update of all accounts indicating new loan balances, adding new loans,
deleting paid off loans, etc. Performs random checks of these accounts
intermittently throughout the year for accuracy. Represents the division during
state and federal audits and pro am reviews. Provides information to auditors .
regarding record keeping proces es and procedures. Develops forecasts and
projections; explains variances an makes historical comparisons.
Provides work direction to subord; ate staff; assigns, controls and reviews work for
accuracy and timely completion of signments.

PHYSICAL DEMANDS: Work ' i volves walking, tallying, hearing, using hands to
handle, feel or operate objects, • d reaching with hands and arms. Work is
performed primarily in an office es vironment while sitting at a desk or computer
terminal for extended periods of time or while standing at a counter for short
periods of time. Vision abilities equired by this job include dose vision and the
ability to adjust focus. May require constant focus on a computer screen for 2+
hours at a time. Constant precise control of fingers and hand movements. The
employee may be required to push, pull, climb, bend, stoop, kneel, crouch, lift and/or
occasionally carry up to 20 pounds. Noise level is usually moderately quiet.

MAJOR WORKER CHARACTERISTICS: Knowledge of: technical accounting
principles, theories, and concepts; departmental practices and procedures relating
to processing and recording transactions and accounting information; terminology
pertinent to technical accounts maintenance activities; and, of HUD, state, and local
guidelines, processes and procedures related to the job. Knowledge of: tax
percentages for multiple jurisdictions; basic computer skills and programs used in
accounting and reporting of financial information; and a variety of program specific
computer software programs, including HUD's IDIS.
Ability to: learn and apply technical . requirements, codes, policies and
procedures to financial programs and projects; maintain, extract data from, utilize
and operate IDIS; create meaningful spreadsheets, identifying the information in a
manner that is easily understood by others; establish and maintain financial
records; .prepare various related financial reports and statements; understand
relationships between financial records and reports; apply guidelines, policies and 0
procedures to a variety of situations; establish and maintain effective working
relationships with coworkers, other employees, other departments, City
Management, City Council, state representatives and HUD representatives;
communicate effectively orally and in writing with a widely diverse community;
work independently and with limited supervision; and understand and maintain
confidentiality of sensitive matters.
UNUSUAL WORKING CONDITIONS: May deal with angry or upset
individuals. May be required to work extended hours as needed.
LICENSES, REGISTRATION AND CERTIFICATE: Possess and maintain a
valid Washington State Drivers' License and possess a First Aid/CPR certificate
within six months of appointment.
MINIMUM CLASS REQUIREMENTS: Associate degree in Finance, Accounting,
Business or related field and four years of progressively responsible accounts
maintenance, bookkeeping or closely related work experience, OR any combination
of education and experience equivalent to six years of progressively responsible
accounts maintenance, bookkeeping or closely related work experience. Knowledge
of HUD Integrated Disbursement and Information Systems preferred.
