Draft Interlocal Airport Overlay Agreement
The draft Interlocal Airport Overlay Agreement was distributed. Commissioner Leita
suggested the city staffs interact with Steve Erickson on it. Responses will be discussed at
the next Intergovernmental Committee meeting.
Improvements at Second and "A" Streets
Commissioner Leita talked about a memo from Yakima staff to Yakima Council proposing
S three options and recommending option two for improvements. He said the County is
offering a payment structure of three equal, annual payments commencing April 30, 2010.
Alternatives to current RPC & Planning Agreement Structure
Joan Davenport reviewed the four points of the Yakima staff recommendation. Union Gap
Councilmember Matson said he would like the cities and county to work together and did
not see any reason for drastic change in the process. Vern Redifer said that the
recommendation of the County Commissioners is for each jurisdiction to maintain their
own planning commission and they will take formal action soon to terminate the
longstanding agreement.
Washington Heights Annexation
The County Commissioners are not inclined to support the annexation in its current
configuration. Vern Redifer asked about the circumstance of special purpose districts in
annexation and said that there is a drainage improvement district (DID) in this area. Bill
Rathbone asked if there is a method to transfer DIDs. The County said it is an area for
further discussion. Michael Morales suggested some options for this annexation including
withdrawal of the annexation, letting the process play out before the Boundary Review
Board, or coming to agreement through an interlocal agreement including a public process.
Dick Zais asked if the County is receptive to the idea of a joint hearing that would propose
a larger annexation. The County said to work out some of the details and they will
probably be open to hearing about it. Joan Davenport pointed out that a draft of the West
Valley Neighborhood Plan has been received and that the plan has been the missing link
41) in that area for years. Dick Zais suggested, and the policy makers agreed, to allow staff to
further engage in a dialog about the entire scope of issues in this annexation and others,
and come back with some recommendations.
Four Party Agreement (4PA) •
Commissioner Leita preferred to extend the 4PA rather than updating it at this point.
Mayor Edler pointed out that the updating process is estimated to take twelve to eighteen
months and the City of Yakima would like to begin to work on the process. Commissioner
Leita agreed to proceed with the tolling agreement. Staff from the four parties will begin to
work together on the tolling agreement.
Agenda for the next meeting
• Response to the Airport Overlay Interlocal Agreement
® Respond at or before the next meeting to the termination of the RPC
• Report Yakima Council action regarding improvements at Second and "A" Streets
The meeting times for the Committee were changed to the first and third Tuesdays of each
month. However, before these minutes were prepared, the meeting times had been
changed again to the second and fourth Tuesdays at 3 :00 p.m. The next meeting of the
Intergovernmental Committee is scheduled for Tuesday, September 8, at 3:00 p.m.
