Communication between Planning Commission and City Council is through the Council liaison; through senior staff or in written findings on specific matters from the PC. Step One = Interlocal Agreement II City -only Comprehensive Plan Incorporation of Downtown Plan into the Comprehensive Plan Required Elements, including Capital Facilities Planning Relationship to Yakima County to Interlocal Agreement Will include Sub -area agreement that is unique to each City, which includes policies and action plans on items such as: Urban Growth Policy • Annexations • Development standards (i.e. streets & sidewalks) • Providing services (and timing of connection) for water, sewer, etc. • Terrace Heights 11. West Valley City -Only Comprehensive Plan Yakima County withdrew from Regional Planning Agreement in 2010. The City now has no jurisdiction to plan in the unincorporated Urban Area. The City will plan for City Limits only. Vacant land analysis; adequate land for future development; land use policies; foundation for decision making. Fall 2015- Planning Commission establishes a review schedule & Public Participation Process Spring 2016 — Planning Commission Public Hearings on the Update, integrated SEPA review Summer 2016- Final Planning Commission Recommendation on the Update, Public Participation Process Fall 2016 — City Council Establishes review program for local adoption of the Updated Comprehensive Plan Winter 2017 — Council Public Hearings, Public Participation Process April 2017 - Send 60 Notice of Intent to Adopt Spring 2017 - City Council adoption of Updated Comprehensive Plan June 2017 - Submit Final Adopted Plan to State Recommendations & Next Steps 1. Interlocal Agreement with Yakima County 2. Development of Policy Items -Action Plan 3. Re-establishing an intergovernmental committee 4. How often the City Council wants to discuss the Comp Plan Update via study sessions. Frequency of status updates? 5. Regrulatory Changes to items like the zoning map and develo-pment standards, that are derived from the Comp Update U date Process. 6. Capital Facilities Planning & Transportation Plan - a professional consultant group or firm may be sought to help facilitate these necessary elements of the Comp Plan Update.
