For Meeting of: December 21, 2021 ITEM TITLE: Public Hearing relating to the Transportation Benefit District; modifying the Transportation Improvements to be funded by the District SUBMITTED BY: Scott Schafer, Public Works Director- (509) 576-6411 SUMMARY EXPLANATION: The Yakima City Council set a public hearing date for December 21, 2021 to take public comment on possible amendments to the Transportation Benefit District (TBD) project list originally approved on March 21, 2017. This Public Hearing is to discuss amending the current TBD project list by potentially adding the following projects: • Intersection at 66th Ave. & Englewood - Cost to be determined as a Warrant Analysis needs to be conducted to determine what safety improvements may be necessary. • 40th Ave./Chestnut Intersection -Cost to be determined as an Engineering Study needs to be conducted first to determine what safety improvements may be necessary. • Nob Hill Blvd. (34th Ave to 44th Ave.) - Approximately $635,000; grind & overlay Enclosed is the TBD project list with the added three proposed projects as well as a memo outlining funding of the Yakima Trolley system. Staff is still trying to locate the original agreements to determine if there is a required pay back of grant funds if the Trolley does not remain functional. Additional time is needed to complete our research. This is in 2021 dollars and would need to be inflated for year of construction. Due to the Historic designation of the Trolley system, removal of the tracks could result in an environmental challenge by affected parties. This would result in unknown costs and delays. • Trolley is listed on the National Register of Historic Places • Trolley is trying to become a Historic Landmark • Trolley is listed as part of the 2013 Downtown Master Plan • Trolley is listed in the 2040 Comp Plan • Trolley is listed in the 2040 Transportation System Plan
