AN ORDINANCE establishing a unified Finance Office of the City of Yakima.
Section 1. The Finance Office of the City of Yakima shall be composed of
the following departments: (1) The City Clerk and such assistants as may be provided by
the annual budget ordinance; (2) The City Treasurer and such assistants as may be provided
by the annual budget ordinance; (3) Purchasing Agent and such assistants as may be pro-
vided by the annual budget ordinance; (4) The Office Supervisor and Auditor ofthe Water-
Sewer Utility and such assistants as may be provided by the annual budget ordinance; (5)
The Airport Manager and such assisyants as may be provided by the annual budget ordinance;
and (6) The Custodial Services including the City Hall janitors and switchboard operator.
Section 2. All assistants of each department shall be deputies of that dep-
artment to perform such duties as may be assigned to them by the department head or by
the Finance Officer. Provided further . that a department head of the Finance office may
perform any of -the duties of his office or of any other office to which he may be assig-
ned by the Finance Officer; and the Finance Officer may perform any of the duties of any
office or department under his supervision.
Section 3. Employees of one department of the Finance Office may be trans-
ferred to another department at the direction of the Finance Officer or may be assigned
duties in one or more departments.
Section 4. The -ity Clerk and City Treasurer shall be appointed as provided
in the City Charter and all other employees of the Finance Officer shall be appointed by
the Finance Officer or by the applicable Department head with the advice and approval of
the Finance Officer.. During the vacancy, absence, or disability of any department head,
the Finance Officer may designate a temporary supervisor of that department or may assign
a department head to one or more departments.
Section 5. The Finance Officer under the Commission form of Government is
the Commissioner of t 'inance and Accounting and under the Council - Manager form such offi-
cer as may be appointed by the City Manager.
Section 6. The employees of such departments shall receive such compensa-
tion and from such funds as shall be provided by the annual budget ordinance. All ex-
penses of such departments shall be porne by and from such funds as shall be provided in
the annual budget ordinance.
Section 7. Where the masculine pronoun has been used it shall include the
feminine.
Section 8. All ordinance and resolutions or parts of other ordinances in
confliEt herewith are hereby repealed.
Section 9. This ordinance shall become effective 30 days after its passage,
approval and publication as provided by law and the City Charter.
