AN ,ORDINANCE amending Ordinance No. A -1194 creating the office of Purchasing Agent of
the City of Yakima, defining his duties therefor, and declaring an emerg-
ency.
BE IT .ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 2 of Ordinance No. A -1194 is hereby amended to read
as follows:
"It shall be the responsibility of each department head of the City to
operate his department, control expenditures, and not to purchase, requisition,. or
otherwise obligate his department beyond the items and classes provided for his de-
partment in the annual budget. The Commissioner of Finance as purchasing agent shall
purchase all supplies and materials for all departments. Purchases may be made by
the purchasing agent at the request of the departmental head, or his authorized assist-
ant, provided, however, that the purchasing agent may refer any department requests
to the commissioner having jurisdiction of such department. The purchasing agent
may authorize deputies or assistants to make purchases and to authorize,purchases in
his behalf, but no ,purchase shall be made except upon an authorized purchase order.
Provided further, that no purchase order shall be .issued which .obligates an item be-
yond the detailed amount provided in the. budget. At the time a purchase order is
issued the City Clerk shall enter it upon the ledger as an encumbrance upon that de-
tailed item. " .
Section 2. Section 3 is hereby amended to read as follows:
" " All controversies arising between the purchasing agent and any depart-
ment heads or commissioner shall be referred to the entire city commission and the
purchasing agent shall be governed by the final decision of said city commission. " .
Section 3. Section 4 of said ordinance is hereby amended to read as
follows:
"In the absence or disability of the Finance Commissioner, the City Clerk
or other authorized deputy shall act as purchasing agent. ".
Section 4. It being urgent and necessary for the immediate preservation
of the public peace, health and safety that this ordinance take effect at once, an
emergency therefore exists; Now, therefore, this ordinance shall take effect and be
in force from and after its passage, approval and publication.
PASSED BY THE CITY COMMISSION, signed and approved this 7th day of Jan-
uary, 1957.
